宜興城市污水資源概念廠,是中持集團將傳統污水處理廠升級打造為資源循環工廠的重要實踐項目,也是減少污水處理廠的鄰避效應,將傳統封閉的治污工廠變為環境友好、對公眾開放、融于環境、科普教育,面向未來的可持續基礎設施,也是將傳統治污工廠升級為生態友好型、資源再利用型的現代概念工廠。
項目之初,概念水廠項目的發起者清華大學環境學院的曲久輝院士曾提出面向未來概念廠的詩意表達,歸結為6 句話:美麗深邃的外觀,標新立異的構造,取之不盡的源泉,智慧輕松的大腦,技術成長的高地,充滿愛意的花園。這6 句話成為科學家與建筑師對概念廠的共識理念。
概念廠的整體建設包含污水處理(處理量20,000t/日)、污泥與有機質處理中心(處理量100t/日)、科學管理中心(5234m2)、實驗線中試區等內容。整體建構筑面積約20,000m2,廠區的紅線面積約8hm2。
廠區規劃注重如下4 點:高效布局集約用地,變傳統治廢為資源循環工廠,景觀建筑一體化設計,“環境、社會,經濟”全方位的可持續關注。整體建筑分為3 個組團:分別是北側的水區(污水處理),西側的泥區(污泥與有機質處理),東南側的研發辦公區。3 個組團各自有獨立的出入口及前場空間,并借助環繞中部共享的水務花園景觀的參觀連橋為紐帶,將3 個分散的單元串成整體。連橋的設置不僅能使人從更立體的角度了解污水資源工廠,同時將3 個組團從空間上隔開,避免相互干擾,實現建筑景觀一體化。

水區和泥區的選址考慮常年主導風向及市政污水來源,安置于北側和西側,最大程度地減少對廠區公共空間的體驗及研發辦公等生活區的污染和干擾。
研發辦公單體的底層為概念廠實驗區,頂層為辦公。在有限的空間及緊湊的功能需求下,設計將樓梯連廊等交通空間作為設計的趣味點,在必要的動線上欣賞中部的共享景觀。
在水區末端二沉池的南側,緊貼圓形池壁,設置了可作為咖啡、會議和展廳等多功能切換的既能對外展示又能服務于廣場的“池子咖啡廳”。中間的幾個小院,將池子咖啡廳的大空間化整為零,既優化了單向大空間的對景和開口,又隱藏了結構,隔離了若干功能區。
概念廠建筑的核心是在滿足工業要求以外,提供讓人可以近距離接觸、認知、體驗甚至游玩的公共空間。讓人在其中可感受到自然的變化、生態環境的多樣、時空的光影。身處其間就能體會到“概念廠”向公眾傳達的對資源環境保護利用和對人文社會友好尊重的理念。

The project of Yixing Conceptual Water Treatment Plant, a key project of SCD Water Service, is part of the company's efforts to upgrade conventional sewage treatment plants to environmental-friendly and recycling-oriented plants. Alleviating the Not-in-my-backyard effect,the upgrade will transform a closed pollutioncontrol plant into a sustainable and future-oriented infrastructure project that is environmentalfriendly, open to the public, harmonious with its neighbourhood and available for science education.
As early as in the initial phase of the project,QU Jiuhui, the initiator of the project, as well as an academician of Chinese Academy of Engineering and professor of School of Environment, Tsinghua University, has expressed his expectation for the plant in an elegant way, describing it as future-oriented in concept with a beautiful and profound look, a novel structure, inexhaustible resources, smart and relaxed brains, a highland of technological progress and a garden full of love. And all of the 6 features above have become the consensus of scientists and architects of the water treatment plant.
In the 8-hectare site for the plant, 20,000 square metres of structures have been built,including a sewage treatment plant with a capacity of 20,000 t/d, a sludge & OM treatment centre with a capacity of 100 t/d, a science management centre (5234 square metres) and a pilot zone for experimental lines.
The overall planning of the plant is implemented in pursuit of an intensive layout, the efficient use of land, the integration of landscape & buildings, and the care for environment, society & economy. The plant has been divided into 3 clusters, namely the water cluster at the north for sewage treatment, the sludge cluster at the west for sludge & OM treatment,and the R&D office cluster at the southwest. Each cluster, equipped with independent entrances and front yards, are connected to a walking bridge around a central garden. And the bridge, built for walks around the plant, offers multiple perspectives to see the whole plant and serves as division between clusters, integrating the landscape and the buildings.

