2015年中國文化館年會重慶成功舉行“全民藝術普及”推動中國文化館行業大發展

一座城市和一場異彩紛呈的國家年度文化盛宴。2015年10月30日至11月2日,由文化部和重慶市人民政府共同主辦,中國文化館協會、文化部全國公共文化發展中心、重慶市文化委員會共同承辦,以“全民藝術普及——文化館的責任與使命”為主題的2015年中國文化館年會,在重慶悅來國際博覽中心成功舉行。文化部副部長楊志今,中共重慶市委常委、宣傳部部長燕平,重慶市人民政府副市長譚家玲等出席了開幕式。

此次活動共吸引市民6萬人次,著名作家王蒙、著名評書表演藝術家劉蘭芳以及來自全國的文化工作者3000余人參與活動。在2015年中國文化館年會期間,第五屆重慶國際生活藝術品交易會也全面融合舉辦。
為期四天的年會舉辦了2個主論壇和6個分論壇。開幕式主論壇由中國當代著名作家、學者,文化部原部長,中國作家協會名譽主席王蒙以“傳統文化與價值建設”為題進行演講。閉幕式主論壇圍繞本屆年會主題“全民藝術普及——十三五時期文化館發展”,邀請到中國作家協會會員、重慶市作協副主席王川平,北京大學教授、全國公共文化服務體系專家李國新、江蘇省文化館副館長戴珩、北京市朝陽區文化館館長徐偉等知名專家展開交流研討。在6個分論壇中,針對遍布全國各地的“廣場舞”、“壩壩舞”,還專門設置了一場“群眾廣場舞專題論壇”。
年會展場50000平方米,設置1個主題展區和3個專題展區,20個全國公共文化服務創新案例和8個數字文化館示范項目,四川、成都、貴州、北京、天津、河北等6個省市文化館的最新發展成果和重慶市35個區縣文化館展覽都精彩呈現在觀眾面前。黃土畫派、黃山畫派、關東畫派、巴蜀畫派、巴渝畫派、沂蒙畫派、嶺南畫派、海上畫派、冰雪畫派、江西畫派、南昌畫派等十多家知名畫派首次齊聚重慶,選送上千幅代表作云集重慶,競放異彩。
主辦方還組織了藝術品交易會、器樂演奏大賽、民族民間歌舞表演、非物質文化遺產制品現場制作展演、漢服文化表演、文化扶貧捐贈、專家免費鑒寶等配套活動。同時,還為現場觀眾組織了集展花抽獎活動。
在此次年會期間,有關方面還公開表彰了“2015年全國優秀文化館”、“2015年全國優秀文化站”和“2015中國文化館榜樣人物”。其中,重慶市沙坪壩區文化館獲評“2015年全國優秀文化館”。

王蒙:核心價值觀建設目的在于優化世道人心—中國當代作家、學者,文化部原部長、中國作家協會名譽主席王蒙作主論壇演講

已年過八旬的王蒙先生在一個半小時的精彩演講中,簡要梳理了傳統文化的主流思想和價值觀,直言“在社會主義核心價值觀建設中,傳統文化所起的作用特別大”。
王蒙對傳統文化中的泛道德論和泛善論做了深刻的闡釋,性善論的擴展與延伸對中華民族的影響非常深遠,比如一直深受推崇的禮義廉恥、溫良恭儉讓等道德標準,而前幾年國家提出“以德治國”,也與性善論不謀而合。
王蒙今年已經81歲高齡,仍堅持筆下耕耘與文化研究,他透露近期自己剛閱讀了黃仁宇的《萬歷十五年》和卜健的《明世宗傳》,深感古代皇帝諸般的不自由。中華民族表面上看起來沒有權力制衡,這種不自由其實就是傳統文化對官員的道德監督和文化監督。傳統文化中的泛道德論不僅要求人們要有德行,客觀上還具有監督上層的功能。
演講中,王蒙還提到了世道人心決定成敗論、中華民族的歷史命運等觀點,總結說人心可用,世道可行,傳統可取,并得出結論“核心價值觀建設目的在于優化世道人心”。演講尾聲,王蒙還透漏了自己當年擔任基層文化站站長的“奇葩”經歷,并感慨幾十年群眾文化生活發生的巨大變化,為當天的演講畫上了圓滿的句號。
“全民藝術普及”是文化館的職業使命——十三五時期文化館發展論壇
