小有成就的房地產開發商李建最近正為一件事而苦惱,他在距400公里北京的H市開發的樓盤馬上要舉行奠基慶典,當地政商兩界對這個項目格外重視,也促使他把慶典規格一再提高,但在籌備過程中卻出現了問題。
當地幾位重要的投資客戶提出希望能坐直升機考察一下樓盤項目的整體情況,以及附近的基礎設施和風水狀況。但H市并沒有直升機可以提供,而李建邀請的著名主持人和兩位貴賓在日程上與慶典有些沖突,這幾位貴賓慶典的當天下午在北京都有重要活動需要出席,但從時間上看參加完慶典再坐車返回已經來不及。
有朋友建議李建在北京包一架直升機飛往H市,既可以解決幾位貴賓的行程,也可以在H市當地進行飛行考察,一舉兩得。李建于是向通航A公司進行咨詢,A公司工作人員告訴李建,租用Bell407直升機飛往H市只需兩個小時,比坐車縮短了超過一半的時間,且免于路上堵車等干擾,可直降目的地。直升機將在當天6點從北京密云機場起飛,9點前降落H市活動現場,當天進行觀光飛行和航拍,然后中午直接返回北京。
經過測算,此次包機總費用31.9萬元,包機費28.71萬元,稅金3.19萬元。包含總起落5次,航線協調費5萬元、飛機燃油費2.3萬元、飛行費用21.41萬元,另有保險費用。
A公司提出,李建公司還需提供機組人員全部餐食和休息場所,待直升機落地至離開設置24小時保安,且安全隔離墩附帶并架設警戒線(所有與飛行無關人員不得觸碰飛機),降落區為一塊2個籃球場大小的空曠場地(最好提前灑水)。A公司還將派專人去現場勘測場地并向當地民航局和空軍部門申請航線,李建還需要向A公司提供活動現場經緯度及起降點圖片,并確認所有北京出發登機人員 起飛時間。
李建認為,雖然包機成本不菲,但能把慶典圓滿完成,提升公司形象和展示實力,這點成本也就不在話下,于是當場簽下合同。
慶典當天天公作美,李建租用的直升機一路通暢到達目的地,當直升機在慶典現場降落后,慶典主持人與貴賓出現在現場時引來一片驚呼,主席臺上的政商名流也紛紛稱贊李建的大手筆,讓李建頗為得意。
慶典結束后,李建又邀請了一批重要客人輪流登上直升機進行項目空中考察。很多客人告訴李建這是他們第一次坐直升機俯瞰家鄉的山水風光,對李建的樓盤項目更有信心了。而直升機的到來也吸引了當地媒體的目光,紛紛進行報道,為李建的樓盤免費做了一次形象廣告。
當活動結束后,李建和幾位貴賓登上了返京的直升機,只用了兩個多小時就飛抵密云機場,直升機的高效、快捷給李建留下了深刻印象。與飛行員的交談中李建了解到,目前國內直升機的使用成本與國外相比偏高,由于航材費用、人員工資、保險費用等綜合成本高,運營商一般在飛行前會派人勘測起降場地及飛路線,正式飛行時地面保障人員會提前到目的地待命,這些都會增加成本。此外,航線審批手續復雜、周期長、費用高,一般需提前半個月至一個月報批。
飛行員也告訴李建,未來隨著低空開放政策逐步放開并落實,直升機的使用率會大大提高,成本也將大幅下降。李建也在思考:也許下一個旅游度假地產項目就得與直升機結合起來了。
Mr. Li Jian, an accomplished real-estate developer had a headache recently. He was developing a site in city H, 400 kilometers away from Beijing and a ground-breaking ceremony had been scheduled. The political and business communities took this project rather seriously, and Mr. Li was inspired to make the event bigger than originally envisioned. But there was a problem in preparations.
A few important local investors wanted to take a helicopter to view the entire development, nearby infrastructure and fengshui, but city H doesn’t have any helicopters. In addition, Mr. Li had asked a famous anchor and two other VIPs to come for the ceremony. All of them had important activities in the afternoon, but it seemed impossible to get back to Beijing on cars.
A friend suggested Mr. Li charter a helicopter to city H, getting the VIPs back to Beijing on time, while taking the local investors on a tour. Li Jian consulted A, a general-aviation operator. Staff of company A told Li Jian that he could charter a Bell407 and it takes only two hours to get to city H, half of the time needed by a car.
There won’t be congestion in the sky and guests could land in their destination on time. The helicopter would take off on 6am in Miyun airport of Beijing, land at the ceremony for a tour and aerial photography, and fly back to Beijing at midday.
The fee was Rmb319,000, including a charter fee of 287,100 and tax of 31,900. There were 5 movements in total, so route coordination fee Rmb50,000, fuel 23,000, flying charge 214,100 and insurance.
Company A said that Li Jian needed to provide meals and resting place for the crew, 24-hour security from when the helicopter landed to eventual departure, with side of the road and cordon. (No touching of the aircraft by unauthorized people.) The landing area should be an empty space equivalent to two basketball courts (watered in advance ideally). Company A sent people to inspect the site and applied for route from local aviation administrator and the air force. Li Jian also needed to provide the latitude and longitude of the site and pictures of landing lot, and confirm the time of departure of all.
Li Jian thought the costs were high but worthwhile for a successful ceremony, showcasing company image and strength. He signed the contract immediately.
It was a fine day and the helicopter arrived at the site without any hassle. When it landed, the MC and VIPs were received by exclamation. The dignitaries on the stage praised Li Jian’s generosity and he was very pleased.
After the ceremony, at the invitation of Li Jian, a few important guests took turns on the helicopter to inspect the project. Guests told Li Jian it was the first time that they were viewing the scenery of their hometown from the sky and they were more confident in Li Jian’s project. The helicopter attracted local media and the project got a lot of free press.
After all the activities, Li Jian and VIPS boarded the helicopter and it took them just over two hours to get at Miyun airport. Li Jian was deeply impressed with the efficiency and convenience. He chatted with the pilot and learned that helicopters are costly in China, due to aviation materials, crew salary and insurance. The landing facilities need to be inspected in advance, and ground members have to arrive at the destination earlier to standby, all these adding up costs. In addition, route approval is complex, lengthy and costly too. One has to apply half a month or even one month in advance.
