李鯤再次回到家鄉創業,還要從一場“雙創大賽”說起。3年前,中國(濟南)新動能創新創業大賽面向全國人才發出邀請,濟南姑娘李鯤從上海帶隊返鄉參賽;3年后,她成立的山東數健科技發展有限公司一躍成為山東省創新型中小企業。
像李鯤這樣來到濟南、扎根濟南的人才還有很多。近年來,濟南市下大力氣引人才、留人才、服務人才。2022年6月,中共濟南市委召開人才工作會議,升級人才政策、優化人才服務,讓人才更加便捷高效享受政策紅利、潛心干事創業。
在山東數健科技發展有限公司實驗室,將醫學膠片輸入人工智能閱片機上,幾秒鐘就可作出診斷。
原來,人工智能通過對大量膠片數據深度學習、多維訓練后,2—3分鐘就能完成人工兩天的閱片量,24小時閱片量可達5萬張,大大提高了診斷效率,減少了患者候診時間。李鯤告訴記者,這項技術6個月就取得了國家醫療器械二類證,并已在山東省內醫院試點。
走進李鯤的辦公室,墻上的牌匾熠熠生輝:“省長杯”山東省工業設計大賽(銅獎)、山東省大數據創新人才基地……
一個年輕團隊,進步為何如此迅速?“人才是發展的第一資源,有人才,發展就有了基礎。”中共濟南市委常委、組織部部長陳陽說。
李鯤帶領的智慧醫療團隊將人工智能與醫學相結合,成果讓人眼前一亮。賽后,濟南拋出橄欖枝,雙方一拍即合,項目落戶濟南市槐蔭區。
目前,“雙創大賽”已連續舉辦6屆,重點圍繞大數據與信息技術、智能制造與高端裝備等重點產業需求設置參賽領域,累計落地項目329個,引進各層次人才2180人,其中院士團隊15個。
“雙創大賽”成為濟南吸引人才的重要窗口。現在李鯤團隊已經擴大至29人,其中6名博士、11名碩士,取得多項研發技術成果和發明型專利。眼下,數健科技與山東第一醫科大學聯合成立了濟南市醫學人工智能與大數據重點實驗室,多項聯合技術成果正逐步推向市場。
“支持院士專家工作站建設”“支持人才工作聯絡站建設”……為吸引更多人才涌向濟南,中共濟南市委加強人才平臺載體建設,拿出真金白銀,給予院士工作站、專家工作站建站單位及人才專家團隊,同時支持技能人才培訓基地、科技企業孵化器、人力資源人力資本產業平臺等建設,讓高素質人才有施展才干的廣闊空間和舞臺。
中國科學院濟南科創城、新型研發機構、重點實驗室……大批科研人才集聚,高能級科創平臺成為匯聚人才的舞臺;通過“海右”系列人才工程,引進培育1200余個市級產業領軍人才和創新團隊,支持金額超過11億元。
2019年,山東艾克瑞教育科技有限公司董事長張祖平入選省級泰山產業領軍人才,企業主要研發教學機器人,發展勢頭向好。然而,幾年后,公司遇到發展瓶頸。為了不影響研發進展,他到處籌措資金,一籌莫展。
項目落地,最難的無非是場地和資金問題。如何解決企業融資難題?近年來,濟南設立“人才+資本”科創金融服務模式,發揮財政資金牽引作用,累計對重點人才工程企業股權直投跟投6700萬元,發放“人才貸”信用貸款4.9億元。張祖平正是服務對象之一。
“技術和信用也能用來貸款,這一‘及時雨解了我們的燃眉之急。”張祖平說,企業獲得了1000萬元的“人才貸”,解決了資金難題,研發穩步進行,教學機器人取得了60多項專利。
要讓人才沉下心、扎下根,優質的服務必不可少。中共濟南市委加大人才服務支持力度,出臺金融支持人才創新創業實施意見,推出投、貸、融等一攬子支持舉措,開展人力資本激勵機制試點工作,拓展提升“人才有價”平臺功能,支持創新攻堅和科技成果轉化。
“人才的所需所盼就是我們工作的出發點和落腳點,我們要為他們干事創業保駕護航,打通事業發展中的堵點痛點。”中共濟南市委組織部副部長、市公務員局局長王玉躍說,對于外地剛來濟南的高層次人才,創業遇到問題不知所從,可隨時聯系人才服務專員。
濟南在市政務服務中心設立“高層次人才服務專窗”,安排人才服務專員提供1800多項政務服務事項全程幫辦代辦。
山東亞歷山大智能科技有限公司發展壯大,需要新的場地,但一時找不到合適的辦公場所。了解情況后,人才服務專員上門走訪,協商問題解決辦法。
摸排轄區內空閑辦公場所、帶著企業實地走訪……在人才服務專員幫助下,公司落戶濟南(歷下)國際人才創新中心,不僅房租減免了,還申領到了泉城產業領軍支持經費。“得益于政策優惠和資金支持,公司發展駛入了快車道。”企業負責人周軍說。
如何讓好政策轉變為人才實實在在的獲得感?王玉躍介紹,濟南建設了“數據才智”人才大數據平臺系統,可自動核驗比對人才信息、匹配個體人才政策,免申即享、免審即享,實現政策與人才無縫銜接。
濟南中央商務區、泉城人才公園中軸線兩側,濟南市人才服務中心、中國濟南人力資源產業園、濟南人才大廈、泉城人才之家等綜合服務平臺林立,為人才提供全方位、全天候的服務,護航人才發展。
“初來乍到,不得先解決住的問題嗎?住得踏實才能干得安心。”高獻是濟南市歷下區十畝園小學校長,也是區教體局引進的高層次人才。剛來濟南時,高獻的第一個念頭是趕緊找個地方安頓下來。然而,想要在短時間內找到滿意的房子并不容易。
還好濟南市早就考慮到了人才的需求。為降低人才生活成本,濟南大力實施人才安居工程,健全完善以租為主、租購并舉的人才安居保障體系。中共濟南市歷下區委安排人才服務專員走訪,對接人才安居訴求。
高獻的安居愿望很快實現。在人才服務專員幫助下,她申請了高層次人才生活和租房補貼。“有了補貼,生活成本大大降低。”高獻說。
2022年6月,濟南市在系統集成、動態優化的基礎上,出臺濟南人才政策“雙30條”,以清單方式分別細化30項政策,涵蓋住房、子女入學、醫療出行等各個方面。比如住房方面,濟南明確,“十四五”期間,籌集不低于20.5萬套(間)保障性租賃住房,符合條件的在濟就業高校畢業生可按低于市場價租賃。編制保障方面,設立泉城“人才驛站”編制池,在全市范圍內調劑1000名事業編制納入編制池,滾動使用、動態管理……一系列好政策的出臺,讓廣大人才吃下“定心丸”,大家潛心干事創業。
就拿高獻來說,她現在成了濟南的“金卡會員”。高獻掏出手機,展示出一張金燦燦的卡片,上面寫著“泉城人才服務金卡”。持有此卡,她可享受19項及時高效的專項服務。目前,濟南市人才服務金卡累計發放4300余張。
“現在,用金卡掃描機場、火車站、醫院、公園、健身房等服務場所二維碼,即可享受通行、就醫、旅游、健身等綠色通道服務待遇,太方便了!”高獻說。
陳陽表示,濟南接下來將不斷優化人才服務環境,讓人才干事有平臺、發展有空間、生活有品質、內心有歸屬。

In recent years, Jinan City has made significant strides in its efforts to attract, retain and serve talents. In June 2022, the CPC Jinan Municipal Committee held a conference regarding talent work, upgrading talent policies, optimizing talent services, with the aim of ensuring that talents can enjoy the policy dividends in a more convenient and efficient way, while also focusing on entrepreneurship.
Platforms established to allow high-calibre talent to flourish
"Talent is the first resource for development and the foundation for development," Chen Yang, member of the Standing Committee of the CPC Jinan Municipal Committee and director of the Organizational Department, said.
The China (Jinan) New Growth Drivers Innovation and Entrepreneurship Contest is a window for talent recruitment. Its the sixth years that Jinan has held the Contest, focusing on industrial sectors such as big data and new generation information technology, intelligent manufacturing and high-end equipment and etc. 329 projects have landed in, 2180 talents of all kinds and levels have been introduced that included 15 academician teams.
