“在濟(jì)南，只要有志向就有機(jī)會(huì)，只要有本事就有舞臺(tái)。”在2023屆濟(jì)南大學(xué)生畢業(yè)典禮上，中共山東省委常委、濟(jì)南市委書記劉強(qiáng)對(duì)青年人才說的話擲地有聲。

天下英才，聚而用之。當(dāng)下的濟(jì)南，確實(shí)有廣闊的發(fā)展舞臺(tái)。數(shù)字經(jīng)濟(jì)、生命健康、智能制造……布局未來產(chǎn)業(yè)的濟(jì)南，再一次拋出橄欖枝，向全球人才提供機(jī)會(huì)、展示誠意。

重點(diǎn)項(xiàng)目驅(qū)動(dòng)，成就人才未來

重點(diǎn)項(xiàng)目是推動(dòng)高質(zhì)量發(fā)展的“強(qiáng)引擎”。城市綜合實(shí)力不斷攀升，為人才提供了更廣闊的平臺(tái)和更美好的前景。

2023年，濟(jì)南憑借高能級(jí)平臺(tái)和創(chuàng)新載體的不斷發(fā)展，著力構(gòu)建“1+3+N”的科技創(chuàng)新平臺(tái)，即：一個(gè)中科院濟(jì)南科創(chuàng)城；國家、省、市三級(jí)實(shí)驗(yàn)室體系；眾多新型研發(fā)機(jī)構(gòu)、技術(shù)創(chuàng)新中心、院士專家工作站等創(chuàng)新載體。作為重點(diǎn)打造的中科院濟(jì)南科創(chuàng)城集聚了全國“最強(qiáng)大腦”，先后引進(jìn)13家“中科系”科研院所，孵化或引進(jìn)注冊企業(yè)超過100家，把周邊創(chuàng)新集聚區(qū)的科創(chuàng)資源“聚鏈成群”，助力科創(chuàng)資源精準(zhǔn)匹配、精準(zhǔn)對(duì)接、精準(zhǔn)落地，加速打通科技成果產(chǎn)業(yè)化通道。國家、省、市三級(jí)實(shí)驗(yàn)室體系重點(diǎn)聚焦國家重大科研任務(wù)，進(jìn)一步整合創(chuàng)新資源，增強(qiáng)人才承載能力。濟(jì)南前瞻布局一批有潛力的新型研發(fā)機(jī)構(gòu)，備案省級(jí)新型研發(fā)機(jī)構(gòu)總數(shù)達(dá)到75家，位居山東省首位。

在濟(jì)南，平臺(tái)機(jī)會(huì)越來越多。華為、百度等知名企業(yè)在濟(jì)南設(shè)立總部，比亞迪全面布局產(chǎn)業(yè)鏈，一批全國頭部企業(yè)齊聚濟(jì)南；中國重汽、二機(jī)床、浪潮、齊魯制藥、華熙生物等在各自領(lǐng)域內(nèi)具有世界級(jí)競爭力的企業(yè)，將為人才發(fā)展提供更多新的機(jī)遇與無限發(fā)展空間。

建強(qiáng)引才鏈條，匯聚海外智力

海外人才作為建設(shè)高水平人才高地的重要支柱，是濟(jì)南實(shí)施人才強(qiáng)市戰(zhàn)略的關(guān)鍵一環(huán)。為夯實(shí)創(chuàng)業(yè)基石，濟(jì)南不斷優(yōu)化創(chuàng)新環(huán)境，積極打造以僑夢苑和歐美同學(xué)會(huì)海歸小鎮(zhèn)（濟(jì)南·人工智能）為核心的海外人才聚集平臺(tái)。

僑夢苑作為國務(wù)院僑辦與地方政府合作的典范，已成為僑商產(chǎn)業(yè)和華僑華人創(chuàng)新創(chuàng)業(yè)的集聚地。截至2023年底，濟(jì)南僑夢苑成功吸引900多位海內(nèi)外高層次人才，推動(dòng)創(chuàng)立160余家高新技術(shù)企業(yè)，并促成總投資額高達(dá)435億元的240余個(gè)重大項(xiàng)目簽約落地。

同時(shí)，海歸小鎮(zhèn)作為吸引海歸人才創(chuàng)新創(chuàng)業(yè)的重要平臺(tái)，對(duì)地方經(jīng)濟(jì)社會(huì)發(fā)展起到了積極的推動(dòng)作用。特別是歐美同學(xué)會(huì)海歸小鎮(zhèn)（濟(jì)南·人工智能），致力于構(gòu)建集先進(jìn)計(jì)算、核心研發(fā)、場景應(yīng)用、人才培養(yǎng)、生態(tài)服務(wù)及國際交流于一體的創(chuàng)新高地，旨在成為海歸人才、新興產(chǎn)業(yè)、核心技術(shù)研發(fā)及產(chǎn)城融合的示范標(biāo)桿。

