摘要:針對吉林省軟件和服務外包產業發展布局,聚焦高等院校人才培養平臺主航道,從教育要素合理配置和資源整合視角出發,探討適配區域軟件和服務外包產業需求的人才培養長效機制,給出基于職業規劃驅動外包人才培養模式的課程結構和實訓內容優化、教學資源與質量體系建設的綜合路徑,以提升學校教育培養應用技能型外包人才的競合優勢。

Research on Talents Training Mode of Software Service Outsourcing Industry in Jilin Province

Abstract: According to the industry layout of software and service outsourcing in Jilin province, the personnel training platform should focus on the main channel of universities. Based on the rational allocation and integration of education resources, it discusses a long-term mechanism adapted to regional software and service outsourcing industry for personnel training. And proposes a kind of outsourcing talent training mode and integrated path based on career planning and training content-driven, including its course structure optimization, teaching resources and quality system construction, so as to improve the competing advantages of outsourcing skilled personnel for school education and training applications.

1 吉林省軟件服務外包產業人才培養的問題挑戰
隨著互聯網信息化、軟件應用、電子商務的興起以及國際化分工協作趨勢加速,軟件和服務外包日益成為資源型國家和地區的一種新經濟支柱選擇。吉林省長吉圖開發開放先導區的長春、吉林和延邊三個主要城市,已確立面向應用軟件開發和信息技術服務的外包產業躍升戰略。期望通過軟件外包產業園區建設引進國內外知名外包服務企業和業務,重點面向日韓、歐美、東北亞等目標市場培育和提升具有示范效應的吉林省區域外包產業經濟[1]。
軟件和服務外包是指一類企業(發包方)將信息架構開發、應用系統管理、業務流程優化等自身業務需求,委托給外包企業(外包方)實施,而自身專著于核心業務從而更好地實現企業經營目標的一種經濟活動。軟件和服務外包企業的產品是向發包方客戶提供所承接的“信息技術、工作流程、知識內容”服務,其收益直接來自具有相關職業技能匹配度的“人力資源”價值運用。……
