
2011年5月,國家公布了首批“創建國家公共文化服務體系示范區”名單,浙江省寧波市鄞州區躋身31個示范區之列。
寧波市委常委、鄞州區委書記陳偉俊說:“鄞州區將抓牢國家公共文化服務體系示范區創建這一契機,高起點高水平推進文化強區建設,使社會更文明、文化活動更豐富、文化特色更鮮明、文化體制更具活力,全面增強發展的軟實力。”
文化惠民“天天演”
姜山鎮花園村簡潔的會堂里,群眾把舞臺圍了個里三層外三層,津津有味地看著專業劇團的演出。歌舞、說唱、雜技、相聲,生動而精彩。坐在前排的幾位大媽雙眼直瞪瞪地看著演員的變臉表演:一會兒變黑,一會兒變紅,一會兒又變黃。她們連連拍手叫好。
類似的演出,鄞州區每年都要在全區農村舉辦數百場,這就是2009年啟動的一項文化惠民創新工程—“天天演”大舞臺。它被群眾親切地稱為送到家門口的“文化大餐”“文化盛宴”。
走進這一大舞臺的不乏戲曲名角名家,如“梅花獎”獲得者翁國生、顧薌,“二度梅”“浙江驕傲”獲得者吳鳳花,“文華獎”獲得者王君安等。福建芳華越劇團在鄞州區文藝中心的演出,杭州越劇院在邱隘、橫溪的演出,場場爆滿。與此同時,區文廣局還舉辦“天天演”藝術講座系列活動,讓群眾免費領票與名家面對面交流,聆聽專家藝術指導。
經過3年的不懈努力,“‘天天演’文化惠民工程:一種政府公共文化服務機制的創新模式”榮獲了第十五屆全國項目類“群星獎”。今年是“天天演”品牌提升之年,鄞州區將安排860場演出,其中800場直接送往23個鎮、鄉、街道和400多個行政村。
各具特色博物館
2008年7月,鄞州在浙江省率先出臺《關于鼓勵促進民辦博物館發展的意見》等政策措施,大力扶持民辦博物館。至今,鄞州區初步形成了以專題博物館為主體、國辦博物館為支撐、民辦博物館為補充、非遺博物館和藝術類博物館并駕齊驅的態勢,初步形成了博物館集聚效應。
目前,鄞州區已建和在建的各類博物館有27家,其中13家是國字號,其余是民辦的蘊含歷史文化和地方特色的木雕、服裝、漆器、家具、草編和民居等博物館,民間資本直接投資了10多億元。鄞州區對民辦博物館的建設和展覽活動給予補助。借助民間資本打造博物館之鄉,這在全國開創了先河。
今天的鄞州,建筑別致、內容新穎、風格迥異的博物館,就像高樹鮮花一樣開放。
人文日新眾人樂
經濟發展了,生活水平提高了,鄞州區把公共文化服務納入到了一個整體性、系統性的服務體系。
近年來,鄞州區相繼建設了一批軟硬件一流的基層公共文化場館,實施了農村“星光工程”“公共文化明珠鎮創建”“中國博物館文化之鄉建設”“圖書館城鄉服務一體化”等公共文化惠民工程,并不斷推進普及化、均衡化和優質化。目前,一個以區級重大文體設施為龍頭、鎮鄉綜合文化中心為主體,以特色博物館群為兩翼,以農村、社區文化樂園、綜合活動室等為基礎,遍布城鄉、覆蓋廣泛的公共文化服務設施網絡體系基本構建。
鄞州區不斷豐富公共文化產品,創新公共文化運作模式,陸續推出了“天天演”“天天樂”“天天讀”“天天看”“天天學”“天天聽”“天天練”等七大系列公共文化惠民服務新舉措,公共文化惠民服務網絡機制基本形成。
鄞州區文廣局局長胡岳明說:今天的寧波市鄞州區,在全省公共文化服務綜合評估中已連續三年蟬聯第一。80萬鄞州百姓文化生活過得充實。許多群眾發自內心地感嘆:生活在這個人文日新的時代,真好!

Public in Yinzhou Enjoys Cultural Programs

In May 2011, Yinzhou, a district of Ningbo in eastern Zhejiang Province, was inscribed on a list of 32 model regions in China for demonstrating government-sponsored public cultural services.
The district owes this honor to an “everyday show” program it initiated in 2009. At the rate of one show or more a day, the program offers hundreds of shows in rural Yinzhou a year. These are by no means ordinary shows staged by petty artists to please the grassroots audience. Big stars come to these shows, including Weng Guosheng, Gu Xiang, Wu Fenghua, Wang Jun’an, winners of China’s top theater awards. In 2012, the annual plan is to stage 860 shows, including 800 shows at 23 towns and more than 400 villages.
In addition to the everyday show program, Yinzhou encourages local residents to set up their private museums. As one of the richest areas in Zhejiang Province, Yinzhou boasts many private collectors. In July 2008, Yinzhou offered a series of preferential policies to encourage collectors to set up their own museums. At present, the district has 27 museums operational or under construction. Thirteen of the 27 are government-sponsored whereas 14 are private-operated. Statistics show that more than one billion went into the 14 private museums. With government subsidies, the private museums display collections of woodcarving, garment, lacquer work, furniture, straw weaving articles, and residential housing. Yinzhou is China’s first district that helps private collectors build museums.
Public cultural service is a service system across the urban and rural areas of Yinzhou. The government has set up a series of grassroots cultural centers, where libraries, entertainment programs, museums, cultural parks, recreation rooms are set up and made easily accessible to residents.
Six other programs are modeled on “everyday show” to cater to various needs of residents, covering activities and events of entertainment, recreation, fitness, education. For past three consecutive years, Yinzhou has been assessed as the best district in Zhejiang Province in its public cultural services.