在閉幕式主題論壇上,以重慶市作協名譽副主席王川平發表“夢想自己當上文化館館長”的主題演講拉開序幕。王川平以自己曾經的工作經歷談及他自己對“積極開展全民藝術普及”精神的理解,堅定的認為“十三五發展期間,‘全民藝術普及’顯得尤為重要,文化館行業也將迎來發展大好時機。
隨后,王川平、李國新、戴珩、巫志南等四位專家學者還圍繞本次論壇主題,分享了各自的精彩觀點。
對于“全民藝術普及”這一概念提出的背景,李國新教授認為,“全民藝術普及”明確文化館的職業使命和責任擔當,就像“推動全民閱讀”是圖書館的職業使命一樣。
巫志南教授認為,剛剛召開的十八屆五中全會提出全面建成小康社會新的目標要求,“社會發展如果沒有文化的小康,不是真正的小康”,“全民藝術普及”這一概念正是為了解決老百姓的文化需求。
針對在“全民藝術普及”背景下,文化館的具體職責問題,江蘇省文化館黨支部書記戴珩說,“全民藝術普及應該是全民藝術知識、全民藝術欣賞、全民藝術精品、全民藝術技能和全民藝術活動的共同普及”,只有這樣,全民文化素養才能得到全面提高。
對于如何利用網絡數字化平臺開展全民藝術普及活動,巫志南教授還總結出“搭建平臺、把握需求、匯聚資源、培育主題”24字解決方法。江蘇省文化館黨支部書記戴珩更是認為應該將“固定服務、流動服務和數字化服務相結合”,并指出數字化對偏遠地區文化發展更為重要。李國新教授預計未來3—5年,文化館數字化發展會跨越新的臺階,什么樣的內容需要什么樣的承載方式是文化館首先要考慮的問題。
各位專家還就“如何吸引社會力量參與全民藝術”,“百姓廣場舞發展”等問題進行了探討,并與現場觀眾互動交流。
傳統文化全民普及新思路:戲曲也能做成動畫——優秀傳統文化傳承與創新論壇
論壇現場,生動活潑的戲曲動漫《三岔口》引得臺下小朋友和觀眾連連大笑,趣味問答讓孩子們輕松學習了很多關于戲曲的知識,真人戲曲表演和教學讓臺下的大人們也忍不住跟著比劃起來。據介紹,該項目從2012年開展以來,先后在海南、湖南、湖北等省市的中小學校開展了“傳承經典共享文化——戲曲動漫進校園”活動,以戲曲體驗課和戲曲教學課的形式,受到了孩子們的歡迎,逐漸形成品牌文化,為傳統文化的傳播和傳承提供了新的思路。據了解,截至目前相關項目已完成原創戲曲動漫90部(集),包括《牡丹亭》、《三岔口》等。
中國動畫學會高級顧問、原中國兒童藝術劇院院長歐陽逸冰表示:“在中國,不僅有京劇,還有很多具有地方特色的戲曲,每個地方都有自己的特色文化,這些都是戲曲動漫可以挖掘的素材。用新穎的動畫形式表現傳統戲曲,不僅能得到孩子們的喜歡達到普及傳播的目的,更是傳播和傳承傳統藝術的一把鑰匙。”據了解,計劃到2016年,戲曲動漫作品將完成50多個劇種、280部(集)的制作。
沉淀心思,扎根基層,精心培育沃土新花——群眾文化藝術精品創作論壇
在10月30日下午舉行的2015年第二屆中國文化館年會群眾文化藝術精品創作論壇上,著名評書表演藝術家劉蘭芳對話中國藝術研究院曲藝研究所所長吳文科,就群眾文化藝術精品創作展開講座交流。
“目前我們的群眾文化藝術作品很多,但精品稀缺”,群眾文化藝術精品創作論壇剛一開始,中國藝術研究院曲藝研究所所長吳文科就分析了當代群眾文化藝術的現狀。談到如何創作精品作品,劉蘭芳重點介紹了上世紀文藝工作者奔赴大慶,深入了解大慶的人民,與他們同吃同住同勞動,并最終創作出一系列深入人心的精品文藝作品,可見體現精品作品的創作離不開“扎根基層”。在目前創作的群眾藝術作品中,劉蘭芳表示深入反映少數民族地域特色的精品作品還太少,原因可能是創作者覺得“土”,拿不出手。對此,劉蘭芳表示,要遵循少數民族的藝術特色,過分新穎的改編也會違背本身的創作初衷。她還表示:“文化館是群眾文化的搖籃,曲藝得天獨厚最接地氣:一人可以唱一臺戲,兩人可以組一臺戲劇,曲藝工作者一定要深入生活、扎根人民,熱情為群眾服務。”
