浙產電視劇：風景這邊獨好

《運河邊的人們》以當代大運河為背景，聚焦干部路長河勤政實干，帶領沿岸人民治理河道污染保護生態環境、傳承歷史文化完成申報世遺、發展大運河旅游樹立城鄉共同富裕樣板等一系列動人故事。Set against the Grand Canal of today, People Along the Grand Canal focuses on Lu Changhe, a hardworking local official, and tells the story of how he leads the people along the canal to tackle pollution, protect the ecological environment, and pursue common prosperity.

新時代以來，浙產電視劇持續推動產業鏈創新鏈供應鏈價值鏈邁向中高端，積極探索“互聯網+”新業態的規范發展，產生了諸如《溫州一家人》《雞毛飛上天》《外交風云》《在遠方》《都挺好》《瑯琊榜》等一大批思想精深、藝術精湛、制作精良的優秀作品，“影視浙江”業已成為一張亮麗的文化金名片。

電視劇創作精品迭出

東南形勝，三吳都會，錢塘自古繁華。浙江電視劇的創作與繁榮，得益于干在實處、走在前列、勇立潮頭的浙江精神和得天獨厚的人文地理優勢。2012年以來，浙江影視產業發展迅猛，不僅在數量上位居全國前列，而且在質量上獨領風騷，成為當前中國電視劇市場上引人矚目的“浙江軍團”。中國電視劇飛天獎和中國電視金鷹獎堪稱中國電視劇的最高獎項，在2012年至2022年這十年間，浙產電視劇的表現非常亮眼，每一屆的金鷹獎和飛天獎都有浙產電視劇榮膺大獎，2022年剛剛發布的第31屆中國電視金鷹獎候選名單中，浙江影視（集團）有限公司的《瞄準》《輸贏》《問天》，華策影視集團的《我們的新時代》《覺醒年代》《平凡的榮耀》《以家人之名》，杭州佳平影業有限公司的《大浪淘沙》等電視劇紛紛入圍。此外，浙產電視劇《國家命運》《溫州一家人》《雞毛飛上天》《麥香》等，先后入選中國“五個一工程”優秀作品，令人矚目。

新時代，浙產電視劇在國際市場上的表現也可圈可點。《致我們單純的小美好》《下一站是幸福》《天盛長歌》《以家人之名》等多部劇集登陸Net flix平臺，位列中國影視公司第一位。《雞毛飛上天》被翻譯成英、法、俄、西、葡、韓、蒙、菲、緬語等12種語言，先后在美、英、法、匈牙利等30余個國家和地區播出，覆蓋人口基數達20億以上。與此同時，浙產影視劇近年來還斬獲許多國際大獎，有效地拓展了中國國產影視劇在海外的影響力和傳播力。2016年出品的《傳奇大亨》，成為首部入圍戛納電視節的華語電視劇；2017年出品的《三生三世十里桃花》入選MIPTV“全球最受歡迎電視劇”前50位，成為率先登上這一榜單的中國電視劇；2019年出品的《外交風云》斬獲美國亞洲影視節七項金橡樹大獎；2020年出品的勵志劇《加油，你是最棒的》脫穎而出，獲得第15屆首爾國際電視節銀鳥獎；2021年出品的《錦繡南歌》斬獲第49屆國際艾美獎 “最佳電視連續劇”的殊榮，這也是中國電視劇首次榮獲國際艾美獎。

電視劇市場聚焦現實題材創作，以現實主義精品展現新時代風貌，浙產劇當仁不讓。As China’s TV drama market focuses on realistic themes and re flects the new era through realistic works, Zhejiang-produced TV dramas are a force to be reckoned with.

