黃奇帆：重慶要主動融入國家戰略推動“一帶一路”和長江經濟帶發展

8月31日，市長黃奇帆主持召開重慶市推動“一帶一路”和長江經濟帶發展領導小組第一次全體會議，審議并原則通過了《重慶市貫徹落實國家“一帶一路”戰略和建設長江經濟帶三年行動計劃》以及相關工作規則。會議還就我市如何更好地主動融入國家戰略，推動“一帶一路”和長江經濟帶發展進行了研究部署。

會議指出，實施“一帶一路”和長江經濟帶戰略，是中央主動應對全球形勢深刻變化，統籌國內國際兩個大局做出的重大戰略部署。推動“一帶一路”和長江經濟帶發展，很重要的是要促進沿線國家和地區政策溝通、設施聯通、貿易暢通、資金融通、民心相通，這為廣大內陸地區進一步擴大對外開放、加快發展提供了難得的機遇。中央部署“一帶一路”戰略和推動長江經濟帶發展以來，市委、市政府一手抓戰略部署落地，一手抓年度任務推進，積極有序開展各項工作，取得初步成效。

會議指出，此次制定的三年行動計劃和相關工作規則，旨在深入實施國家“一帶一路”和長江經濟帶戰略部署，進一步明確各單位工作職責和近期工作重點。三年行動計劃分為綜合交通體系建設、能源設施建設、水利基礎設施建設、創新驅動產業轉型升級、內陸開放高地建設、長江上游生態安全屏障建設、體制機制創新保障幾個部分，每個部分的重大項目、重大事項都落實到2015年至2017年三年工作中。相關工作規則明確了領導小組統籌推進落實國家決策部署、審議和研究全市推動“一帶一路”和長江經濟帶發展重大問題等主要職責，以及各成員單位的職責分工、工作目標和任務。

Huang Qifan: Chongqing needs to actively integrate into the national strategies, and promotes the development of “One Belt and One Road” and the Yangtze River Economic Belt

On August 31, Huang Qifan,the mayor of Chongqing, chaired the fi rst plenary meeting of the leading panel on the promotion of “One Belt and One Road” and the development of the Yangtze River Economic Belt in Chongqing. “Chongqing’s three-year action plan to carry out the national strategy of “One Belt and One Road” and the construction of the Yangtze River Economic Belt”and the relevant working rules have been reviewed and passed. On the meeting, strategies on how to better actively integrate into the national strategy to promote “One Belt and One Road” and the development of the Yangtze River Economic Belt have also been studied.

On the meeting, it has been pointed out that implementing the initiatives of “One Belt and One Road” and the construction of the Yangtze River Economic Belt is the major strategic deployment actively taken by the Central Committee in face of the profound changes of global situation to integrate domestic and international situations in a holistic way. To carry out the strategies, it is important to realize the connectivity of policies, facilities, trades, finance and peoples’ hearts among the countries and regions along the route, which provides the inland with great opportunities to further expand opening to the outside world and accelerate development. Since the formulation of the strategies by the Central Committee, the municipal Party committee and government have actively carried out the strategies as they forged ahead the annual task. All work is going well and initial results have been achieved.

On the meeting, it has been pointed out that implementing the three-year action plan and relevant working rules is to carry out to the letter the national strategies of “One Belt and One Road”and the construction of the Yangtze River Economic Belt, and to further define the responsibilities and recent work focus of all units. The three-year action plan includes several parts: the construction of comprehensive traffic system, energy facilities construction, water conservancy infrastructure construction, the transformation and upgrading of innovation-driven industry, the opening-up of the inland, the construction of ecological security barrier in the upper area of Yangtze river, and insurance for system and mechanism innovation. The major projects and issues of each part shall be completed from 2015 to 2017. The relevant working rules have specified the responsibilities of the leading panel to holistically promote and implement the national policies, and to review and study the major issues appearing in the promotion process of “One Belt and One Road” and the construction of the Yangtze River Economic Belt. The responsibilities, working objectives and tasks of the member units also have been specifi ed in these rules.
