
A CPAFFC delegation headed by its president Chen Haosu attended the UCLG World Council Meeting in Istanbul, Turkey from November 27 to 30, 2008. Over 320 local government leaders from all parts of the world participated in the meeting, at which the nomination of Ted Ellis, mayor of Bafflon, Indiana State, USA, as UCLG treasurer by UCLG-North America was approved. UCLG treasurer Mr. Clarence Anthony submitted his resignation as his tenure of office as mayor of South Bay, Florida, USA had expired.
Discussions on the three main topics—“Local and Regional Governments and the Challenges of Disaster Risk Management”, “Impact of the Global Financial Crisis on Local Governments”, and “Local Social Inclusion Policies”—were held during the meeting. CPAFFC President Chen Haosu made a speech on “Local and Regional Government and the Challenges of Disaster Risk Management”. He gave an account of the situation in Sichuan after the devastating May 12 earthquake, the relief efforts made by the governments at all levels and people of all walks of life in China, the progress of post-quake reconstruction, and the aid and assistance to the quake areas from the international community. He thanked UCLG for the sympathy shown and assistance given to the local governments and people in the quake-hit areas and appealed to the cities and local governments at the meeting to continue to follow with interest and support the quake-stricken areas.
Guangzhou Mayor Zhang Guangning also spoke at the meeting. Citing as an example the Guangzhou Municipal Government’s successful handling of the snow disaster that hit large parts of China in early 2008, he expounded on the importance of improving local governments’ risk management capability and the measures that should be taken to effectively cope with crises.
