科學發展助力黃河三角洲大開發

黃河三角洲區位條件優越，自然資源豐富，開發前景廣闊，其開發建設引起了國內外的廣泛關注。國家先后將發展黃河三角洲高效生態經濟列入“十五”計劃和“十一五”規劃；中共山東省委、省政府把黃河三角洲開發建設作為“一體兩翼”戰略布局中北翼的重點推進實施，制定了具體的發展規劃和支持政策，為黃河三角洲開發建設帶來了

重大歷史機遇。

東營作為黃河三角洲的主體和中心城市，作為全省惟一進入國家規劃的獨立行政區域，在黃河三角洲開發建設中承擔著主戰場的重要責任。我們在歷屆領導班子工作的基礎上，對東營今后一個時期的發展進行了深入研究探索，總的是深入貫徹科學發展觀，以改革開放和科技進步為動力，以完善基礎設施為先導，以園區經濟為載體，推進科學發展、和諧發展、率先發展，建成人與自然更加和諧，經濟社會更加協調，生態效益、經濟效益與社會效益有機統一，城鄉一體化發展的高效生態經濟區。

在戰略定位上，東營市堅持生態文明發展方向，走生態文明建設道路，著力構筑現代產業體系，建設高效生態經濟區。建設生態文明是黨的十七大提出的新的更高要求的奮斗目標，也是黃河三角洲最鮮明的特色，是與長三角、珠三角及環渤海其它城市最顯著的區別。

在戰略步驟上， 東營市實施“三步走”戰略:第一步，從2007年到2010年，進一步打好基礎，快速起步，積蓄力量，拉開大規模開發建設的格局，形成快速崛起之勢;第二步，從2011年到2015年，構筑起以生態文明為特色的現代產業體系，建成全省重要的先進制造業基地、精細化工基地、區域性交通樞紐和物流中心、休閑度假勝地，形成全省新的經濟增長極;第三步，從2016年到2020年，全市綜合實力大幅提升，全面建成小康社會，率先基本實現現代化，建成全國最具活力的生態文明示范區。

在戰略布局上， 東營市立足黃三角、面向環渤海、依托大腹地、放眼全世界，著力推進東進、西擴、南融、北接，東進就是向東打開出海通道，沖出渤海灣，連接東北亞，融入經濟全球化;西擴就是以濟南省會城市圈為依托，向西拓展市場，開辟港口腹地;南融就是向南融入山東半島城市群，打造先進制造業重要板塊;北接就是向北對接天津濱海新區，主動接受輻射，促進開放開發。

在產業布局上， 東營市依托東營港建設臨港產業區，打造生態化工基地和能源供給基地;依托國家級自然保護區建設生態旅游區，打造黃河口特色旅游產業基地;依托千萬公頃灘涂建設生態漁業畜牧區，打造漁業生態養殖基地、畜產品生產基地和良種繁育基地;立足東營經濟開發區建設高端產業區，打造先進制造業和高新技術產業基地;以治理貫穿中心城的60公里長的廣利河為龍頭，集中建設黃河水城，構筑“四區一城”的主體產業格局。

近兩年來，我們堅持著眼長遠打好基礎，立足當前快速突破，緊緊抓住主體產業區建設、重大基礎設施建設、生態環境建設三大突破點，全面拉開了大開發大建設格局，呈現出快速崛起之勢，第一步鎖定的目標正在加速推進。

主體產業區建設全面啟動，“四區一城”建設取得重大進展，特別是與中海油的合作全面展開，由中海油收購經營東營港，整合重組煉化企業，并投資建設大型煉化項目，實現了引進戰略合作伙伴和市場化運作的重大突破;高端產業區引進了一大批高新技術項目，生態工業園、軟件園建設拉開框架，構建起了電子信息、汽車及零部件、光伏、風電設備制造、石油裝備制造、軟件六個產業鏈;生態旅游區被評為國家4A級景區;現代漁業示范區起步區基礎工程全面開工，一批項目正在加快實施;黃河水城建設進展迅速，沿廣利河開發建設體育公園、文化公園、科技公園、清風湖景區，整治沿河岸線，明年貫通城市水系，基本構筑起“黃河水城”框架，打造一條文化服務業產業帶。

重大基礎設施建設加快推進，“三路兩港一場”建設進展順利，威烏高速公路建成通車，黃大鐵路已開工，德龍煙鐵路前期工作進展順利;東營港引橋及2×3萬噸級碼頭已建成，2×5萬噸級液體化工碼頭已經立項，廣利港即將開工建設;東營機場跑道改擴建已完成，正在建設新的航站樓。

