Demand for cement clinker is 5.20 million tons (0.7)， but the total annual output in that region is only 2 million tons and the gap is 3.2 million tons. After completion of the Phase I of the project， the gap between supply and demand can be eliminated basically. With economic development and increase in investment on fixed assets， demand for cement will increase accordingly. Rejection of outdated production facilities and depletion of resources of existing enterprises also provide certain market space for the project. In addition， cement is in short supply in Russia and the product can be exported to Russia. The project can be built by two stages. According to the actual conditions of the cement market in Heilongjiang Province， two cement clinker production lines with a production capacity of 5，000 tons/day can be built in the first phase. At present， many enterprises producing this product are located at central and coastal China. There are no furnace drawing production lines in northeastern China at present. Enterprises engaged in auto， petrochemical and mechanic industries in northeastern China have a stable and large demand for glass fiber. Considering the national policy of rejuvenating the industrial base of Northeastern China， implementation of the project will result in high financial， social and economic benefits. Proposal book for the project has been compiled and environment evaluation report has been examined and approved basically by Heilongjiang Environment Protection Bureau.
