Article 1 For the purpose of regu-lating the establishment of partnershipbusiness by foreign enterprises or indi-viduals in China and facilitating foreignenterprises or individuals to invest inChina in the form of partnership to ex-pand foreign economic cooperation andtechnical exchanges， the Measures hereinshall in accordance with the PartnershipBusiness Law of the People's Republic ofChina (hereinafter referred to as the Part-nership Business Law) be formulated.