自信辦刊關注基層珍視成果——文化館期刊發展專題論壇
文化館期刊發展專題論壇由天津市群眾藝術館承辦,深圳、四川、陜西三個省的群眾藝術館代表分別就本省的文化館建設成果、經驗作了匯報。期刊相關研究者、資深工作者對全國文化館期刊工作的發展提出了相關建議。
中國散文學會常務副會長、中國文化報副刊部主任紅孩在發言時指出,期刊無大小之分,辦刊要有自信,要認識到自己的工作對中國文化事業的推進作用。紅海還提出了組建全國文化報刊聯誼會的建議,加強全國各文化館之間的聯系。
中國作家出版集團管委會副主任、文藝評論家徐忠志認為在新媒體日星月異的情況下,傳統期刊并不會消失。期刊編輯的專業素質和水準是讓傳統期刊長青的不老源泉。同時,他還提出了各文化館期刊人應團結一致、互相學習、溝通取暖。
中國文化報社副總編、《文化月刊》主編楊勝生則認為文化館期刊承載了一個地區的文化情懷,傾注了辦刊人員的心血。不管刊物大小、不管刊物公不公開都應以珍視。應關注、關心、扶持文化館期刊工作人員,特別是基層文化館期刊工作人員。
論壇最后,紅孩為首屆“文化杯”文化(群藝)館獲獎期刊進行了頒獎。其中,重慶市合川區的《合川文藝》獲得優秀欄目獎;九龍坡區的《九龍灘》、沙坪壩區《金沙文化》獲優秀編輯獎;重慶《巴渝文化》獲優秀期刊獎;重慶市群眾藝術館獲得優秀組織獎。
舞出歡樂舞出品位舞出和諧——群眾廣場舞專題論壇
在本屆中國文化館年會中,還專設了群眾廣場舞專題論壇。
中國文化館協會舞蹈委員會副主任委員、重慶市北碚區文化館館長董進波在論壇上發言表示:要讓廣場舞成為群眾主動參與的健康活動形式,要加強創編,突出特色,呈現豐富多元的廣場舞活動形式。還要建立學科體系,規范比賽要求。董進波還特別介紹:重慶市群眾藝術館牽頭組織創編了一系列有地方特色的廣場舞,并且進行全市推廣普及。重慶市各地文化館也根據實際情況,創編了大量群眾喜聞樂見的廣場舞,定期輔導推廣。
北京市群眾藝術館原館長、中央文化管理干部學院客座教授賈乃鼎認為,應該從提供優秀作品、搭建活動平臺、建立服務體系、構建協作機制4個方面入手,履行引導、扶植廣場舞健康、規范、有序發展的職責。
首都師范大學文化研究院助理研究員蔣璐建議將廣場舞發展納入社會治理的理論框架內加以探討,提出了“多元、協商、服務”的思路,明確指出文化館要通過搭平臺、定規則、重吸納推動廣場舞發展。
云南省文化館館長張桂芬則認為,應將廣場舞工作納入文化館重要議事日程、納入年終考評體系;將廣場舞活動費用納入免費開放經費的經常性支出預算,保障廣場舞活動蓬勃開展;培養一支適應廣場舞工作需要的創編、培訓、管理人才隊伍;同時,還要完善管理規范、加強宣傳引導。
互聯網環境下的文化館建設——“互聯網+文化館”專題論壇
“互聯網+文化館”是什么?在10月31日上午召開的2015年中國文化館年會“互聯網+文化館”專題論壇上,上海社會科學院研究員巫志南,文化部全國文化信息資源建設管理中心羅云川處長,蘇州市公共文化中心主任、蘇州美術館館長曹俊,重慶市北碚區文化館館長董進波等多位國內專家學者和過文化館參會代表對這一問題進行了深入的探討。
蘇州市公共文化中心主任、蘇州美術館館長曹俊認為“互聯網+”并不是大規模的基本建設,而是資源建設和服務方式的改變。文化館的基本職能是做全民藝術普及,是大量人與人之間的文化溝通。文化館工作既要跟上“互聯網+”的浪潮,也不能完全依靠互聯網,數字化永遠不能取代文化館的全部工作。
