
近日,濟南舉行《關于加強新時代高技能人才隊伍建設的若干措施》(以下簡稱《若干措施》)政策新聞發布會,推出了一攬子系統集成、針對性強、含金量高的22條創新舉措。
匠心獨“韻”,濟南有為。舉辦“技耀泉城”海右技能人才大賽、新動能創新創業大賽,出臺《關于推行終身職業技能培訓制度的實施意見》《泉城首席技師選拔管理辦法》《泉城高技能人才培養提升計劃實施方案》《關于深化“濟南工匠”建設工程的意見》,推出“金藍領工匠”集聚計劃,打造 “勞模和工匠人才創新工作室”,開展技能展演、專家講座、勞模進校園等。近年來,圍繞“天下泉城聚天下英才”,濟南采取了一系列有力舉措,為技能人才成長成才創造了良好條件,讓廣大技能人才工作有干頭、事業有奔頭、生活有甜頭,靠技能成才、以技能報國,大有可為,也大有作為。
此次技能人才專項政策的出臺,涵蓋了從職業教育到技能培訓,從評價創新到多元激勵的全方位政策支持,彰顯了濟南在高技能人才隊伍建設上的魄力和遠見,更為技能人才成長暢通了道路,添足了動力。
教育培訓機會更多、質效更高。千工易尋,一技難求。《若干措施》聚焦“賦能聚力”,突出服務發展導向,強化政企社協同、產教訓融合,支持龍頭鏈主企業聯合技工院校、培訓機構、評價機構、人力資源服務機構等,打造“五位一體”協同育人模式,為上下游企業精準化、規模化培育高技能人才;探索建立“技工教育聯盟”,推動全市技工教育辦學水平整體提升;采取行業指導、校企牽頭、多元參與、實體化運行的模式,組建產教融合共同體和市域產教聯合體建設;在全省率先開展市級公共實訓基地認定;支持企業、院校、協會等聯合開展實習實訓、技能提升行動,圍繞焊接、材料加工等小切口細分技術領域,建設高技能人才特色培訓基地,培養急需緊缺人才;依托職業院校、培訓機構等陣地平臺,開發上線“技能培訓地圖”,實現培訓網絡廣覆蓋……一系列鼓勵支持技能教育培訓的“精細動作”意味著,在泉城,技能人才們將有機會接受更高質量的職業教育和培訓,在能工巧匠、大國工匠的成長道路上將更加信心滿滿,筑夢前行。
職業發展路徑更清、渠道更寬。技能人才是人才隊伍的重要組成部分,是支撐濟南制造、濟南創造的重要力量。此次出臺的《若干措施》突出問題導向,聚焦制約技能人才發展的堵點痛點,提出若干創新舉措,讓一技之長者有事業舞臺、有上升通道。比如,提出開展“技能+學歷”技工教育改革,打造技能人才立體式發展通道;將工程師隊伍納入培養體系,特別是加大數字技術工程師引育力度。支持駐濟高職院校面向本校學生開展職業技能等級認定,加大技術技能復合型人才培養力度;在數字、建筑等領域相關龍頭企業探索開展“一試雙證”試點,實現國家標準與行業標準互通、互認、互信。這些針對性強的舉措從體制機制層面破題,幫助技能人才獲得更高的學歷認證,拓寬職業發展路徑,提供更多職業晉升的機會。所以,來泉城,技能人才們可以盡情展示才華,創造不凡業績、演繹出彩人生,泉城天地廣,技高任“你”飛。
評價激勵體系更全、機制更優。水不激不躍,人不激不奮。技能人才既要育得強,也要留得住。這次《若干措施》制定就注重聚焦一線、強化激勵引導,提出了開展技能人才療休養、組織技能人才典型代表宣講先進事跡、符合條件的技能大賽成績合格者可直接晉升為高技能人才等一系列舉措。此外,《若干措施》還聚焦技能人才成長,拿出了真金白金予以大力支持、精心呵護。如,每年遴選20名左右“海右計劃”產業技能領軍人才,給予最高100萬元綜合資助;對全職引進或本土培養的世界技能大賽金牌獲得者、中華技能大獎獲得者,給予最高200萬元獎勵;對高技能人才評價標桿企業給予10萬元一次性補助資金;駐市大學生創業孵化中心的企業(項目),3年房租全免;每年培育5名“濟南大工匠”、30名“濟南工匠”,分別給予每人5萬元、1萬元的資助資金;每年在院校、企業一線選拔20名“海右技術技能大師”,給予每人2萬元一次性津貼……這一組組數據彰顯出了濟南對高技能人才的真誠愛護。所以,在濟南,技能人才們可以靠技能成才、出力也“出彩”、實干也“實惠”、有為也“有位”。

The city has also issued several key documents, including the ‘Implementation Opinions on Establishing a Lifelong Vocational Skills Training System,’ the ‘Selection Management Measures for Chief Technicians in the City of Springs,’ the ‘Implementation Plan for the High-Skilled Talent Cultivation and Improvement Program,’ and the ‘Opinions on Deepening the Jinan Craftsman Construction Project.’ Additionally, Jinan has launched the ‘Golden Blue-Collar Craftsmen’ Aggregation Plan, established ‘Model Worker and Craftsman Innovation Workshops,’ and conducted skills exhibitions, expert lectures, and campus visits by model workers.