生態環境建設取得重大進展，集林網、路網、水網于一體的“三網”綠化工程加快推進，已完成綠化總面積2.1萬公頃，植樹3480萬株，初步構建起了“三網”綠化工程的主體框架。原生態濕地系統、“三網”綠化工程、黃河水城，構成了東營生態環境的鮮明特色。

體制機制創新取得重大突破，“四區一城”全部搭建起了融資平臺，市場化運作水平進一步提高。2008年以來，在國際經濟形勢復雜多變、發展遇到很大困難的情況下， 東營市繼續保持了經濟平穩較快健康發展的良好態勢。1—11月，全市實現規模以上工業增加值1585.68億元、利稅1192.3億元，同比分別增長15%、66.5%;財政總收入322.59億元，其中地方財政收入64.73億元，增長22%。前三季度城鎮居民人均可支配收入14493元，同比增長15.5%;農民人均現金收入6306元，增長19%。

加快推進黃河三角洲開發建設，事關全省發展大局，事關東營的前途和未來。我們要堅持以科學發展觀為指導，抓住中央和省實施擴大內需、促進經濟增長重大機遇，大力推進“四區一城”建設，加快構筑高效生態產業體系;推進重大基礎設施建設，盡快完善立體交通體系;推進生態環境建設，形成具有東營特色的生態支撐體系，奮力開創黃河三角洲開發建設的新局面，加快培育形成全省重要的經濟增長極，為建設經濟文化強省做出應有的貢獻。

Scientific Development Accelerates

Development of the Yellow River Delta

As the principal part and central city of the Yellow River delta as well as the only administrative region of Shandong Province that has been listed in the national plan， Dongying City undertakes the important responsibility of the main battlefield in the development and construction of the Yellow River Delta. On the foundation of the work done by the past sessions of leadership， we have made deep studies and explorations on the future development of Dongying. We will further implement the scientific outlook on development， take reform and opening-up as well as scientific and technological progress as the power， regard improving the infrastructure as the prerequisite， take terrain and zone economy as the carrier， and promote the scientific， harmonious and leading development so as to turn Dongying into a high-efficiency ecological economic zone featuring greater harmony between man and nature， coordination between the economy and society， integration of ecological， economic and social returns， and the integrated development of the urban and rural areas.

As far as strategic procedures are concerned， Dongying City implements the “three-step” strategy. For the first step， from 2007 to 2010， Dongying will continue to lay sound foundations， make a rapid jump-start， reserve strength， and expand the development and construction scale， thus forming a climate for rapid advance. For the second step， from 2011 to 2015， Dongying will build up a modern industrial system featuring ecological civilization， thus developing Dongying into an important base of advanced manufacturing industry， a fine chemical industry base， a regional transport hub and logistics center， and a leisure and holiday resort. For the third step， from 2016 to 2020， the comprehensive strength of the whole city will be greatly increased， thus turning Dongying into a well-off society and a national demonstration region full of vitality.

Regarding the industrial layout， taking advantage of Dongying Harbor， Dongying will construct a harbor-neighboring industrial zone， build an ecological chemical industry base and an energy supply base. Taking advantage of the national-level natural reserve， Dongying will turn the Yellow River estuary into an ecological tourism zone and a characteristic tourism industry base. Taking advantage of the vast stretch of seashore， Dongying will build a zone for ecological fishery and husbandry， thus turning itself into a base for ecological breeding， livestock production， and rare variety breeding. Based on Dongying Economic Development Zone， Dongying will build a high-end industrial zone and a base for advanced manufacturing and high-tech industry. Taking the 60-kilomter Guangli River that crosses the downtown area as the head， Dongying will build the Yellow River conservancy city.

The construction of the main industrial zone has already started. Great progress has been made in the construction of “four districts and one city.” Dongying’s cooperation with China National Offshore Oil Corp. is now in full swing. By means of purchasing Dongying Harbor， China National Offshore Oil Corp. will re-organize the refinery enterprises in Dongying and invest in the construction of a large refinery project， thus realizing the important breakthrough in introducing strategic partners and marketing operations. The high-end industrial zone has attracted a number of high-tech projects and six industrial chains—electronic information， vehicle and spare-parts， photovoltaic， wind power equipment manufacturing， petroleum equipment manufacturing and software—have been formed. The ecological tourism area has been chosen as a national AAAA scenic site. The construction of Yellow River City has been launched rapidly. Along the Guangli River， the Sports Park， cultural park， scientific and technological park， and Qingfeng Lake Scenic Site have been constructed.
