摘 要:本文立足于企業(yè)年金體系和社會福利之間的互動關系,從宏觀和微觀兩個方面論證黑龍江省發(fā)展企業(yè)年金的積極意義。嘗試著運用實證分析法,將經(jīng)濟學原理和社會實踐相結合,通過對國內(nèi)外以及黑龍江省企業(yè)年金的發(fā)展歷史進行分析,以借鑒歷史的經(jīng)驗教訓,對制約企業(yè)年金尤其是黑龍江省企業(yè)年金發(fā)展的瓶頸問題進行實證研究和規(guī)范性分析,從企業(yè)年金運營模式、監(jiān)管模式以及一些配套措施等方面提出政策建議,以加快發(fā)展企業(yè)年金市場,促進企業(yè)年金盡早真正成為黑龍江省多層次社會養(yǎng)老保險體系中“第二支柱”。

Study on the Problem of Heilongjiang Enterprises’Pension

Abstract:This research based on interaction between enterprises’ pension plans and social welfare, demonstrate thepositive impact of developing pension plans in Heilongjiang from macro and micro point of view. By putting economics theories into social reality, comparing historical developments of pension in Heilongjiang with those in other provinces and abroad, qualitative and quantitative analysis on restrictive factors in pension development and the suggestions on patterns of pension operation and its regulation has been made so as to promote the development of the pension market and make it “the second pillar” of the multi-pillar social retirement insurance scheme in Heilongjiang.

1 引言
養(yǎng)老金替代率是國際通用的衡量勞動者退休前后保障水平差異的基本指標之一。替代率是衡量老年保障程度的關鍵性指標,即衡量職工退休前和退休后生活水平在多大程度上相當?shù)闹笜耍该科谕诵萁痤I取額占退休前一年同期或者平均工資的比例。一般認為,80%的養(yǎng)老金替代率即可以使職工保持與退休前大體相當?shù)纳钏?sup>[1]。根據(jù)勞動和社會保障部的設想,目前我國基本養(yǎng)老保險改革的目標工資替代率為60%,企業(yè)年金的目標工資替代率為20%[2]。對比很多國家的養(yǎng)老金替代率,也許我們不能說中國的養(yǎng)老金替代率過低[3]。實際上美國等很多西方發(fā)達國家的養(yǎng)老金替代率,都在60%左右[4]。問題在于這些國家的職工退休以后,除了基本養(yǎng)老金這一“第一支柱”的生活來源之外,往往還有企業(yè)年金等“第二支柱”。……
