臨沂“水城”新姿

打開臨沂市地圖，你會發現一個并不復雜的“達芬奇密碼”：縱貫全境的沂河、沭河兩大水系，像兩位依依并行的親密姐妹，所流經的臨沂中心城市及所屬九座縣城，恰如兩姐妹飄飄裙裾上的兩串閃亮明珠，構成一幅水系相通、城水相依、適宜人居的天然畫卷。依托這一優勢，臨沂市把破解“密碼”工作做得淋漓盡致。

源水而興的臨沂中心城區三面環水，7條水系縱橫交織。該市按“以河為軸、兩岸開發”的思路，先后在沂河上建成6座梯級橡膠壩，攔河造出48平方公里寬闊水面，形成國內最大的城市濕地。沿沂河、祊河兩岸建成106公里的濱河景觀大道，成為本地人津津樂道、外地人拍案叫絕的獨具濕地特色的水岸風景帶。另一條穿城河——小涑河，經綜合治理變成兼具水鄉風情和商業旅游功能的“江北秦淮”。沂河環境綜合治理工程獲中國人居環境范例獎，臨沂濱河濕地躋身國家級城市濕地公園。

臨沂9縣珠聯“大水城”。臨沂所屬9個縣依托過境河段，結合當地人文風貌，高起點規劃、高標準建設。沂水縣依托沂河水系開發建設地下大峽谷，沂南縣開發汶河原生態漂流，河東區開發國際影視城，郯城縣叫響建設生態活水城市的口號。為把臨沂中心水城與各縣城有機連接，實現建設濱水生態宜居城市目標，臨沂市規劃建設了沿沂河郯城至沂水、沿祊河到平邑、沿汶河到蒙陰330公里的濱河大道和經濟長廊，將郯城、臨沭、費縣、沂南納入中心城區“半小時工作圈”，其他縣納入“一小時工作圈”，提升了臨沂中心城市輻射帶動縣域經濟發展的能力。兩河帶九縣，珠玉緊相連，臨沂“大水城”框架基本形成。

臨沂“大水城”特色日漸鮮明，正在展示出“一河清水、兩岸秀色、三季花香、四季常青”的秀美景觀。城水相依、人水親和的風帆正推動著臨沂這座江北濱水生態城走向美好的明天。

There Is a Water City

at the Foot of Yimeng Mountains

The downtown area of Linyi City is bordered by water on three sides with seven rivers crisscrossing each other inside it. According to the idea of “taking the river as the axis to develop the two banks，” Linyi has successively constructed six cascade rubber dams along the Yihe River， which produce vast water areas totaling 48 square kilometers， thus producing a largest wetland city in China. Along the banks of the Yihe River and the Benghe River， 106 kilometers-long avenues have been constructed， which have become scenic belts with unique wetland characteristics. After being comprehensively treated， Xiasu River， which also flows across the downtown area， has been turned into a river with both sightseeing and commercial functions. The comprehensive environmental treatment engineering project of the Yihe River has been awarded the China Human Habitation Environment Model Prize. The Binhe Wetland has been accredited as a national level urban wetland park.

The nine counties under the jurisdiction of Linyi are connected with the downtown area of Linyi by water. Availing themselves of these advantages， the nine counties have made high-standard construction along the rivers. Counting on the Yihe River， Yishui County has developed and constructed the Underground Canyon. Yinan County has developed the original ecological drift on the Wenhe River. Hedong District has developed the International Movie and Television City. Tancheng County has started the construction of an ecological city. With a view to connecting the downtown area of Linyi City with the counties， Linyi has constructed 330 kilometers of avenues and economic belts that stretch from Tancheng to Yishui along the Yihe River， to Pingyi along the Benghe River， and to Mengyin along the Wenhe River. As a result， Tancheng， Linshu， Feixian， and Yinan have been covered in the 30 minute working circle of the downtown area. The other counties are covered in the one-hour working circle.
