商河溫泉產業胎動

有“山東溫泉第一城”之稱的商河縣再次站到國內地熱利用的風頭。低碳經濟時代，山東地熱利用新天地劍指商河。

4月26日—27日，來自大陸和臺灣的50多位地熱研究和溫泉產業開發領域的專家、企業家集聚商河，共同探討溫泉產業開發，共商投資興業大計，同時為山東省(商河)海峽兩岸溫泉產業合作區揭牌。正在此間舉行的“海峽兩岸溫泉產業論壇”上，來自臺島的相關企業與當地政府就商河溫泉綜合開發與利用、現代農業、休閑療養等多個領域現場達成8項合作意向(協議)，總金額約3億美元。

大陸方面的與會專家有中國礦業聯合會地熱開發管理專業委員會主任李樹祥，中國礦業聯合會地熱開發管理專業委員會秘書長賓德智，山東省地礦局總工程師徐軍祥，山東農業大學園藝學院院長王秀峰，北京林業大學教授李翅等。來自臺灣的嘉賓有中華溫泉觀光協會理事長張榮南，臺北溫泉發展協會理事長周水美，臺灣溫泉研究發展中心主任李孫榮，臺灣溫泉產業研究所所長陳冠位，中華有機農業協會理事長鄭逢喜等。與會專家、企業家紛紛發言，一致認為，商河縣地熱資源儲量大、埋藏淺、水溫高、水質好，醫療價值高，國內罕見，應予以高水準、高規格地規劃利用，并對在商河縣溫泉規劃、開發等方面提出了自己的看法和建議。

據了解，商河縣規劃面積達20平方公里的溫泉產業園，建成后將成為以溫泉為點，集現代工農業和旅游度假于一體的國內知名特色城市綜合體。

商河被稱為濟南的北大門，境內土地資源、地熱資源、石油資源、農牧資源、勞動力資源、電力資源豐富，尤以地熱資源獨特。資料顯示，商河地熱之地下儲量達256億立方米，可開采量179億立方米，儲量大、埋藏淺、溫度高、水質優，屬醫療保健型地熱溫泉。臺商正是看好這一資源優勢，組團前來考察并達成相關合作意向。

在商河縣城的東南部，一座該縣目前為止開發規模最大的項目——投資50億元的溫泉服務業基地正在建設中。商河縣貿促會會長齊濱昌介紹說，該基地將立足高起點，構建“一心”(旅游服務中心)、“三軸”(旅游發展軸、居住發展軸、生態發展軸)、“七片”(休閑商務會議區、生命活化健康調養區、中心湖泊區、溫泉會所區、溫泉旅游度假區、高尚休閑康體度假區、高尚溫泉住區)，突出發展生態旅游、休閑度假、景觀地產，目的是把商河建成中國北方最大的溫泉旅游觀光和休閑娛樂中心。

從山東全省來看，雖坐擁豐富的地熱資源，但開發現狀并不樂觀。有關專家認為，山東溫泉開發可謂好、快、廣、大與低、后、弱、少并存，亟須轉換思路，打造溫泉產業鏈。未來的溫泉休閑應該從個別性的休閑項目，逐步轉化為溫泉沐浴、健身、體檢等結合的休閑產業鏈及康復療養產業鏈的雙產業交織結構形態。同時，作為泛旅游產業的整合源，還應大力發展與溫泉相關的會議會展、體育運動、農業觀光、博彩、娛樂、購物等等，形成多元休閑產業聚集的大型區域旅游結構，打造國內一流的特色溫泉休閑度假區、溫泉小鎮和溫泉城市，提升區域旅游的層次，并以此為突破點，從而帶動區域經濟的發展。

近年來，商河縣按照“溫泉生態之城，休閑健身之都，鼓子秧歌之鄉”的城市定位，圍繞科學開發利用地熱資源，編制了《商河縣地熱資源勘查開發利用與保護規劃》，建成了商河地熱研發中心，規劃并開工了投資50億元溫泉服務業基地，使地熱資源在洗浴、療養、保健、養生、花卉養殖、蔬菜生產、畜牧養殖、溫泉旅游等方面得到初步推廣應用。隨著海峽兩岸溫泉產業合作區的成立，以及這次論壇的成功舉辦，商河地熱溫泉的開發利用將進入一個嶄新的時期，溫泉一定會成為繼鼓子秧歌之后商河的又一張富有活力的新名片。

On April 27， the Cooperation area of the Cross-straits Hot Spring Industry was opened in Shanghe County. Jinan and Taiwan reached 8 cooperation intents in such fields as comprehensive development and utilization， leisure and convalescence， etc.， the investment totaling 0.3 billion U.S. dollars. On that day， over 50 experts specialized in terrestrial heat and the development of the hot spring industry from Taiwan and mainland China discussed the future development of hot spring industry in Shanghe Hot Spring Base. Both sides are confident in the long-term cooperation and mutual development.

Speaking of the development of Shanghe hot spring， Zhang Rongnan， president of the Hot Spring Tourism Association Taiwan， who came to Jinan with the group， pointed out that Shanghe hot spring is barely developed and it is still a virginal area， thus having a promising future for development. He hoped to introduce the equipments and experience from Taiwan to Shanghe and organically integrate recreational agriculture， organic hot spring food， hot spring healthcare with Shanghe hot spring.

Jinan not only has the most spring water in China， but also is one of the cities with the largest hot spring reserves nationwide. At the forum， experts who have rich experience in developing terrestrial heat from Taiwan and mainland China believed that， with systematic development， Shanghe hot spring will be qualified to enjoy the same reputation as the springs in Jinan city area， which will make them another visiting card for Jinan.

Responding to the suggestions put forward by cross-straits experts， Li Fangjin， standing committee member of Shanghe County Party Committee and vice county mayor of Shanghe County People’s Government， said， “it is only the first step for the development of the hot spring industry to establish the Cross-straits Hot Spring Cooperation Area that will be taken as the core for expanding development. And great efforts should be taken to turn the hot spring industry into the absolute leading industry in the local economy， taking up a proportion from 60% to 70%.” Shanghe will strive to become the largest hot spring city in Shandong， top-class in China， and renowned all over the world.
