If a person throws up a coin into the air, it may land on one side, or it may land on the other. There is no sense in analyzing the result, because it is a random chance event. 1. The Fatalistic (宿命論的) one, popular in Arabic countries, would be that the theft was merely your fate, and could not be avoided. I often think “fate” is the realization that many things in life are merely random chance events. It is senseless to worry that you did anything to cause this event. It just happened that a pickpocket just happened to be near you, and your wallet was the closest one for him to steal. I cannot hide my bias (偏見): I think this is probably the healthiest explanation of random chance events.
2. In primitive cultures or regions where certain religions commonly existed, the explanation might be that it was God’s will for your wallet to be stolen. God was
punishing you for a misdeed, or trying to teach you a central truth by letting you lose this money.
3. And lastly there is the explanation I find increasingly common in Western societies. Any misfortune may be explained by a lack of precautions (預防措施). An intervention on someone’s part (usually the government’s) could have prevented the theft. For example, you should not have walked in certain streets; you should have been more watchful. Or the government should have employed more policemen, or imprisoned more criminals. Misfortunes are not caused by random chance, but by incomplete care or control.
This latter explanation is being accepted increasingly every day. One reason must be that it comforts people to rationalize (使……有合理依據)their misfortunes, especially if it makes them seem blameless. (“If there were just more policemen, my wallet would not have been stolen.”) I find this last explanation amusing in one sense, and extremely harmful in another. If we cannot accept bad things ever happening to us, we must be willing to accept an unlimited expansion of laws and government intervention in our lives

When a forest fire starts in the US and a lot of trees and wildlife are being destroyed the country pulls together to save the land. The forest fire in Montana brought firemen from as far away as Canada, Pennsylvania and other states.
These firemen aren’t paid to go and fight the fire but volunteer their training and skills because they don’t want the fire to spread or to destroy a lot of our forest which we consider one of our most valuable resources. The forest fire was out of control so firemen left their homes and families to go to Montana to fight the fires. Many of them knew it might be weeks before they could return home but they went believing that with their help it could be brought under control.
Firemen in the US can be paid by their community or just be unpaid volunteers. The professional firemen may be paid to go to another state as a good neighbor and to help educate others who aren’t familiar with firefighting techniques. The unpaid volunteer will get permission from their employer to go and fight a fire. Most employers allow them to go and continue to pay their wages. Others allow them to take vacation days so they will still receive their wages. The expense of getting to the fire can be covered by several means. The fire company that employs firemen may pay their way, the state may volunteer transportation, bus companies or air lines may donate transportation or the people in the area will donate money to help them get to the fire site.
Fire is one of the most dangerous disasters that can hit a state because it destroys homes, property, wildlife and leaves a lot of people with the need to rebuild their homes and lives. The fire in Montana had destroyed a lot of property and will need help from the federal government to deal with the loss. USA has funds (基金) set aside for disasters such as floods, fires, hurricanes, tornadoes, and earth quakes. Once you prove you need the help they will help you rebuild and start over again.

The Amish are a very close knit community that have their own set of rules and laws. Children go to a one room school house for 8 years and then they marry. Compared with 2000, the number of people who go sightseeing at home doubled, from 15% to 30%, the reason for which is because people enjoyed longer holidays during both May Day holiday and National holiday.
