匈牙利共和國駐重慶總領事海博先生：“很開心能見證重慶的發展”

2010年2月4日，匈牙利共和國駐重慶總領事館正式開館。從2009年10月中旬開始，雙方就匈牙利設立駐重慶總領事館開始接觸，到正式開館，僅用了100余天的時間，是重慶七家領事機構中最迅速的一家。開館一年之際，現任匈牙利駐重慶總領事館總領事海博先生欣然接受采訪，向本刊記者談起了他對重慶的感受。

結緣山城 支持雙邊貿易交流

雖然到重慶擔任總領事只有三個月，海博先生卻對這座城市并不陌生，操著一口流利的中文，他告訴我們，自己在1998年的時候就來過重慶參加一個電影節的活動，去年他也來這里參加了匈牙利駐重慶總領事館的開館儀式，不過那時候還不知道自己會來到重慶擔任總領事，他饒有興致地稱這可能也是他與重慶之間的緣分。

海博總領事表示，現在有很多匈牙利企業都對中國充滿濃厚的興趣，都希望到重慶尋找新的合作領域，而匈牙利政府也非常支持相互之間的交流，有意加強與中國內陸地區的合作。選擇在重慶建立總領事館也正是看到了重慶巨大的發展空間和經濟發展趨勢，這樣有助于雙邊貿易發展，擴大尋找互利合作的可能性。

“讓重慶的吸引力更大一些”

如今的重慶與海博總領事十幾年前初來的時候已有了翻天覆地的變化，在他眼里，現在的重慶已不僅是一個直轄市，也是一個正在國際化的大都市，重慶在城市化、經濟發展等方面的成就是引人矚目的，國外媒體評價重慶為“中國的芝加哥”也不是偶然的，這也證明了重慶在西部的引擎作用。“我們也希望抓住機遇，與重慶有更多的合作，也為這座城市做一點貢獻”。

海博總領事告訴我們，匈牙利駐重慶總領事館代表著匈牙利，代表著匈牙利地方政府，也代表了匈牙利國內的企業，而總領館的工作就是為他們提供服務，尋找合作伙伴關系；另一個重要的目的也是為了更好地推廣重慶，把重慶的情況介紹給匈牙利，讓這座城市吸引力更大。

新官上任 推進雙方更多合作

海博總領事還非常自信地向重慶推銷著自己的國家，“匈牙利有著優越的地理位置，在歐盟也發揮著重要的作用。匈牙利是東歐國家中擁有華人數量最多的，有些在匈牙利都有自己的企業，他們之間一直都有密切的交流，而我們政府也支持這樣的交流。”海博總領事對匈牙利與重慶之間的未來充滿信心，他欣賞建設“五個重慶”的理念，同時也希望將兩國技術資源互補，“匈牙利在環保、污水管理、能源、汽車制造、醫藥等行業都很有優勢，而這些行業現在也開始到重慶尋找合作機會。重慶的基礎設施建設項目很多，環保和污水管理這方面也是重點，現在雙方已在這方面有了意向性合作，我們也歡迎重慶的企業去匈牙利發展”。

海博總領事暢談著如何推進雙方之間的合作。他很激動地告訴我們，匈牙利是一個科學大國，有自己的研發中心，中國可以利用來匈牙利發展的機會推動本國出口。

除了經濟、貿易等方面，海博總領事也看到了與重慶在教育、文化方面的合作可能，尤其是旅游。“旅游是加強人與人之間交流的最好的方式，我們開設總領事館也是希望重慶當地的朋友能去匈牙利等其他歐盟國家看看，更多地了解不同的地域文化。”現在，匈牙利還特別開通了“一日游三國首都”的旅游路線，作為最早與中國簽署旅游目的地的國家之一，匈牙利也早于2004年開通了從北京到布達佩斯的直航線路，10個小時到達目的地。

