0 Introduction

After the Second World War,the world economic development herald a new golden age.The acceleration of mercerization and industrialization result in serious ecological crisis in the world.The blind production caused a waste of resources and narrowing human survival space.Faced with unprecedented development predicament,people had a strong sense of urgency and crisis.

Realizing the ecological crisis caused by the western industrialization process,The Chinese government put forward that we must implement the strategy of sustainable development in the process of modernization in china.The strategy of sustainable development is identified as the guidelines for long-term development in China’s agenda 21.Especially it was identified as the twenty-first Century strategy in the People’s Republic of China National Economic and social development“ninth five-year plan”and the 2010 compendium of distant view target which was examined and adopted by the fourth meeting of the eighth National People’s Congress.

1 The Strategy of Sustainable Development

The strategy of Sustainable development refers to the change of traditional pattern of development which simply in pursuit of economic growth,ignore natural,economic and social coordinated development.The strategy means that development meets the needs of the present without compromising the ability of future generations to meet their own needs.It considers comprehensive benefits of population,economy,society,environment and resources.

It is historically inevitable to choose the road of sustainable development road and it is also the historical responsibility of modern people for future generations.The Fifteenth National Congress of the Communist Party of China report that China must implement a sustainable development strategy in the modernization drive.We should stick to strengthen the management of pollution to the environment,returning farmland to forest and grassland,improve the soil and water conservation,desertification,and improve the ecological environment.We should make an overall plan for the development and improvement of our land resources and rigorously enforce laws governing the management and protection of such resources as land,water,forests,minerals and seas.

The objectives set at the Sixteenth National Congress for building a well-off society in an all-round way are objectives of comprehensive economic,political and cultural development of socialism with Chinese characteristics,objectives well geared to the efforts to speed up modernization.We have to put the sustainable development in a very outstanding position,insist on family planning,environmental protection and the protection of resources of basic national policy.We must enhance sustainable development capability,improve the ecological environment,significantly higher resource utilization efficiency,promote the harmony of man and nature,and promote the whole society onto the production development,life wealthy,ecology good civilization development path.

Over the years,international sustainable development theory is developing along the direction of economics,sociology and ecology.The economic direction refers to the basic content of regional development,productivity layout,and economic structure optimization and so on.The focus of the direction is to use a scientific and technological progress contribution rate offset or overcome the marginal benefit of investment decline rate as the important indicators of sustainable development and basic means.The sociology direction refers to the basic content of social development,social distribution,interest balance,etc.The focus of the direction is to put the reasonable balance of economic “efficiency and social justice”as an important index of sustainable development and the basic method.The ecology direction refers to the basic content of ecological balance,conservation and sustainable use of resources and environment.The focus of the direction is trying to put “a reasonable balance between environmental protection and economic development”as an important index of sustainable development and basic principles.Research and empirical research on the theory of sustainable development in our country has a unique idea.Not only in the above three directions are studied,but also created a fourth direction in the sustainable development of independently,namely systematic direction.Its outstanding characteristic is to use the comprehensive coordination point of view to explore the origin and evolution of sustainable development,and to “the development degree,coordination degree and the degree of continuous logic self-consistent”as the center,established the relationship between man and nature,human unified rules explanation basis and quantitative evaluation.

2 Promoting Ecological Progress

The Seventeenth National Congress of the Communist Party of China has proposed to promote a conservation culture.We will have a largescale circular economy and considerably increase the proportion of renewable energy.The eighteenth Congress report further pointed out that ecological civilization is related to people’s well-being and national long-term strategy in the future.In face of the severe situation of resource constraints, serious environmental pollution, ecological degradation,we must establish the concepts of respecting nature,comply with the nature,protect the natural ecological civilization,and put the construction of ecological civilization in prominence,blending in economic construction,political construction,cultural construction,social construction and the whole process,striving to build a beautiful China,realizing the sustainable development.

Human civilization has experienced three stages so far.The first stage is the original civilization mainly depends on the gathering.The second phase is the agricultural civilization mainly depends on the iron.The third stage is the industrial civilization,mainly depends on the machine.However,the global ecological crisis shows that earth does not have the ability to support the continued development of the industrial civilization,and we need to create a new form to extend the survival of mankind civilization,which is the ecological civilization.If the agricultural civilization is “yellow civilization”,industrial civilization is“black civilization”,the ecological civilization is a “green civilization”.Ecological civilization refers to the sum total of material and spiritual achievements of human beings and nature society who respecting objective law of harmonious development;Refers to human beings,between human and nature,man and society,harmonious coexistence,benign circulation,comprehensive development,sustainable prosperity for the purpose of the basic form of ethical culture.

It based on the reflection of the human who led the material civilization of human society for a long time.The limited natural resources determine the finiteness of the human material wealth.Human been must be free from the persuasion of material wealth.Pursuing rich spiritual life will help to realize person’s full scale development.This will undoubtedly make fundamental changes to the social form of human beings.

As a development degree of the highest state of human civilization,ecological civilization set human and nature harmonious coexistence,comprehensive development,sustainable prosperity for the basic purpose.It is the reflection of human leading the development of human society,and is a summary and sublimation of the history of the relationship between man and nature.Therefore,the harmonious of human and nature and ecological civilization will become the basic measure and the fundamental standard dimensions of material civilization,political civilization and spiritual civilization.Construction of socialism ecological civilization is adhere to the basic state policy of resource conservation and environmental protection,care about people’s vital interests and the survival and development of the Chinese nation.We must put building a resource-conserving,environment-friendly society in industrialization and modernization development strategy prominent position,to each unit,each family.We should improve legal and policy system to save energy resources and protect the ecological environment,to speed up the formation mechanism of the sustainable development system.Implement the responsibility system for energy conservation and emissions reduction work.We should develop and promote advanced technology,develop clean and renewable energy sources,protect land and water resources,the construction of scientific and reasonable system of energy resources and utilization,and improve the utilization efficiency of energy resources.We have to strengthen the construction of water conservancy,forestry and grassland,strengthen management of rocky desertification,promote ecological restoration,strengthen the construction of ability to cope with climate change,do a new contribution to protecting the global climate.

3 Conclusions

We must stick to the basic state policy of resource conservation and environmental protection,and insist on saving and protection of preference,and the principle of natural recovery,promoting green development,the development cycle,low carbon development,form the space pattern of resource conservation and environmental protection,industrial structure,mode of production and way of life,from the source to reverse the trend of ecological environment deterioration,production to create a good living environment for the people,make great contribution to the global ecological security.Only cherish nature more consciously and more actively can we protect the ecological and go in the new era of socialist ecological civilization.S