浙產電視劇之所以“墻內開花墻內外都香”，就在于以“小人物”寫“大時代”，以“共同記憶”寫“歷史瞬間”，讓個體命運和情感與國家歷史和事件“迎頭相撞”。如《大江大河》系列劇敘述改革開放以來國營經濟、集體經濟和個體戶這三種經濟業態在改革浪潮中不斷探索與突圍，而劇作卻從宋運輝、雷東寶、楊巡這三個小人物的命運浮沉見微知著，折射出時代與社會發展的宏大主題。《在遠方》聚焦快遞行業,講述了民營經濟和互聯網經濟快速發展的大背景下時代弄潮兒與追夢人的創業傳奇經歷,展現出新時代社會所呼喚的新型商業關系、社會關系和人際關系,譜寫了與時代同步的精神內涵。《麥香》展現了1980年以來長達30年的鄉村改革史，生動詮釋了我們這個時代的鄉村建設正在走向美好的未來，體現了積極反映人民生活的使命感，描繪了一幅鄉村振興的時代畫卷。

影視基地集群化發展

與浙產影視劇在全國風景獨好相呼應，浙江影視基地的建設同樣一枝獨秀。作為中國首個國家級影視產業實驗區，浙江橫店影視產業實驗區在二十余年的發展過程中完成了影視產業全生產要素的集聚，已建成30余個大型實景基地和100余座專業攝影棚，是全球規模最大、配套服務最完善和產業鏈最完整的龍頭影視基地。全國每年大約有70%的劇組來橫店拍戲，四分之一的電影、三分之一的電視劇出自橫店。橫店影視產業基地構建了包括電影審查中心、電視劇審查工作站、橫店影視產權交易中心等在內的完善的影視產業服務機制，吸引了華誼兄弟、正午陽光、博納影業等1300多家影視企業安家落戶，為橫店影視文化產業發展持續賦能。橫店也因此成為全球最大的影視實景拍攝基地，被譽為“中國影視夢工廠”。此外，象山影視城、諸暨長城影視基地、金華永康西溪影視基地、湖州影視城等紛紛崛起，形成了以橫店影視基地為核心、輻射周邊城市影視拍攝的產業集群。

2020年疫情暴發，使影視基地遭遇了前所未有的寒冬，經歷了兩年多的掙扎與蓄勢后，影視基地展開一系列的轉型和突圍。近年來，浙江的高科技影視基地逐漸發展起來，在一定程度上緩解了疫情影響下的影視拍攝問題，促進了影視基地的升級和換代。例如2020年，象山影視城建立了國內首個LED攝影棚，進入了5G拍攝的新時代，LED 虛擬場景還能夠做到自由切換場景，不管白天黑夜，能夠使劇組的拍攝制作過程完全不受影響。2021年，在橫店影視文化產業聚集區內，上線了影視文化產業大腦。這是一個包含決策分析系統、橫影通、云勘景等多種模塊的場景應用平臺，能為劇組提供更高標準服務，甚至將逐步實現影視作品從劇本創作、劇組籌備、影視拍攝到后期制作、宣傳發行等全產業鏈的數字化、標準化、工業化。比如“云勘景”應用，通過VR全景拍攝，匯集了130個攝影棚、36個實景基地、60個省內外外景基地資料，讓劇組在云端就能看景，大大提高工效。又比如“橫影通”應用，一鍵鏈接演員和劇組，劇組可在線上完成演員招募、通告發布、酒店預約、高危作業申請等業務，從業人員也可通過申請“橫影碼”無障礙進出劇組，避免以往進組的復雜步驟，參演流程減少80%。在橫店，數字化場景已經應用在全產業流程，這里所打造的“虛擬空間”，能創造出“萬千世界”,確保了影視拍攝的正常運轉。

近年來，橫店影視城堅持“影視為表、旅游為里、文化為魂”的經營理念，展現出高科技化、集群化和文旅化的發展趨勢。橫店影視城已經不再只是一個影視拍攝的外景地，不僅實現了產業縱向關聯的貫通，還建有國際會議中心、國貿大廈、影視城賓館等旅游、住宿、會務場所，探索電影產業與旅游業、商貿、會展的橫向結合。此外，面對文化旅游產業的轉型升級，橫店影視城制定了“影視文化+”的發展指引，通過推動影視文化IP與多種娛樂休閑業態融合，構建文旅大消費體系，打造了一個“影視泛娛樂”文化IP。

影視人才培育創新

影視人才培養，始終是影視產業鏈上的核心環節。近年來，浙江通過推進“文藝浙軍”建設工程，推進“五個一批”人才工程、實施青年影視人才“新光計劃”等，完善多層次影視文藝人才引育機制。此外，2013年以來，由浙江省人力資源和社會保障廳與浙江省廣電局聯合主辦的“浙江省影視產業高端人才培訓項目”，通過與海外名校合作，培養了一批通曉國際影視制作流程和規則，具備創新理念和統籌能力的影視專業人才，為加快實現浙江省影視產業轉型升級提供有力的人才和智力保障。