在重慶過春節

雖然來重慶只有三個月的時間，海博總領事已經開始喜歡上了這座城市。因為工作的原因，海博總領事在1992年就來到中國的上海進修，之后又到北京待了7、8年的時間，期間也游覽了中國的大部分城市，從云南、貴州到廣東、福建等。談到自己最喜歡的城市，他有點犯難，“中國的每個城市都很漂亮，都有自己的特色，北京、上海是我工作過的城市，當然會有很特殊的感情在里面；但我現在來到了重慶，這里將是未來的中心城市，重慶的地位越來越重要，我很開心能在這里見證重慶的發展。”

海博總領事表示，十幾年后再回重慶，對他來說，最大的考驗應該是市內的交通，因為這里每天都在發生變化，每條街道，每條道路都在更新，與過去已不能同日而語，為此，他還開玩笑地告訴我們，“我都叫我的同事們要每天更新GPS了，不然我一定迷路”！

現在，海博總領事已經可以適應重慶的生活，對重慶的麻辣食物也已經習慣，并且愉快地接受了。“我喜歡吃辣，我吃過印象最深的一道重慶菜是在重慶郊縣的一個村里吃的麻辣豆腐，那個麻和辣呀，讓我徹底的見識了重慶菜。”說到吃，海博總領事也很興奮。

剛過去的春節對海博總領事來說也是特別的，因為這是他第一次在重慶過春節，在這里和所有的中國人一樣，吃年夜飯，看煙花，初一初二上街逛逛，去爬山，人來人往，感受熱鬧的中國春節，海博總領事對重慶的印象又增加了一分。

Desp ite being he re fo r on ly th ree m on ths, M r. TAMáS is no strange r to Chongq ing. Sp eaking a fluen t Ch inese, he to ld us tha t he had been to Chongq ing in 1998 for a film festiva l, which w as the ve ry first tim e. Then, he a ttended the opening ce rem ony o f the Consu la te Gene ra l last yea r, com p le te ly having no id ea tha t he wou ld be the Consu l-Gene ra l. He thinks tha t m ay be the fate.

Many Hunga rian-based com panies a re in terested in investing in Ch ina, he sa id, and m o re and m o re ho ld a g rea t in te rest in Chongq ing. Hunga rian gove rnm en t has been ve ry m uch sup po rtive for tha t and intended to have stronge r ties w ith inne r reg ions o f China. Estab lishing the Consu la te Gene ra l o f the Repub lic o f Hung a ry in Chong q ing is d ue to the eno rm ous d e ve lo pm en t op p o rtun ities and its b rea th tak ing econom ic deve lopm en t, which he lp s to expand China-Hunga ry trad e and gene ra tes m o re op p o rtunities fo r m u tua lly bene fic ia l coop e ra tion.

Make Chongqing M o re Appealing to Ou tside W o rld

Tod ay’s Chongq ing is no longe r the one M r. TAMáS saw m o re than ten yea rs ago. Fo r h im pa rticu la rly, Chongq ing is m o re than a m unic ipa lity. Trans form ing in to a cosm opo litan c ity, Chongq ing has sco red ou tstand ing ac h ievem en t in its ec onom y, u rban iza tion and to nam e bu t a few and it is se rving as the eng ine o f Weste rn China. It is no wonde r that Chongq ing is desc ribed as Chicago on the Yang tze by in te rna tiona l m ed ia. “It is ou r hop e tha t w e can se ize eve ry op p o rtunity to coop e ra te w ith Chongq ing in va rious fie ld s and c on tribu te ou r sha re to its deve lopm ent.”

The Consu la te Gene ra l rep resen ts Hunga ry, he sa id, the Hung a rian lo c a l g ove rnm en ts and its com pan ies and the Consu la te is to se rve them and seek partne rship and business op po rtunities for them. Also it w ill in troduce Chongq ing to and p rom o te it in Hungary, m aking it m o re ap p ea ling to ou tsid e wo rld, he ad ded.

