Since 1990s, various countries in the world have been focus-hag on the construction of the key ports, leading to a fiercer competition between ports. For ex-ample, in East Asia, South Korea and Japan are rivaling for the inter-national shipping center in Northeast Asia. Taking Busan Port and Gwang- yang Port as the central ports, South Korea is boosting the ports expansion plans, to construct a \"logistic center in Northeast Asia\". Meanwhile, Japan is projecting the optimizing and in-tegration of port resources, to regain the international shipping center in Asia. The central government of China made plans for constructing Shanghai Shipping Center as early ha 1996, and after 13 years' construc- tion, now Shanghai Port has the larg-est cargo throughput and the second largest container throughput in the world.