上海社會科學院研究員巫志南指出傳統文化館向“互聯網+”轉型,首先要傳統思維向互聯網思維轉變。文化館是公共服務不是小眾服務,怎樣與使用互聯網、使用移動終端的中青年主流群體建立起聯系,是文化館數字化建設的關鍵。
北碚區文化館館長董進波介紹了北碚區文化館的“五大數字平臺”。北京大學數字信息研究院助理研究員張慰博士講解了國外數字文化館建設創新案例;四川省文化館館長、安徽省馬鞍山市文化館館長、蘇州市公共文化中心主任等資深文化館工作者分享了本地文化館數字化建設經驗。
改革?創新?發展創建國家公共文化服務體系——創建國家公共文化服務體系示范區論壇
本場論壇由國家文化部公共文化服務體系建設專家委員會主辦,重慶市北碚區文化委員會承辦,論壇以“改革·創新·發展”為主題,圍繞中央關于加快構建現代公共文化服務體系的新部署、新要求進行了深入探討;對各示范區創建城市在推進示范區創建工作、深化公共文化體制機制改革、創新公共文化服務方式的典型做法和經驗進行了全面總結。文化部公共文化司副司長陳彬出席,并對下階段示范區創建工作進行了詳細部署。
論壇上,重慶市北碚區文化委員會黨委書記萬天倫代表重慶市示范區按創建城市,從便利化、均等化、社會化、數字化、專業化、特色化、制度化七個方面全面總結了北碚的示范區創建工作,涵蓋了設施網絡建設、群文活動開展、社會力量參與、傳播服務方式創新、人才隊伍建設、傳統文化弘揚、課題研究轉化等方面內容。其他示范區相繼作了發言。

There is a city with a splendid national annual cultural feast. From October 30 to November 2 in 2015, 2015 Annual Conference of China Cultural Center, themed with “Popularization of National Art — China Cultural Center's Responsibility and Mission”, co-hosted by Ministry of Culture of the People's Republic of China and Chongqing Municipal People's Government and sponsored by China Public Cultural Centers Association, Development Center of State Public Culture of Ministry of Culture of the People's Republic of China, and Chongqing Municipal Cultural Commission, was held successfully in Chongqing International Expo Center. Leaders, such as Vice-Minister of Ministry of Culture of the People's Republic of China Yang Zhijin, Chongqing Municipal Committee, Minister of the Publicity Department Yan Ping, Vice-Mayor of Chongqing Municipal People's Government Tan Jialing, attended the opening ceremony.