Enhan ce the Hunga rian-Chongq ing Coo pe ra tion

M r. TAMáS has a lso p rom oted his m o the rland here w ith fu ll con fidence. “Being advan tageous in its geog rap hy and as a m a jo r p laye r in the EU, Hunga ry is hom e to m ost ove rseas Chinese in East Eu rop e. Som e estab lish their en te rp rises in Hunga ry and have a good re lationship w ith other overseas Chinese, w hich is strong ly ad voca ted and sup p o rted b y Hunga rian gove rnm en t.” Ta lking o f the fu tu re o f Hunga ry-Chongq ing re la tionsh ip, M r. TAMáS’s eyes w e re b eam ing w ith fa ith. He comm end s the “Five-Chong q ing Prog ramm e” and hop es to see the im p rovem en t o f the com p lem en ta rities be tween the two in techno log y and na tu ra l resou rces. “Hunga ry exce ls in environm en ta l p ro tec tion, sewage d isposa l, energy, autom ob ile and pha rm aceutica l industry, and these beg in to seek business op p o rtunities in Chongq ing.” He sa id, “Chongq ing has a la rge num be r o f in frastruc tu re construc tion p rog ram s w ith a focus on environm en ta l p ro tec tion and sew age d isposa l. Bo th sides have reached le tte rs o f in ten t in this rega rd. Hungary a lso w e lcom es investm ent o f Chongq ingbased com pan ies.”

M r. TAMáS en thusiastica lly ta lked abou t how to push forw ard Hunga ry-Chongq ing coope ra tion. He to ld us Hunga ry and China cou ld enhance its expo rt by taking the rid e o f Hunga rian econom ic d eve lopm en t.

M r. TAMáS a lso sees op p o rtun ities in ed uca tiona l and cu ltu ra l coope ra tion w ith Chongq ing, tou rism in particu la r. “Tou rism is the best w ay to enhance the p eop le-to-p eop le exchange. We hop e tha t Chongq ing loca ls can trave l to Hunga ry and o the r EU coun tries to exp e rience d iffe ren t cu ltu res and custom w hen w e estab lished the Consu late Genera l. As one o f early Ap p roved Destina tion Sta tus fo r Chinese tou rists, Hunga ry has a spec ia l tou rism p rog ramm e o f One Day fo r Th ree Cap ita ls fo r Ch inese tou rists. In 2004, Hunga rian gove rnm en t opened a non-stop fligh t be tween Beijing and Budapest, reduc ing the trave l tim e in to 10 hou rs.”

Ce leb rating the Sp ring Festiva l in Chongq ing

In sp ite o f just th ree-m on th stay he re, M r. TAMáS has a lread y been in love w ith Chongq ing. Because o f his wo rk, M r. TAMáS has been to Shanghai, China for study in 1992, and then stud ied and wo rked fo r 7 o r 8 yea rs in Be ijing when he took h is tim e to trave l m ost Ch inese c ities .When asked wh ich h is favou rite c ity is, he was caught in d ilemm a. “Every c ity in China ge ts its ow n beau ty and featu re, and Beijing and Shanghai ho ld a sp ec ia l m ean ing to m e fo r I wo rked o r stud ied the re once. Righ t now I’m in Chongq ing, China’s new tom o rrow land. I’m p rivileged to w itness Chongq ing’s deve lopm ent.”

M r. TAMáS sa id the b iggest cha llenge fo r him w as the down tow n transp o rta tion in his ea rly a rriva l because changes hap p ened eve rywhe re and eve ry day. O ld road s a re be ing up g rad ed and new road s a re ap pea ring. “I a lways u rge m y co lleagues to keep m y GPRS up to d a te. If no t, I w ill de fin ite ly ge t lost in Chongq ing.” He joked.

Now, M r. TAMáS has go tten used to Chongq ing’s life, inc lud ing the sp ic y food. “I love sp ic y food he re. Wha t I’ve im p ressed m ost is the Ho t and Sp ic y To fu, which is an eye-opener fo r m e.” M r. TAMáS a lways ge ts exc ited w hen speaking o f food.