The CPC Jinan Municipal Committee is dedicated to the construction of talent platforms to vie for talent superiority. The convergence of high-capacity science and innovation platforms, including the Jinan Science Innovation Center of the Chinese Academy of Sciences(CAS), new R & D institutions, key laboratories and etc., has become a magnet for talents. More than 1,200 city-level industrial leaders and innovation teams have been introduced or cultivated with the financial support amounting to more than 1.1 billion yuan.
Trouble-shooting provided to settle adverse factors for development
It would be fair to say that the two most pressing issues are related to area and fund. In order to address the financing problem for enterprises, Jinan has established a "talent plus capital" financial service model for science and innovation. This has resulted in 67 million yuan of direct investment for key talent engineering enterprises and the issuance of 490 million yuan of credit loans for "talent loans".
Quality services are an indispensable factor in enabling talent to settle in Jinan. The CPC Jinan Municipal Committee has taken steps to enhance support for talent services. These include the introduction of the implementation opinions on financing for talent innovation and entrepreneurship, the formulation of support packages regarding investment, credit, financing and so forth, the pilot work of the human capital incentive mechanism, and the expansion and enhancement of the "talent valuing" platform function to support innovation breakthroughs and the transformation of scientific and technological achievements.
To ensure that favourable policies are effectively implemented, Jinan has developed the "Data Intelligence" talent big data platform system, which can automatically verify and compare talent information, match individual talent policies, and grant preferential treatment without applications or reviews. This system aims to streamline the connection between policies and talents, making it more straightforward for both parties.
Positioned on both sides of the central axis of Jinan Central Business District (CBD) and Quancheng Talent Park, comprehensive platforms such as the Jinan Talent Service Center, China Jinan Human Resources Industrial Park, Jinan Talent Building, and Quancheng Talent House are conveniently located, providing all-around, round-the-clock services for talents and ensuring their continued development.
Services improved to relieve the worries of talents
To help reduce the cost of living, Jinan has been working hard to implement the talent housing project and improve the rent-based, rent-and-buy housing security system for talents.
In 2022, Jinan put together its talent policies, issuing a series of talent policies known as the "Double 30 Articles" in the list format, which allows a wide range of talent to enjoy various policies related to transportation, housing, medical care, employment, and entrepreneurship. Talents are invited to apply for the "Quancheng Talent Service Gold Card", which offers benefits related to 19 categories of timely and efficient specialised services. To date, Jinan has issued more than 4,300 talent cards.
Chen Yang said that Jinan is striving to enhance its talent service environment, with the aim of providing a supportive environment for talents to flourish.