The committee of 2015 Annual Conference of China Cultural Center released the information that this activity attracted a total of more than 60,000 citizens, and that more than 3,000 people including famous writer Wang Meng , famous storytelling artist Liu Lanfang and cultural workers from the whole nation. During the period of Annual Conference of China Cultural Center, the 5th Chongqing International Living Art Exposition comprehensively held together.
The four-day Annual Conference was divided into three parts including work conferences, theme forum and art fair,among which there were 2 main forums and 6 sub forums. With the theme of this “National Art Popularization — the development of the Cultural Center during the 13th Five-Year Plan period”,the main forum of the closing ceremony invited famous experts,such as Wang Chuanping who is the member of the China Writer Association and Deputy Chairman of the Chongqing Writer Association, Li Guoxin who is the professor of the Peking University and expert of National Public Cultural Service System,Dai Heng who is the Deputy Curator of Jiangsu Province Cultural Center, Xu Wei who is the Curator of the Beijing Municipal Chaoyang District Cultural Center, to have exchanges and discussions.
It is learned that this Annual Conference set up four standard exhibition halls, which covered an area of 50,000 square meters, including one theme display area and three special display areas. 20 innovation cases of national public cultural services and 8 demonstration projects of digital cultural center were presented as well. The latest achievements of the six cultural centers from provinces and cities such as Sichuan,Chengdu, Guizhou, Beijing, Tianjin, Hebei and 35 districts and counties of Chongqing Municipality were all presented to the audiences. More than a dozen of famous schools of painting,were gathered together in Chongqing for the first time and thousands of selected representative works all presenting their extraordinary splendors in Chongqing International Expo Center.
Not only that, the host also organized Artworks Trade Fair and Musical Instruments Performance Competition at the site of the activity. Meanwhile, in order to appeal more citizens,the host organized supporting activities, such as national folk performances, field fabrication performances of Intangible Cultural Heritage products, Han Chinese costume performances,donation of culture poverty alleviation, free identification by experts.
Of particular concern is that during the period of Annual Conference, the relevant sides also awarded “2015 National Excellent Cultural Centers", "2015 National Excellent Cultural Stations” and “2015 the China Cultural Center Role Models ”. Cultural Center of Shapingba District in Chongqing Municipality was awarded the honor of “2015 National Excellent Cultural Centers”.
The Main Forum:
Wang Meng: the Construction of the Socialist Core Values Aiming at Optimizing the Way of the World and the Heart of a Human Being——The Chinese contemporary writer and scholar, the former Ministry of Culture of the People's Republic of China, honorary president of the China Writer Association, Wang Meng delivered a speech for the main forum.

Wang Meng gave a profound explanation in pan-morality theory and pan-good theory in traditional culture. The expanding and extension of theory of good human nature have profound inf uence in Chinese nation. For example, the moral standards of the sense of propriety,justice, honesty and honor, and the virtues of gentility, kindness, courtesy, restraint and humility have been deeply respected by Chinese nation. The idea “Rule by Virtue”put forward by the national government few years ago happened to coincide with the theory of good human nature.
At the age of 81, Wang Meng still persists in writing and cultural study. Recently he revealed that he read 1587, a Year of No Significance by Huang Renyu and Legend of Emperor Shizong Of The Ming Dynasty by Bu Jian, deeply feeling the illiberality of Emperor in ancient times. Chinese nation has the mechanism of balance of power seemingly, but actually this illiberality is the moral and cultural supervision of traditional culture to officers. In the traditional culture, the pan-morality theory not only required people to be moral, but also to objectively supervise the upper class.
In the speech, Wang Meng also mentioned the standpoints that the theory of the way of the world and the heart of a human being determining success or failure , historical destiny of Chinese nation and so on. He summarized that virtues works,disciplines make sense and traditions play its role, thus gave a conclusion that “ the Construction of the Socialist Core Values Aiming at Optimizing the Way of the World and Purifying the Heart of a Human Being”. At the end of the speech, Wang Meng also signed with emotion about the great changes of cultural life of the mass in several decades, marking the end of that day's speech.
