對規模化種植條件下山區現代煙草農業建設的思考

摘要 隨著現代煙草農業建設在全國范圍內的穩步推進，煙草農業的現代化成為了引領大農業現代化和產業化發展的獨具特色的推動力量。針對山地煙區現代煙草農業建設，立足巫溪煙區生產實際，闡述了現代煙草農業的概念、本質及發展趨勢，分析了山區現代煙草農業發展的制約因素，指出了在規模化種植條件下山區現代煙草農業建設的獨特優勢及發展方向，從改善基礎設施建設、加快土地經營權流轉、探討生產組織模式創新、建立專業化服務體系等方面提出了山地現代煙草農業建設的具體建議。

Considerations About the Construction of Modern Tobacco Agriculture under the Stipulation of Large

Scale Cultivation

Abstract With the promotion on the construction of modern tobacco agriculture，modernization of tobacco agriculture was a big urge to guide the development of modernization and industrialization of agriculture. Aimed to the modern tobacco agricultural construction，this article was based on the development present situation of Wuxi，which expounded the concept，essence and development trends of modern tobacco agriculture，analyzed the restrictive factors of modern tobacco agriculture in mountain area，pointed out the particular advantages and development direction of modern tobacco agriculture under the stipulation of large scale cultivation. The article also put forward suggestions about the construction of modern tobacco agriculture under the stipulation of large scale cultivation in mountain area，which included strengthening infrastructure，speeding up the circulation of land management right，promoting innovation of production organizing model，and establishing service system.

2007年7月，國家煙草專賣局姜成康局長在全國煙草專賣局局長、公司總經理座談會上提出了以“一基四化”為特征的“現代煙草農業”概念，強調全面推進煙葉生產基礎設施建設，努力實現煙葉生產“規模化種植、集約化經營、專業化分工、信息化管理”，指明了“推動傳統煙葉生產向現代煙草農業轉變”的方向。近幾年來，全國煙草系統掀起了一個研究、學習、實踐現代煙草農業的熱潮[1]，取得了許多重要的研究成果，并積累了豐富的經驗。現代煙草農業是基于傳統煙草農業的一次傳承，是針對當前煙葉生產發展在不斷量變中的一次質變，是一個煙草生產組織創新、技術創新和經營創新的過程。相對于傳統農業而言，現代煙草農業通過提高生產資料……