The water cluster and the sludge cluster are located at the north and west part of the site respectively in consideration of the predominant wind direction and the source of municipal sewage,thus minimising their disturbance to R&D offices and public spaces in the plant.
With a conceptual experimental zone at the ground floor and offices at the top floor, the R&D office building has a compact layout while boasting a shared landscape spot in the centre, which can be viewed from various circulation spaces such as staircases and corridors.
In the water cluster, a "Tank Coffee Shop" clings to the southern wall of a secondary sedimentation tank. The specially designed space can be also transformed into a conference hall or exhibition hall,serving for both internal and external purposes.Several small courtyards scattered in the coffee shop has optimised views and positions of openings while covering structural elements and separating different zones.
The core value of the project lies in creating a conceptual plant that not only meets industrial demands, but also serves as a public space that draws people close to it. Here people can percept,experience or even play with its features, enjoying the changes of nature, the diversity of ecological environment and the ever-changing patterns of light. Through the delicate spatial experience,concepts of the plant are conveyed to people, raising their awareness for the conservation of resources,the care for environment and the respect for humanity.

王國鈺:通過集約布局、高效利用場地、景觀與建筑一體化設計、體現場所的人文關懷等手段,將傳統污水處理廠升級打造為資源循環工廠。在鄰避效應愈演愈烈的當下,頗有示范作用。明確合理的功能分區,用參觀連橋為紐帶串成整體;建筑形態中的圓形元素、多功能可切換的服務展示空間、立體角度的觀光路徑乃至挖掘設計趣味點等,讓人可以近距離地接觸,對廠區環境和工業建筑形象有不一樣的感受,對資源循環有更深的認知和體驗。
安軍:在人們的傳統觀念中,污水廠、垃圾站本身就是一個“污染源”,雖和人們的生活密切相關,卻要遠離我們的環境和生活。而宜興城市污水資源概念廠的設計,給我們開啟了一個全新的建設理念并展現了一個全新的工業環境。通過建筑師的創作和現代環保技術,活化了廠區消極空間,讓遠郊偏僻的“污染源”向公眾開放,走進我們的生活。污水廠的水處理池也是概念廠設計的空間組織原型,在留住工業建筑的基本元素和原始記憶的同時,改變、延伸和拓展了污水處理廠的環境功能、公共特性和景觀效應,從而使這類特殊的工業建筑獲得環境資源新的生機,更增添了豐富的人文精神內涵。

WANG Guoyu: Through the intensive layout, full use of the site, integrated landscape and architectural design, humanistic care of the place, the traditional sewage treatment plant is upgraded to become a resource recycling plant. At a time when the NIMBY phenomenon is on the rise, this project is a model. The clear and reasonable functional zoning is connected as a whole by visiting bridges. AN Jun: In traditional concept, the sewage plant,including the garbage station, is itself a "pollution source". Although it is closely related to livelihood,we would like it far away from our environment and everyday life. The design of the Yixing Urban Sewage Resource Concept Plant has opened up a brand-new construction concept and presented a brand-new industrial environment. Through architectural creation and modern environmental protection technology, the negative space of the factory has been activated, and the remote "pollution sources" in the outer suburbs are open to the public and come into our lives. The water treatment tank of the sewage plant is also the prototype of spatial organisation of the concept in the design. While retaining the basic elements and original memories of industrial buildings, it also changes,extends and expands the environmental functions,public features and landscape effects of sewage treatment plants. As a result, this kind of special industrial buildings adds new vitality to environmental resources with rich cultural connotations.
