China Telecom:Inheriting Fine Traditions and Helping Build a Strong Digital China

STAYING true to its mission of building the world’s largest 5G network through co-construction and sharing， building an information highway for poverty alleviation that helped six counties and 1，438 villages get out of poverty as scheduled， building a platform to live broadcast the construction of the Huoshenshan and Leishenshan hospitals that was viewed by “cloud supervisors” for more than 300 million times ... China Telecom has passed on its fine traditions， actively fulfilled its responsibility as a central enterprise， and played a key role in building a digital China， enhancing the country’s strength in cyberspace， and maintaining cyber security.

The history of the development of red telecommunications is the history of telecommunications workers resolutely fulfilling their responsibilities and missions under the leadership of the Communist Party of China （CPC）. Inheriting the tradition， China Telecom has developed its red telecommunications spirit of “following the Party’s command， keeping the faith， wholeheartedly serving the people， daring to reform and innovate， advocating sci- ence and technology， and maintaining secure and unblocked communication，”and always placed enterprise development in the overall picture of the Party and the country. Since the outbreak of COVID-19， the company has organized more than 8，600 primary-level Party organizations and more than 57，000 Party members to fight the pandemic， many of whom contributed to the opening of the 5G base station in the Huoshenshan Hospital within 24 hours， and the building of a teleconsultation platform between the 301 Hospital and the Huoshenshan Hospital in 12 hours.

Promoting Transformation and Upgrading

The history of red telecommunications is a rich source of inspiration for enterprise development and growth. Under the strong leadership of the CPC Central Committee， China Telecom has forged ahead with determination， overcome difficulties， and successfully completed the targets of the 13th FiveYear Plan （2016-2020） with a satisfactory result.

In terms of building new information facilities to consolidate the foundation for further development， China Telecom has accelerated the construction work for 5G networks， actively promoted joint construction and sharing， prioritized SA architecture， and taken the lead in building the world’s largest 5G SA network and putting it into commercial use. It has made steady efforts in advancing the construction of cloud network infrastructure with the “2+4+31+X+O”overall layout， promoted innovation in information and communications technology， and increased independence on core technologies in key fields. It has implemented the nation’s strategy of coordinated regional development， and promoted major construction in the Beijing-Tianjin-Hebei region， the Guangdong-Hong Kong-Macao Greater Bay Area， the Yangtze River Delta， and the Chengdu-Chongqing Economic Circle. China Telecom has continued to expand the availability of communications networks in remote areas， improved the level of ICT adoption in rural areas， accelerated the universal service projects in remote and poor villages， and ensured communications coverage for major events throughout the year.

In terms of making digital transformation to create new development momentum， China Telecom has promoted comprehensive digital transformation， nurtured an internal service ecosystem to improve smart operation， management and service capabilities， and created an external service ecosystem for vertical industries to build data-driven application capabilities. It has actively enhanced communication with partners from all walks of life and carried out multi-faceted cooperation at multiple levels in various forms. Following the principle of “providing services wherever there is need from the customer，”the company advances the digital transformation of services to enhance smart service capabilities.

In terms of promoting civilization and progress to create a better life， China Telecom practices the concept of green development， promotes green network， green supply， green engineering， green office， green application， and actively participates in the construction of ecological civilization. It has promoted poverty alleviation by extending Internet network coverage， and built a sustainable poverty alleviation model of “industry + employment + consumption.” Its 6 paired counties and 1，438 designated villages for poverty alleviation were all lifted out of poverty， winning the company the 2020 Innovative Organization Award for National Poverty Alleviation. It has also strengthened employee training and helped them grow. It advocates the spirit of model workers， with 27 employees awarded the honorary title of “National Model Workers” in 2020.

Writing a New Chapter on Enhancing China’s Strength in Cyberspace

Standing at the critical junction of the two centenary goals， China Telecom will thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speech at the celebration of the 100th anniversary of the founding of the CPC， and continue to find inspiration from an in-depth study of Party history and the rich experi- ence of red telecommunications. With unswerving determination， it will write a new chapter on the journey of enhancing China’s strength in cyberspace， building a digital China as well as maintaining cyber security.

First， it will take a more active role in the development process of the Party and the country， resolutely serve national strategies， and promote high-quality development. It will take into account the “two overall situations” and aim to make people happy. It will assume the responsibility of building a strong digital China and maintaining cyber security， and continue to implement the cloudification and digital transformation strategy， to empower the digital transformation of social and economic sectors. Taking the opportunity of returning to the A-share market， it will deepen cor- porate reforms， stimulate corporate vitality， and pursue greater achievements in providing comprehensive intelligent information services， promoting 5G development， and leading the modern industrial chain.

Second， it will be more conscious in practicing people-centered development and better satisfy people’s yearning for a better life. China Telecom will remain committed to serving the people， stand firm on the people’s side， combat Internet fraud， harassing calls， and spam messages， provide integrated intelligent information services for customers， provide high-quality elderlyfriendly services， and improve service quality and attitude. It will implement the three major projects of digital infrastructure construction， digital application innovation， and digital information for agriculture and farmers in rural areas， and further promote the construction of digital villages to serve rural revitalization.

Third， it will be more resolute in self-reform and support full and strict governance of the Party.
