Ｔｈｅ Ｎｅｅｄ ｏｆ Ｐｒｏｇｒｅｓｓ

iPod can be deciphered as insecure， pressed， over-taxed， debt-oriented. Everybody living in modem society， whether rich or poor，is an \"iPod\". As technology develops， people living in this smallplanet gain more and more convenience， meanwhile less and lesshappiness from the modem society. Human Resource has alreadybeen considered as the most important power in the developmentof enterprises， technology and society， and how to keep HumanResource， can be one of the most complicated problems waiting tobe resolved.

How to manage human resourceis not an issue concerning only aboutMBAs and CEOs， nor is it limited inskyscrapers， white-collar offices， it isalso an issue concerning millions ofWorkers who work in factories and dealwith machines， wools， cottons， andclothes.

20 years ago in developed countries，the public learned from the media thatin some developing countries there weresome \"uncivilized\" behaviors duringthe production， such as using childrenlabor， sordid working condition， abusing，discriminations， etc. Products producedfrom factories like those are very likelyto be consumed by the public， so peoplestarted to ask for the civilization duringproduction， asking for human rights.Pressures from consumers becomethe mainstream idea in the society， sothere comes the checking. We shouldunderstand this demand is a remarkableprogress in human being's history，and China should catch up with thisirresistible tide.

In recent years， many factoriesin southern China encountered theproblem of \"Workforce Shortage\"，millions of workers are in need. Onlyin time like this we started to regretthat we didn't pay the workers as we hadpromised， we didn't treat them well， wedidn't care them enough.

Unfortunately， that happens to quite anumber of China's textile factories， if notall. A Chinese worker work seven days aweek， for longer hours when productionhas to be in full gear， and earns wagesjust enough from hands to mouth.Simply pursuing the profit would drivethe society into a situation unstable.

It's a sad reality when we realizethat only human being candisrespect， ignore， andabuse human beings.

So far is the importanceof applying corporateSocial Compliance， and inChina's textile industry it'sCSC9000T， as we haveintroduced in the Juneedition special report.

After the ten Pilotenterprises in CSC9000T，the CSC9000T is working on cities andindustry clusters. From Puyuan， Humen，Shishi， Shenhu， Pinghu， Haining，Kaiping to Jintan， these small towns whoown numerous textile factories are thefrontlines for CSC9000T. The CSC9000Toffice calls it 10+100+1000 project，which means 10 industry clusters， 100large-scale factories， 1000 small-middlesize factories would be chosen to receivethe CSC9000T training， and during thepractice the office would train more than1500 CSC9000T managers inside theenterprises.

On 9th of July， I was invited by theCSC9000T office to join the starting upceremony in city of Jintan， a small citynot far away from Nanjing， the capitalcity of Jiangsu province.

This silent little town owns 421apparel enterprises， sales income reachessix billion in 2005. Small towns likeJintan are the most typical industrialclusters in China， of which the textileindustry is the pilla industry supportingthe lives of people.

However， too many factories alsobring pollutions to this beautiful town.In the autumn of 2006， a chemicalfactory bombed， and tons of wastewater that's rich in toluene， a dangerouschemical that will causepeople headache， nausea，weakness even death fledinto Jinhuang river thatconnects Ge Lake andChangdang Lake. Severaldays later， in villageslying in the lower reachesof the fiver， 10 thousandstons of fishes and 200thousands of musselswere killed.

In the Chinese New Year of 2007， YiXing district， Jintan city， the flush watersfrom the pipes were contaminated. From15th of February till the end of ChineseNew Year， all inhabitants in Yi Xingcould only buy pure water from shopsand hadn't had any shower for almostone month.

The ignorance of the environmentprotection leads to the fragility ofthe natural environment， and theenvironmental disorder leads to pressuresunbearable for human beings.

From the two examples， theworkforce shortage and the pollution ofJinhuang river， it's not difficult for usto see how important it is to emphasisand to practise Corporate SocialResponsibility.

There are more than 200 people frommedia and local enterprise representativesat the launching ceremony， together withMr. Sun RuiZhe， the Vice President ofCNTAC， Mr. Wei， Lin， the Vice Presidentof China's Apparel Association， Mr. XinWenbiao the Vice Mayor of Jintan.

From city to city， from town to town，and from factory to factory， every smallstep made by CSC9000T would be agiant step in the history of China's textileindustry.
