戰略性新興產業的軍民融合式發展模式研究

摘 要：后金融危機時代，轉變增長方式，調整經濟結構，促進產業結構升級是我國面臨的迫切問題。要改變過去尾隨式產業結構升級模式，規避我國產業結構升級的戰略性新興產業空洞化，亟需探索出適合我國國情的戰略性新興產業發展模式。戰略性新興產業的軍民融合式發展是“面向兩類需求，依托兩種資源，服務兩個市場”的現實需要。本文依據戰略性新興產業中新能源、新材料、新一代信息技術和高端裝備制造業對國防科技工業的依賴性和專用性的程度歸結為依托型、互動型和嵌入型三類軍民融合式發展模式。最后為戰略性新興產業的軍民融合式發展提出政策建議。

Research on the Military and Civilian Integration Development Modeof Strategic Emerging Industry

Abstract:In post-crisis era， it is a pressing issue to change the growth mode， adjust the economic structure， and promote industrial upgrading. It needs to explore new industry development mode which is situated to our country by changing the past trailing-type industrial structure upgrade mode and avoiding the vacuum of strategic emerging industry’s structure upgrading. The military and civilian integration development mode of f strategic emerging industry is the actual need of “facing two kinds of demand， relying on two kinds of resources and working for two kinds of markets”. According to the degree of specify and rely on the defense industry， the thesis concludes three military and civilian integration development modes of strategic emerging industry including new energy， new materials， new informational technology and high-end manufacturing industry， which are the relying mode， interactive mode and implant mode. Finally， it puts forward policies for the military and civilian integration development of strategic emerging industry.

1 引言

后金融危機時代，轉變增長方式，調整經濟結構，促進產業結構升級是我國面臨的迫切問題。要改變過去尾隨式產業結構升級模式，規避我國產業結構升級的戰略性新興產業空洞化，亟需探索出適合我國國情的戰略性新興產業發展模式。從經濟發展和國防建設，從軍隊和地方的角度探索戰略性新興產業的發展道路和模式是值得認真研究的問題。戰略性新興產業是從國家整體利益出發，關系到國家經濟命脈和國家安全，關系到國家在世界經濟、政治、軍事事務中的戰略行動能力，對提升國家綜合實力具有重大作用的產業。戰略性新興產業軍民融合式發展是“面向兩類需求、依托兩種資源、服務兩個市場”的現實需要，即戰略性新興產業的發展要面向民用和軍用兩類需求，依托民用資源和國防資源，服務民用和軍用兩個市場。……