2020年，坐落在杭州的之江編劇村正式啟用，這個聚各方之力打造的全國領先、業界一流的文藝內容創作研發平臺，云集了一批聲名赫赫的編劇：劉和平、馬繼紅、王宛平、申捷等，自成立以來，之江編劇村邀請了多位知名編劇、高校專家、影視公司代表舉辦專題講座、創作論壇、編劇沙龍、編劇訓練營等活動，還舉行了多場重大題材影視創作項目的研討會和論證會，為青年編劇提供了常態化的業務能力提升渠道和良好的交流平臺，成為浙江孵化影視高峰之作的基地。

在影視專業人才培養方面，浙江近年來推出了諸多重大舉措。2017年， “浙江傳媒學院華策電影學院”成立，這也是浙江省首個專業電影學院。2021年，華策影視投辦了全國第一所影視技工學校—浙江華策影視技工學校，與數十家校企合作單位建立了學習實踐、實訓實戰的合作平臺。2022年，中國美術學院電影學院成立，旨在探索未來影像，聚焦以導演、攝影、美術為優勢的影視創作群體，為新時代的中國影視化育英才，共創中國影視的“浙江潮”。

踏遍青山人未老，風景這邊獨好。在過去的十年里，浙江電視藝術產業積厚成勢、蓄力躍升，浙江影視文化工作者圍繞國家所需、浙江所能、群眾所盼、未來所向的原則，生產創作了一批與社會主義現代化先行省相匹配的優秀電視劇。在未來，浙產電視劇將堅守“建設影視文化創新中心和影視產業高質量發展基地”這一目標，繼續推出具有傳播度、辨識度、認可度的精品力作，反映時代的新氣象，謳歌人們的新創造，推動新時代浙產電視劇創作從高原走向高峰。

在反映時代變遷的“新時代三部曲”中，除了《運河邊的人們》外，還有反映共同富裕山鄉巨變的《看得見風景的窗》和講述國有鋼鐵企業轉型發展與城市變遷的《西鐵城的煙花與少年》。In addition to People Along the Grand Canal, the “New Era Trilogy”, which re flects the changes of the times, includes Windows with a View, which shows the transformation of rural areas, and Fireworks and Teenagers in the West Iron City, which describes the development of state-owned steel enterprises and changes in cities.

Zhejiang-Made TV Dramas: A Force to Be Reckoned With

Zhejiang-produced TV dramas have continued to push the industry, innovation, supply, and value chains to the high end, and with the development of the new business format of internet plus,a number of well-made, thought-provoking works such as,have attracted public attention.Zhejiang’sfilm and television has become a cultural gold business card.

The prosperity of Zhejiang’s TV industry shows the benefits that come from the Zhejiang spirit of moving with the times and the unique humanistic and geographical advantages of Zhejiang province. Having developed rapidly since 2012 and a leader in China in terms of quantity and quality, Zhejiang film and television industry is now the eye-catching “Zhejiang legion” in the domestic market. From 2012 to 2022, Zhejiang-produced TV dramas won top prizes in every Golden Eagle Award and Feitian(Flying Apsaras) Award, the most prestigious awards for Chinese TV shows. In the shortlist of the 31st Golden Eagle Award in 2022, nearly 10 Zhejiang-made TV dramas are included, such asand, presented by Zhejiang Films and TV (Group) Co. Ltd,, andpresented by Huace Group.

The performance of Zhejiang TV series in the international market is also prominent.andand several others have landed on Net flix, rankingfirst among Chinesefilm and television companies. Translated into 12 languages including English, French and Russian,has been on show in 30-odd countries and regions, including the US and the UK, covering a population of two billion. Many international awards have been won.produced in 2016 was thefirst Chinese TV series shown at MIPCOM. In 2017,was on the Top 50 list of the MIPTV Most Popular TV Drama, the first in China. In 2019,won seven Golden Oak Awards at the Asian-American Film and TV Festival., a TV drama hit in 2020, won the Silver Bird Prize at the 15th Seoul International Drama Awards. In 2021,was awarded Best Telenovela at the 49th International Emmy Awards, an honor that went to a Chinese TV drama for thefirst time.

