A Study on the Publicity Ideas of Legal Education in Colleges and Universities

【Abstract】“Deeply carry out legal publicity and education， and incorporate legal education into the national education system”， as put forward in the Fourth Plenary Session of the 18th Central Committee of the Party. Colleges and universities are the place to cultivate talents and are the last stop of college students before getting into society. It is conducive to the implementation of the Rule of Law Strategy to strengthen legal education in colleges and universities.

In 1986， the Party Central Committee announced the beginning of popularizing-law education. And today the “sixth Five-Year Plan for Popularizing-Law Education” has been over. Popularizing law means carrying out in-depth the solid legal publicity education， legal practice， and in-depth publicity of the Constitution， extensively disseminating legal knowledge， further strengthening the direction socialism with Chinese characteristics of legal construction， improving national legal awareness and legal quality， improving the management of the whole society， promoting the construction of socialist legal culture and promoting the formation of the social environment with conscious learning， abiding and using of the law. With the continuous development of national education， the number of colleges and universities has been constantly increasing， and the number of college students has reached an unprecedented level. In recent years， on the one hand， the number of crimes by college students has increased， and the form of their crimes has also got diversified. On the other hand， according to the data released by the state， a rising trend has been shown in the Internet fraud and infringement of college students at school. College students are the pillars of the country， and also the reserve talents for social development. It is imminent to strengthen legal publicity education in colleges and universities.

I. Problems Faced by Legal Education in Colleges and Universities

Legal education in colleges and universities still faces a lot of realistic problems. First， colleges and universities pay not enough attention to the legal publicity education. Most of our colleges and universities focus on scientific research， professional knowledge education and student management. Leaders of universities dont put legal education in heart， not willing to spend too much energy and resources on it. In addition， some leaders of universities lack legal concept themselves. Second， the atmosphere for legal education publicity of universities is poor. On the one hand， the university lacks efforts in legal education publicity， and on the other hand， students themselves do not want to take the initiative to understand the relevant state laws. Many college students choose to keep quiet when infringed， not willing to safeguard their own interests with the legal weapons. Third， colleges and universities lack teachers to promote legal education publicity. There are many colleges and universities in China， but law schools or universities with law-related majors take up less than 30 percent. Legal publicity of colleges and universities relies on school teachers of law majors. Although ordinary university teachers or counselors are strengthening legal education， they lack legal knowledge， so the legal education publicity to the students cannot reach good results.

II. New Initiatives for Legal Education Publicity of Colleges and Universities

First， strengthen the legal education for college teachers， implement compulsory assessment objectives for the leaders of colleges， and incorporate legal publicity education into daily courses for students. Second， colleges carry out various legal publicity and education activities in a variety of ways. Purchase teaching materials， pictures， audio products and other legal education materials. Develop various forms of activities such as legal speech contests， legal debates and seminars for college students to participate in. Fourth， colleges and universities cooperate with local judicial organs to make up for their own lack of legal knowledge， providing strong support for legal education for college students.
