The Second High Level China-France Forum on Local Government Cooperation jointly sponsored by the CPAFFC, the French Guidance Committee of the Second High Level China-France Forum on Local Government Cooperation and the Municipal Government of Bordeaux was held in Bordeaux, France from November 22 to 23, 2007. About 700 officials of the Chinese and French governments at various levels participated in it. During the forum, centring on the theme of harmonious society and sustainable development, the participants of the two sides had in-depth discussions on cooperation between the Chinese and French local governments in the areas of environmental protection, economic development, social harmony and ways of cooperation. The forum approved the Conclusive Document on the Second High Level China-France Forum on Local Government Cooperation and achieved a full success.
The Bordeaux Forum was a continuation and extension of the First High Level China-France Forum on Local Government Cooperation held in 2005. Through dialogues between the Chinese and French local governments, it aimed at enriching and deepening the Sino-French comprehensive strategic and cooperative partnership and enhancing mutual understanding and friendship between the two peoples so as to promote sustainable common development and build a harmonious world.
He Luli, vice-chairperson of the Standing Committee of the National People’s Congress; Chen Haosu, CPAFFC president; Brice Hortefeux, minister of immigration, integration, national identity and co-development;Alain Juppe, former French prime minister and mayor of Bordeaux;Jean-Pierre Raffarin, former French prime minister; and Senator Jacques Valade, attended the forum and spoke on the occasion. 269 representatives of the Chinese central and local governments, entrepreneurs, artists and 377 French representatives were present at the opening and closing ceremony of the forum, participated in the lecture on harmonious society and sustainable development, local government round-table meetings and four panels respectively on environment, economy, society and the ways of international cooperation between local governments. During the forum, meetings between the leaders of the Chinese and French local governments, and between entrepreneurs of the two countries as well as activities showing Chinese local cultures were held. In the Conclusive Document adopted at the closing ceremony, concrete suggestions were put forward on the future long-term cooperation between the local governments of the two countries. Through in-depth discussions, the two sides unanimously held, China’s concept of building a harmonious society and the concept of sustainable development now prevailing in France coincide in state governance, economic development, environmental protection and social security. Their common wishes to take the road of sustainable development and build a harmonious society inspired them to strengthen cooperation.
