全國科學技術名詞審定委員會發布國際單位制7個基本單位中文新定義

第26屆國際計量大會通過的“修訂國際單位制（SI）”的1號決議將國際單位制的7個基本單位：質量單位“千克”、電流單位“安培”、熱力學溫度單位“開爾文”、物質的量單位“摩爾”、時間單位“秒”、長度單位“米”、發光強度單位“坎德拉”，全部改為由常數定義。此決議自2019年5月20日（世界計量日）起生效，是改變國際單位制采用實物基準的歷史性變革，是人類科學發展進步中的一座里程碑。

全國科學技術名詞審定委員會計量學名詞審定分委員會依照“修訂國際單位制（SI）”的1號決議，按照審定工作程序和原則，開展了中文定義研討，達成了共識，并將中文定義修訂意見提交給了全國科學技術名詞審定委員會。于2019年5月20日由全國科學技術名詞審定委員會通過官方網站、“術語中國”微信公眾號、“術語在線”服務平臺正式發布（詳見表1）。

對國際單位制7個基本單位的中文定義的修訂是我國科學技術研究中的一個重要活動，對于促進我國科技交流、支撐科技創新具有重要意義。

SI基本單位《計量學名詞》 2015版 定義新修訂中文定義國際公布英文定義

秒second又稱“原子秒”。國際單位制中時間的基本單位，符號為s。銫-133原子在其基態的兩個超精細能級間躍遷時輻射的9 192 631 770個周期的持續時間。該定義為1976年第十三屆國際計量大會通過采用。國際單位制中的時間單位，符號s。當銫頻率Δν（Cs），也就是銫-133原子不受干擾的基態超精細躍遷頻率，以單位Hz即s-1表示時，將其固定數值取為9 192 631 770來定義秒。The second， symbol s， is the SI unit of time. It is defined by taking the fixed numerical value of the caesium frequency ΔνCs the unperturbed groundstate hyperfine transition frequency of the caesium 133 atom， to be 9 192 631 770 when expressed in the unit Hz， which is equal to s–1.

米metre國際單位制長度的單位，符號為m。1983年第17屆國際計量大會通過的“米”定義：米是光在真空中1/299 792 458s的時間間隔內所行進的路程長度。國際單位制中的長度單位，符號m。當真空中光速c以單位m·s-1表示時，將其固定數值取為299 792 458來定義米，其中秒用Δν（Cs）定義。The metre， symbol m， is the SI unit of length. It is defined by taking the fixed numerical value of the speed of light in vacuum c to be 299 792 458 when expressed in the unit m/s， where the second is defined in terms of ΔνCs.

千克kilogram又稱“公斤”。質量的基本單位，符號為kg。國際單位制中的質量單位，符號kg。當普朗克常數h以單位J·s即kg·m2·s-1表示時，將其固定數值取為6.626 070 15×10-34來定義千克，其中米和秒用c和Δν（Cs）定義。The kilogram， symbol kg， is the SI unit of mass. It is defined by taking the fixed numerical value of the Planck constant h to be 6.626 070 15 × 10–34 when expressed in the unit J s， which is equal to kg m2 s–1， where the metre and the second are defined in terms of c and ΔνCs.

安培ampere國際單位制（SI）中電流的單位，符號為A。國際單位制中的電流單位，符號A。當基本電荷e以單位C即A·s表示時，將其固定數值取為1.602 176 634×10-19來定義安培，其中秒用Δν（Cs）定義。The ampere， symbol A， is the SI unit of electric current. It is defined by taking the fixed numerical value of the elementary charge e to be 1.602 176 634 ×10-19 when expressed in the unit C， which is equal to A s， where the second is defined in terms of ΔνCs.

開爾文kelvin水三相點熱力學溫度的1/273.16。是熱力學溫度的單位，符號為K。國際單位制中的熱力學溫度單位，符號K。當玻耳茲曼常數k以單位J·K-1即kg·m2·s-2·K-1表示時，將其固定數值取為1.380 649×10-23來定義開爾文，其中千克、米和秒用h、c和Δν（Cs）定義。The kelvin， symbol K， is the SI unit of thermodynamic temperature. It is defined by taking the fixed numerical value of the Boltzmann constant k to be 1.380 649 ×10-23 when expressed in the unit J K-1， which is equal to kg m2 s-2 K-1， where the kilogram， metre and second are defined in terms of h， c and ΔνCs.

摩爾mole物質的量的單位。1mol 是指系統中所包含的基本單元數與0.012kg碳-12的原子數目相等。使用摩爾時，應指明基本單元，可以是原子、分子、離子、電子及其他粒子，或是這些粒子的特定組合。國際單位制中的物質的量的單位，符號mol。1摩爾精確包含6.022 140 76×1023個基本單元。該數稱為阿伏加德羅數，為以單位mol-1表示的阿伏加德羅常數NA的固定數值。一個系統的物質的量，符號n，是該系統包含的特定基本單元數的量度。基本單元可以是原子、分子、離子、電子及其他任意粒子或粒子的特定組合。The mole， symbol mol， is the SI unit of amount of substance. 坎德拉candela發光強度的國際單位制基本單位。符號為cd。1cd=1lm/sr。發出頻率為540×1012Hz輻射的光源在指定方向上的輻射強度為1/683W/sr時在該方向的發光強度。國際單位制中的沿指定方向發光強度單位，符號cd。當頻率為540×1012 Hz的單色輻射的光視效能Kcd以單位lm·W-1即cd·sr·W-1或cd·sr·kg-1·m-2·s3表示時，將其固定數值取為683來定義坎德拉，其中千克、米、秒分別用h、c和Δν（Cs）定義。The candela， symbol cd， is the SI unit of luminous intensity in a given direction. It is defined by taking the fixed numerical value of the luminous efficacy of monochromatic radiation of frequency 540 × 1012 Hz， Kcd， to be 683 when expressed in the unit lm W–1， which is equal to cd sr W–1， or cd sr kg–1 m–2 s3， where the kilogram， metre and second are defined in terms of h， c and ΔνCs.