Zhejiang-produced TV dramas are booming because the“big” times are portrayed via lives of “small” average people, so that individual fate and emotions collide with major national history and events. For example, from the vicissitudes of the heroes Song Yunhui, Lei Dongbao and Yang Xun,shows the exploration and breakthroughs of three economic systems,state-run, collective and self-employed, since the Reform and Opening-up, re flecting the grand discourse of the times and social development.

Along with the development of Zhejiang-produced films and TV dramas, the construction of film and television bases is also thriving. In more than 20 years of development, with allround clustering of production factors in the industry, over 30 large-scale live-action bases and more than 100 professional studios have been established in Zhejiang, becoming the world’s largest film and television industrial cluster with the most complete supporting services and industrial chain. The Hengdian World Studios, located in Zhejiang’s Dongyang city, provides a complete service mechanism for thefilm and television industry,including the Film Review Center, the TV Review Station and the Hengdian Film Property Exchange Center, attracting more than 1,300 film and television companies including Huayi Brothers,Daylight Entertainment and Bona Film Group Limited. About 70 percent of China’s crews come to Hengdian World Studios every year, making it China’s center of realizing one’s filming dreams.Besides,film and television bases in surrounding cities such as the Xiangshan Global Studios have risen one after another, forming an industrial cluster with Hengdian World Studios as the core while radiating to neighboring cities like Xiangshan, Zhuji, Yongkang and Huzhou.

The outbreak of the COVID-19 pandemic in 2020 brought Zhejiang’s film and television industry an unprecedented cold winter. Yet after more than two years of fight, it kicked off a series of transformations and breakthroughs. The gradual development of high-techfilm and television bases has promoted the upgrading and transformation of the industry. In 2021, the Film and Television Cultural Industry Brain was launched in the Hengdian Film and Television Cultural Industrial Cluster.It is a scene-application platform that includes various modules such as decision analysis system and cloud scene survey. It not only provides high-standard services for crews, but fosters the digitalization, standardization and industrialization of the entire industry chain. For example, the “cloud location search”application brings together materials from 130 studios, 36 realscene bases and 60 outdoor-scene bases through VR panoramic shooting. In Hengdian, digital scenarios have been applied to the entire production process. “Thousands of worlds” are created in virtual space.

Hengdian World Studios not only realizes the vertical agglomeration of film and television industry, but explores the horizontal integration of the industry with tourism and commerce,for it has also established international conference centers, hotels and other tourism, accommodation, and conference venues.

Talent cultivation has always been the core link in the industry chain. Zhejiang has improved the multi-level introduction and cultivation mechanism for literary and artistic talents by promoting the construction of the “Zhejiang Literary and Art Army” project. Since 2013, through cooperation with overseas prestigious schools, the Zhejiang Film and Television Industry High-End Talent Training Program has cultivated a group of professionals who are not only familiar with internationalfilm and television production processes and rules, but have innovative and overall planning capabilities, providing a powerful intellectual guarantee for the acceleration of industrial transformation and upgrading.

Located in Hangzhou, Zhijiang Playwright Village was officially opened in 2020. As afirst-class R&D platform for literary and artistic content creation, it has gathered a group of renowned playwrights, such as Liu Heping, Ma Jihong, Wang Wanping and Shen Jie. Since its establishment, the village has invited various well-known scriptwriters, experts, and representatives offilm and television companies to deliver lectures, and hosted a number of seminars and training camps on majorfilm and television creation projects. It has become a base for incubating high-qualityfilm and television products in Zhejiang.

Zhejiang has implemented other major initiatives for the cultivation of film and television professionals. Since 2017, a few professionalfilm schools have been established. In 2022, the School of Film Art was founded by China Academy of Art, aimed to cultivate talents for the new era of Chinesefilm and television,and jointly create the “Zhejiang Tide” in the domestic market.

In the past decade, Zhejiang’s film and television cultural professionals have produced tons of excellent TV dramas focused on what the country needs, what Zhejiang can do, what the public expect and what the future holds. In the future, adhering to the strategic goal of “building afilm and television cultural innovation center and a high-quality development base”, Zhejiang’s TV industry will continue to produce high-quality products with wide distribution and high recognition, and push Zhejiang-produced dramas to another peak.
