高新區建重慶最大五金機電市場

作為全國重要五金機電生產基地，重慶的五金機電市場交易總量盡管早已超過百億，但規模卻遲遲沒有做大。如今，這一局面有望被改寫。日前，高新區管委會幫扶轄區贛江國際五金機電采購中心項目提速建設，該項目一期有望于明年上半年正式開業。采購中心項目投產后，年交易額至少500億元，力爭實現1000億元，將再造一個重慶五金機電市場。。

Opening-up dynamics

On the afternoon of May 23, the first public backhaul train headed for Chongqing from Duisburg, Germany, carrying gear boxes and steering pumps of Chang’an Ford with a total worth of over 5 million Euros.

According to Chongqing Economic and Informatization Commission (Chongqing Logistics Offi ce), in 2014, the backhaul train of Chongqing-Xinjang-Europe Railway will run at regular intervals. At fi rst, it is scheduled once a month, and later on once a week. Next, the value-added potential of the line will be further pinpointed. By increasing the stable running frequency of backhaul trains and adding more upscale European consumption goods, equipment and electronic products to the backhaul cargo, Chongqing can become a distribution center for European goods with lower shipment cost, and more international logistics giants can share the development results of the line.

It is learnt that the backhaul trains adopted uniform document for the fi rst time, thus reduced the document transfer between Poland and Belarus and improved the operation efficiency. China Post Group will also use the line to send international mails (parcels) by batches, set up international distribution centers of mails (parcels) in Chongqing and Europe and carry mails to Europe and back to China. Countries and regions reaching out by the line are fastest growing areas of trans-boundary E-commerce in the world. This will blaze a trail for international mail route by train and become a milestone in the railway history.

Meanwhile, to organize backhaul cargo sources, Chongqing Logistics Offi ce has set up branch offi ces in Belgium and Netherlands.

On June 12, it is said by Chongqing customs that total import and export volume of foreign trade in Chongqing 216.96 billion Yuan, increased by 53.5% over the previous year from January to May of this year, Among them, exports of 135.33 billion yuan, an increase of 41.9%;Import 81.63 billion yuan, an increase of 77.8%.

In the trade and development, from January to May, the processing and bonded logistics continue to maintain a relatively fast growth, processing trade, import and export value of 133.19 billion yuan, an increase of 1.1 times, covering value of 61.4% of Chongqing foreign trade import and export in the same period.

In major import and export commodities from January to May, imports of mechanical and electrical products of Chongqing are 42.48 billion yuan, up 27.1%.Chongqing exported electromechanical products are 91.25 billion yuan, an increase of 21.9%, covering 67.4% of Chongqing's total exports in the same period.

With diversifi ed market strategy, Chongqing explores emerging markets in ASEAN and middle Asian market by attending conventions and expositions and raises its traditional market share in EU, U.S., Japan and South Korea by winning more export orders. From January to April, Chongqing exported RMB 32.08 billion, RMB 26.94 billion and RMB 20.31 billion to major partners in ASEAN, EU and U.S., up by 64.2%, 21.3% and 15.2% respectively. For the fi rst time, ASEAN overtakes EU and becomes the largest trading partner of Chongqing.

Commodities Chongqing imports from ASEAN are circuit boards, micrometers, computer input and output equipment, computer hard disk drives, composite rubber, polyethylene, internal combustion engines, aluminium ore, wood pulp, printers, fax machines and dye. Commodities exported from Chongqing to ASEAN are mainly electronic products, light industrial products such as shoes and hats, ships, furniture, engines, and chemical products.

After the westward line is put through, Chongqing is also forging the southward channels to ASEAN countries. In the future, Chongqing will tighten its trade ties with ASEAN.

Great customs clearance

On May 21, it is learnt from the Chongqing Port Offi ce that the city is pushing forward E-port construction. By 2015, the city will build a unifi ed E-port platform and realize paperless customs clearance in an all-around way and declaration, inspection and clearance once and for all.

E-port is an auxiliary customs administration platform transversing multiple departments and regions with combination of E-government affairs and E-commerce according to the requirement of the State Council. Here industrial, commercial, taxation, customs, foreign exchange, foreign trade, quality inspection, banks, importers, exporters, and processors can share data and realize connected declaration, inspection and operation. Hence the customs clearance the cargo will be greatly accelerated whilst the operation cost of companies slashed.

Now, Chongqing has successfully developed and launched border inspection tourist declaration system, customs new manifest declaration system, airport cargo warehouse surveillance system, air cargo surveillance system, “Chongqing-Shenzhen quick link of regional synergy” information system and comprehensive processing trade information system, etc.

Liangjiang New Area

Now, 50% of the inbound line of Orchard Railway in Chongqing has been completed. The main project is to be fi nished by the end of this year and launched in the fi rst half of next year. By that time the port cargo can be connected through this line to Chongqing-Huaihua Railway and reach Europe through Chongqing-Xinjiang-Europe Railway.

Inaugurated at the end of last year, the Orchard port has a shoreline of 2800 meters. 16 berths of 5000 metric tons are planned to be built with an annual through capacity of 30 million metric tons. Now, 16 berth on the front quay are completed, and 160,000 square meters of rear quay container and LCL (less-than-container load) operation yards are also done. A total handing capacity of 660,000 standard containers, 3 million LCL and 500,000 rolling vehicles has taken shape.

The Orchard port is the largest joint port of inner river, railway and road in China.

Chongqing Bonded Commodity Exhibition Center (Phase I) is a key construction project of Liangjiang New Area in 2014. Chongqing High-tech Zone, or the National Base of Biological Industry, is playing out its high technological feature of the bio-pharmaceutical industry.