市校融合發(fā)展，推動(dòng)雙向賦能

高校作為科技、人才、創(chuàng)新的交匯點(diǎn)，在推動(dòng)產(chǎn)業(yè)創(chuàng)新中發(fā)揮著舉足輕重的作用。濟(jì)南，擁有52所駐濟(jì)高校和近80萬在校師生，其高校資源豐富，位列全國主要城市第14位。濟(jì)南深知高校對(duì)省會(huì)高質(zhì)量發(fā)展的重要性，因此，依托人才政策“雙30條”構(gòu)建了一套全方位、系統(tǒng)化的市校融合發(fā)展政策體系。

城市與高校的最佳關(guān)系是相互支撐、共同成長。濟(jì)南通過實(shí)施市校融合發(fā)展戰(zhàn)略工程，在與駐濟(jì)高校的雙向賦能和互動(dòng)中，探索出一條符合城市發(fā)展定位、契合城市發(fā)展方向的校地融合之路。近3年來，濟(jì)南市累計(jì)支持市校融合項(xiàng)目220個(gè)，校企共建實(shí)訓(xùn)基地1161個(gè)，并有多個(gè)產(chǎn)教融合項(xiàng)目入選教育部典型案例，多家企業(yè)被評(píng)為省級(jí)產(chǎn)教融合型企業(yè)，形成校地企融合、產(chǎn)學(xué)研互促的良好循環(huán)。

不僅如此，自去年以來，濟(jì)南在推進(jìn)市校融合方面連續(xù)打出“組合拳”。制定《濟(jì)南市科技副總選聘管理辦法》《濟(jì)南市產(chǎn)業(yè)教授（導(dǎo)師）選聘管理辦法》，促進(jìn)校地人才雙向交流。出臺(tái)《濟(jì)南市支持新時(shí)代校友經(jīng)濟(jì)發(fā)展措施20條》，深度聚合校友資源，打造“高校+校友+資金+產(chǎn)業(yè)+城市”共贏發(fā)展新模式。聚焦全市“項(xiàng)目深化年”，制定《濟(jì)南市“項(xiàng)目深化年”人才要素保障十條措施》，提出將加大對(duì)知名高校、科研院所的支持力度，鼓勵(lì)學(xué)術(shù)界與產(chǎn)業(yè)界緊密結(jié)合，促進(jìn)科技創(chuàng)新與產(chǎn)業(yè)發(fā)展的融合。

校地融合發(fā)展的這場雙向奔赴，濟(jì)南誠意滿滿，寫好城與校的大文章，濟(jì)南人才集聚效應(yīng)將加速顯現(xiàn)。

隨著《濟(jì)南市新就業(yè)形態(tài)高層次人才認(rèn)定辦法（試行）》《濟(jì)南市哲學(xué)社會(huì)科學(xué)、文化藝術(shù)和體育高層次人才認(rèn)定辦法（試行）》的出臺(tái)，在濟(jì)南，“人人皆可成才、人人皆可出彩”不再是一句空話。

Cultivating a robust talent pool， gathering overseas intelligence

In order to reinforce the foundation of entrepreneurship， Jinan has been striving to enhance the innovation environment and has been actively developing platforms for overseas talents， such as the Overseas Chinese Investment Industrial Zone and Overseas Returnee Town.

The Overseas Chinese Investment Industrial Zone， as a model of cooperation between the Overseas Chinese Affairs Office of the State Council and local governments， has become a focal point for overseas Chinese business and innovation. The Overseas Returnee Town is dedicated to the establishment of an innovation hub， which will integrate advanced computing， core research and development， scenario application， talent cultivation， ecological services and international exchanges.

The innovation and entrepreneurship ecosystem of overseas talents is undergoing rapid development. This is evidenced by the influx of high-caliber talents into large， medium， and small enterprises， where they are integrating and developing. This has become a significant driver of high-quality development in the city.

Universities occupy a pivotal position in the intersection of science and technology， talent and innovation， and play a crucial role in the promotion of industrial innovation. Jinan is keenly aware of the vital role that colleges and universities play in the citys high-quality development. In light of this， the city has put in place an all-round and systematic policy system for the integration and development of the citys colleges and universities in accordance with the "Double 30 Articles" of Talent Policy.

The implementation of the city-school integration development strategy has facilitated the establishment of a collaborative relationship between Jinan and the colleges and universities within its territory， in alignment with the citys strategic development objectives.

The talent evaluation standard， which is based solely on the actual ability and contribution of personnel， regardless of industrial or academic qualifications， has facilitated the identification and recognition of a greater number of outstanding talents in various fields. Jinan adopts a very unconventional approach to talent evaluation and resource allocation.
