Abstract:In the 1940s and 1950s, in order to resist colonialism and strive for national independence, two socialist camps in Singapore (Fabian socialism and left-wing socialism) once cooperated. After the 1960s, as the People’s Action Party changed from a center-left party to a right-wing party, the political position of the Barisan Sosialis, which was separated from the People’s Action Party, became more and more radical. However, in the 1970s and 1980s, the influence of the Barisan Sosialis gradually declined; joining the Singapore Workers’ Party in 1988 marked the failure of the Barisan Sosialis’s political practice in Singapore. As for the dominant People’s Action Party in Singapore, it shifted its political practice from “Fabian socialism” to “Singapore-style socialism”. Although Singapore has made remarkable achievements and has become the first of the “Asian Tigers”, after the Asian financial crisis, especially since the 21st century, Singapore’s social contradictions have become increasingly serious. “Singapore-style socialism” cannot fundamentally solve the social crisis in Singapore. The experience and lessons from the exploration of the “Singapore-style socialism” road have reference and warning significance for the construction of socialism with Chinese characteristics.

Abstract:The constitutional interpretation power of the Standing Committee of the National People’s Congress is arbitrary or compatible. With this core issue, through the classification analysis of the civil judgments involving the three key provisions of the Constitution, it can be seen that there is interpretation phenomenon in the application process of the constitutional provisions by the court. Although it is still insufficient, the practice of applicable interpretation of the court undoubtedly shows that the power of constitutional interpretation of the NPC Standing Committee does not completely exclude the power of constitutional interpretation of the judicial organs in the judicial process. Constitutional interpretation system in China should be made by legislative constitutional interpretation of the NPC Standing Committee and the court’s judicial applicable constitutional interpretation. The system of interpretation of the Constitution by the Standing Committee of the NPC established by paragraph 1, Article 67 of the Constitution is a legislative constitutional interpretation. The system of independent exercising judicial power by the courts, established by Article 131 of the Constitution, implies judicially applicable constitutional interpretation. Thus, the “two-layer structure” model of constitutional interpretation with Chinese characteristics is formed. Legislative constitutional interpretation has the highest and ultimate authority, while judicial applicable constitutional interpretation is subordinate to legislative constitutional interpretation and subject to the constitutionality review and supervision of the Standing Committee of the National People’s Congress.

Abstract:In order to promote the steady and healthy development of the real estate market, the central government attaches great importance to the construction of long-term mechanism of real estate and has got some achievements. However, house prices in some cities still show obvious risks of rising or falling, and the main policy tools of long-term mechanism such as monetary policy and macro prudential policy are easy to fall into difficulties in the process of regulating house prices. It can be seen that there is still room for improvement in the long-term mechanism of real estate. The reason is that the imbalance of economic structure and insufficient driving force of economic growth do harm to the real estate market, while the existing long-term mechanism pays less attention to these problems. The new theoretical framework of “synthesization of three macro policies” provides new ideas for the construction and improvement of the long-term mechanism. On the one hand, “synthesization of three macro policies” helps to better optimize economic structure, so as to reduce the obstacles of economic structure imbalance to the long-term mechanism. On the other hand, “synthesization of three macro policies” helps to better promote long-term economic growth, so as to reduce the obstacles of insufficient growth power to the long-term mechanism. Based on the new theoretical framework of “synthesization of three macro policies”, we should do a good job in three aspects to continuously improve the long-term mechanism. In terms of stability policy, the focus is to use macro prudential policy to strengthen the supervision of speculative funds. Monetary policy should mainly anchor the goal of stable growth, and should no longer serve as the main tool of the long-term mechanism. In terms of structural policy, the focus is to optimize the industrial structure and income distribution structure, so as to reduce the dependence of local governments and household departments on real estate. In terms of growth policy, the focus is to improve the speed of technological progress and the efficiency of resource allocation, so as to strengthen the endogenous growth power of the real economy, so as to reduce the dependence of the enterprise sector on real estate. What’s more, the three types of policies should also strengthen coordination and cooperation to form a unified joint force, so as to better improve the effect of the long-term mechanism of real estate.

Abstract:In the field of new media communication, the dramatic changes in creative ideas, creative methods and acceptance psychology brought about by the transformation of media have led to the continuous emergence of new phenomena and new problems in the production and acceptance of contemporary art along with the changes in communication logic and communication methods. Based on this, the value system of contemporary literature and art is also reconstructed into a new value system in the new media environment, which is constantly enriched in its value connotation and transformed in its dominant ideas. Among them, the technical value and social value of contemporary literature and art have entered the research category and been highly valued. The commercial value and entertainment value have been recognized and become an important reference for the evaluation of literary and artistic works. The aesthetic value and artistic value have further elucidate new theoretical connotations in the context of the times while consolidating their important positions.