The Theme Forum of the Closing Ceremony:
“Popularization of National Art” is a Professional Mission of the Cultural Center.——The Cultural Center Development Forum during the 13th Five-Year Plan Period.
The theme forum of the closing ceremony began with the speech “My dream of being the Cultural Center Director”delivered by Wang Chuanping who is the honorary Vice Chairman of Chongqing Writers Association. According to his previous work experience, Wang Chuanping shared his understandings to the sprite of “actively carrying out national art popularization”.
Later, experts and scholars like Wang Chuanping, Li Guoxin, Dai Heng, and Wu Zhinan shared their wonderful views about the theme of this forum.
Professor Li Guoxin believed that “National Art Popularization” confirmed the professional mission and the responsibility of the cultural center, just as "promoting the national reading" is the professional mission of the library.
Professor Wu Zhinan claimed that “it is not a real wellto-do society without culture in the society development” and the concept of “National Art Popularization” is for meeting the demands of ordinary people for culture.
In the context of “National Art Popularization”, Dai Heng,the Party branch secretary of the Cultural Center of Jiangsu province, expressed his views for the specif c responsibilities of the cultural center. He said, “National Art Popularization should be the popularization of national art knowledge, national art appreciation, national art works, national art skills as well as national art activities”. Only in this way can the national cultural quality be comprehensively improved”.
Speaking of how to use the digital network platform to carry out activities of Popularization of National Art, Professor Wu Zhinan summed up a 24-word policy that is “to build the platform,to grasp the demand, to collect the resources, to cultivate the theme”. Moreover, Secretary Dai Heng highlighted that we should combine f xed services with mobile services and digital services and pointed out that digitization is more important for the cultural development in remote areas. He expected that the digitization of the Cultural Center will realize its great-leapforward development in the next 3 to 5 years. The primary problem needed to be considered for the cultural center is what kind of content matching what kind of ways for transmitting culture.
In forum of the closing ceremony, the experts also held a discussion on how to appeal to social members to national art activities as well as the development of square dancing, and had an interaction with the audience.
Sub-Forum ①:
A New Idea of Nationwide Traditional Culture Popularization: Opera can also be Made into Animation——Excellent Traditional Culture Inheritance and Innovation Forum
Sounds of gongs and drums of a traditional opera kicked off “The Construction of Digitization and Succession Plan of the Outstanding Chinese Culture—the Forum of Spreading the Drama Animation” in the afternoon of October 30.
During the forum, the lively opera animation Divergence made audiences including little children burst into laughter again and again; the “fun quiz” enabled children to easily learn a lot of knowledge about drama; and the live opera performances and teachings made adults also cannot help following the teaching gestures. According to survey, relating projects have finished 90 sets of the original opera animations including The Peony Pavilion, Divergence and so on.
Ouyang Yibing is the Senior Consultant of China Animation Association and the previous director of the China National Theatre for Children. He said, “In China, there are not only Beijing Opera, but also many local dramas; and each place has its own characteristics which can be used for the material of the opera animation. Showing the traditional opera through the new form of animation performance not only can achieve the purpose of spreading because of its popularity among children, but also can be the key to disseminate and inherit the traditional art.” It is said that more than 50 types of dramas and 280 sets of operas animations will be f nished up to 2016.

Devoting to Create Great Environment for Nurturing New Generation on the Basis of Rooting in the Grassroots.——Excellent Mass Cultural Artworks Creation Forum
In the afternoon of 30th October, there was a communication between Liu Lanfang who is the famous storytelling artist and Wu Wenke who is the director of the China Art Research Institute Quyi Research Institution for the mass cultural and artistic creation during the 2nd Mass Cultural and Artistic Creation Forum of Annual Conference of the China Cultural Center in 2015.
