陳圖川：扎根濟南，譜寫人工智能普及教育新篇章

在濟南這片創(chuàng)新創(chuàng)業(yè)的熱土上，海歸專家陳圖川正以其深厚的學(xué)術(shù)造詣和前瞻性的視野，引領(lǐng)著山東懷思人工智能與產(chǎn)業(yè)發(fā)展研究院勇攀高峰邁向國際舞臺的前沿，更以第四屆中國（濟南）新動能創(chuàng)新創(chuàng)業(yè)大賽落地人才的身份，書寫著自己的創(chuàng)業(yè)故事。

陳圖川長期在海外學(xué)習(xí)、工作，因新冠疫情的爆發(fā)打亂了他的生活節(jié)奏，卻也成為他回國發(fā)展的契機。恰逢第四屆中國（濟南）新動能創(chuàng)新創(chuàng)業(yè)大賽舉辦，陳圖川帶領(lǐng)團隊報名參賽，與來自全球的2800多個項目同臺競技，最終取得了三等獎的佳績。之后，便與濟南這座城市結(jié)下不解之緣。

賽后，濟南市政府向陳圖川團隊發(fā)出盛情邀請。這座歷史文化名城的求賢若渴，讓陳圖川感受到了滿滿的誠意。回憶起來，陳圖川感慨，我們團隊認真比較了多地的支持政策，一直認為濟南的政策更符合我們的發(fā)展需求。

選擇在濟南創(chuàng)業(yè)，是陳圖川團隊深思熟慮而又順理成章的事情。

2021年9月，陳圖川與濟南本土創(chuàng)業(yè)者楊陽合作創(chuàng)辦山東懷思人工智能科技有限公司，在濟南市政府的支持下，公司落地濟南的科研高地——國家超級計算濟南中心科技園，甚至獲得了一定期限內(nèi)免費使用辦公場地的利好政策。

其間，濟南市政府給予了陳圖川及其團隊全方位的支持，貫穿落地注冊、大賽政策落實、市場拓展、資金支持等各方面，為公司的快速發(fā)展提供了有力保障。尤其是公司注冊時，正值國慶節(jié)放假前夕，陳圖川又是外籍人士，手續(xù)辦理方面多有不便。在團隊一籌莫展時，濟南市政府特事特辦，由政府出函，工作人員與時間賽跑全程幫辦，加快了審批進程，在國慶節(jié)放假前一天下午下班前，順利完成了審批手續(xù)，為公司步入正軌贏得了寶貴的時間。

引進來，更要留得住、用得好。為幫助懷思科技在濟南站穩(wěn)腳跟、加快發(fā)展，濟南市政府積極為公司引入資源，幫助公司對接學(xué)校和培訓(xùn)機構(gòu)等優(yōu)質(zhì)客源，不僅緩解了公司在初創(chuàng)期的壓力，更為公司的長遠發(fā)展奠定了堅實的基礎(chǔ)。全方位保姆式服務(wù)，使得陳圖川在濟南逐夢的決心更加堅定。

疫情結(jié)束后，懷思科技迎來飛速發(fā)展。公司憑借在人工智能機器人方面的技術(shù)實力和行業(yè)影響力，先后獲得“高新技術(shù)企業(yè)”“山東省創(chuàng)新型中小企業(yè)”“科技型中小企業(yè)”等榮譽資質(zhì)。同時與濟南大學(xué)、馬來西亞計算機科學(xué)與工程大學(xué)、山東交通學(xué)院等高等院校聯(lián)合建設(shè)“濟南大學(xué)——懷思人工智能與數(shù)字教育研究院”“中馬人工智能學(xué)院”等科研教育平臺。陳圖川本人也在2022年入選國家級重點人才工程。

追本溯源，陳圖川感慨當(dāng)年參加新動能創(chuàng)新創(chuàng)業(yè)大賽是件正確的事情，“這個比賽具有很強的系統(tǒng)性，從比賽流程和時間安排等各方面，都給海外的人才提供了很大的便利，它照顧到了不同文化、區(qū)域和文化背景的參賽者，為不同人才平等地提供了一個展示自己才華的舞臺。”

對于目前濟南市正著力打造的“海右人才”城市品牌和“天下泉城 人來無憂”全生命周期人才服務(wù)體系，陳圖川給予高度評價。他表示，作為來濟南創(chuàng)業(yè)的外籍團隊或個人，面臨更多觀念、語言、文化等方面的障礙，濟南對創(chuàng)業(yè)人才的尊重和熱情恰恰體現(xiàn)在這許多細節(jié)之中。全方位的服務(wù)體系不僅讓海外創(chuàng)業(yè)者感受到了濟南的熱情和包容，也讓他們在這里找到了歸屬感和安全感。

In this hot ground of innovation and entrepreneurship in Jinan， Chen Tuchuan， an overseas returnee expert， is leading the Shandong Wise Artificial Intelligence and Industrial Development Research Institute to new heights and to the forefront of international attention with his profound academic achievements and forward-looking vision. At the same time， he is writing his own entrepreneurial story as a talent emerging from the 4th China （Jinan） New Growth Drivers Innovation and Entrepreneurship Contest.

Chen Tuchuan and his team competed with more than 2，800 projects from all over the world and finally won the third prize. From that moment， he became inextricably bound up with the city.

Therefore， starting a business in Jinan seems like the obvious choice after careful consideration.

In September 2021， Chen Tuchuan collaborated with Yang Yang， a local entrepreneur， to establish Shandong Wise Artificial Intelligence Co. Ltd. With the support of Jinan Municipal Government， the company landed in Jinans scientific research highland - Sci-tech Park of National Supercomputer Center in Jinan - and received the favourable policy of using office space for free for a certain period of time. The Jinan Municipal Government has also provided Chen Tuchuans team with comprehensive support， covering the entire registration process， competition policy implementation， market development， financing and other aspects for the companys rapid development. The all-round， nanny-style service makes Chen Tuchuan even more determined to pursue his dream in Jinan.

Chen Tuchuan speaks highly of Jinans talent brand building and lifecycle talent service system. He said that foreign teams or individuals coming to Jinan to start a business face more barriers in terms of concept， language and culture， and that Jinans respect and enthusiasm for entrepreneurial talent is reflected in the details.