When it comes to how to create fine works, Liu Lanfang focused on the story that in the last century, the artists went to Daqing city to know more about Daqing people through being together with them from morning to night and eventually created a series of excellent artworks, which means that the creation of excellent works is indispensable to the grassroots. Liu Lanfang claimed that in the present public artworks, few can deeply ref ect regional characteristics of the minority and the possible reason was that the creators think that kind of works are so outdated that ashamed of writing it; in order to avoid this phenomenon, creators were supposed to follow the artistic characteristics of the minority; and the excessive novel adaptation will lead to be contrary to the original intention of creation”.
Once famous for the Legend of Yue Fei, Liu Lanfang won the honorary titles such as the National Artist with good reputation of behavior and skills and the Quyi artist with outstanding contributions to New China Quyi for 60 years; and she also obtained the Chinese Quyi Peony Award, Huading Award and China Gold Record Award. She inherits the tradition and makes innovations at the same time, writting more than 20 storytelling including the Legend of Warriors of Yang Family and the Dream of Red Mansions. She said, “The cultural center is the cradle of the mass culture and the Quyi richly endowed by nature is most closely to ordinary people: one drama can be performed by only one person or by two people as well; and Quyi workers,on the basis of focus on grass-roots, must be willing to go deep into life and provide people with services.”

Running Journal with Conf dence, Focus on Grass-roots and Cherishing Achievements——The Cultural Center Periodical Development Special Forum
A special forum on the development of the Cultural Center periodical was held by the Tianjin Mass Art Center. The representatives of the three mass art centers from Shenzhen,Sichuan and Shanxi respectively delivered a speech according to their own art center's construction fruits and experience. The relevant researchers on periodicals and senior workers put forward their suggestions for the development of the national cultural centers periodicals.
Honghai (old name is Chen Baohong), the Executive Vice Director of the Chinese Prose Society and the Supplement Department Director of the Chinese Culture Newspaper, he proposed to establish a nationwide culture newspapers social club, which is able to strengthen the links and friendship between all culture centers in China.
As the Deputy Director of China Writers Publishing Group Management Committee and literary critic, Xu Zhongzhi expressed his great respect for journal assistants and considered that traditional periodicals couldn't disappear although new media have changed with each passing day, because professional qualities and standards of journal editors are fountainhead to keep vitality and vigor of traditional periodicals. Meanwhile, he also presented that periodical people from all cultural centers should unit as one, lean from each other and keep communication.
As the deputy chief editor of China Culture Daily and the chief editor of Culture Monthly, Yang Shengsheng claimed that we should value periodicals regardless of their size or publicity and give attention, concern and support to periodical working staffs of cultural centers, especially staffs at gross-roots level.
In the f nal stage of this forum, Honghai awarded periodicals of cultural centers and mass art centers in the first “Culture Cup” , in which Hechuan Literary magazine in Hechuan District,Chongqing won an excellent column prize; Jiulongtan magazine in Jiulongpo District and Jinsha Culture magazine in Shapinba District won an Excellent Editing Prize; Ba-Yu Culture magazine in Chongqing won an excellent periodical prize; Mass Art Center in Chongqing won an outstanding organization prize.

Dancing for Happiness, Taste, harmony——Mass Square Dancing Special Forum
Mass Square Dancing Forum was set up specif cally in the current annual conference of Chinese Cultural Center.
As the Vice Director of Dance Committee of China Cultural Center Association and the curator of Cultural Center in Beibei District, Chongqing, Dong Jinbo made a statement in the forum that we should strive to make square dancing a healthy activity involving in the masses and an activity with diverse forms by improving dance creation and standing out characteristics. Besides, we still need to set up discipline system and specify contest requirements.
As the former Curator of Mass Art Center in Beijing and the guest professor of Central Academy of Cultural Administration,Jia Naiding hold that we should fulfill our duties to guide and support the sound and orderly development of square dancing through providing excellent works, building active platforms,establishing service system and building collaboration mechanism.
The research assistant of Institute for Cultural Studies, Capital Normal University, Jiang Lu suggested that the development of square dancing should be drawn into a framework of social governance theory and discussed. She also proposed the idea of “multielement, consultation, service”and made clear that cultural centers should help to promote the development of square dancing through platform construction,rule-making and emphasis on absorption.
The curator of Cultural Center in Yunnan, Zhang Guifen believed that the square dancing works should be given an important place on the agenda of the Cultural Center and introduced into the end-of-year evaluation system; active expense for square dancing should be included in recurrent expenditure budget of funds for free admission to ensure vigorous development of square dancing activities; A team of choreograph, training and management personals should be cultivated to meet the needs of square dancing works;meanwhile, management regulations should be improved and publicity and guidance should be enforced.

The construction of Cultural Centers under the Environment of Internet——“Internet Plus Cultural Centers” Special Forum
The Director of Suzhou Municipal Center of Public Culture and the Curator of Suzhou Art Museum hold that “Internet plus”is not a large-scale basic construction but a change of resources construction and service mode. The basic function of cultural center is to popularize arts among the whole nation and serves cultural communication between man and man. Cultural center works should not only keep up withe the tide of “Internet plus”,but also not totally rely on Internet, because digitalization will never replace all works of cultural center.
Wu Zhinan, the Researcher of Shanghai Academy of Social Science indicated that a shift from traditional thinking to Internet thinking is the top priority in transition from traditional cultural center to “Internet plus”. Cultural center services the public but not the minority. How to make connections with young and middle-aged mainstream group using the Internet and mobile terminal is critical in digitalization construction of cultural center.
Dong Jinbo, the Curator of Cultural Center of Beibei District,Chongqing introduced “Five Digital Platform” of cultural center in Beibei District. Dr. Zhang Wei, the Research Assistant of Institute of Digital China, Peking University explained foreign innovation cases of digital cultural center construction; many senior workers of cultural center such as curator of cultural center in Sichuan,curator of cultural center in Ma'anshan City, Anhui Province, the Director of Suzhou Municipal Center of Public Culture and so on shared digitalization construction experience of local cultural center.

Reform, Innovation and Development of Establishment of National Public Cultural Service System——Establishment of Demonstration Zone of National Public Cultural Service System Forum
In order to step up exchanges and learning among cities in innovative countries which have established demonstration zone of national public cultural service, and deepen reform and innovation of public cultural system and mechanism as well as innovation of service mode, The Sub-Forum of Establishment of Demonstration Zone of National Public Cultural Service System was held on October 31, and Chen Binbin, the Deputy Director of Public Cultural Department of Ministry of Culture was present. The forum was themed with “Reform, Innovation, Development”and focused on new deployments and requirements of government on accelerating establishment of modern public cultural service system to discuss; typical practices and experience in propelling establishment of demonstration zone,deepening reform of public cultural system and mechanism,innovating public cultural service mode were concluded roundly.
In forum, on behalf of Demonstration Zone in Chongqing,the Party Secretary of Cultural Committee in Beibei District,Chongqing, Wan Tianlun comprehensively summarized establishment of demonstration zone from seven aspects of facilitation, equalization, socialization, digitalization,professionalization, specialization and institutionalization according to cities which have construct demonstration zone,covering many contents such as construction of network infrastructure, conduct of mass cultural activities, participation of social forces, innovation of communication service mode,building of talent teams, promotion of traditional culture,transition of subject research and so on. Other representatives of demonstration zones made speech in succession.
The forum was held by Committee of Experts of Establishment of Public Cultural Service System of Ministry of Culture, sponsored by Committee of Culture in Beibei District,Chongqingwith the presider as Li Guoxin, the Chairman of Committee of Experts of Establishment of National Public Cultural Service System and the professor of Peking University. Chen Binbin, the Deputy Director of Public Cultural Department of Ministry of Culture deployed establishment of demonstration zone in the next stage in detail.
