讓亞歐在互聯(lián)互通中成為命運共同體

五月的重慶，風(fēng)光旖旎，繁花似錦。27-28日，“亞歐互聯(lián)互通產(chǎn)業(yè)對話會議”在此隆重召開。此次“對話會議”的召開，無疑讓亞歐在互聯(lián)互通中將變得更加緊密相連，命運相依。

去年，在北京雁棲湖畔召開的APEC盛會上，中國國家主席習(xí)近平關(guān)于互聯(lián)互通的一席話至今仍在耳畔。他談到中國寓言“愚公移山”故事，蘊含著中國人崇尚互聯(lián)互通的價值追求；談到我們的祖先在極為艱難的條件下，創(chuàng)造了許多互聯(lián)互通的奇跡，絲綢之路就是一個典范。習(xí)近平用一個個生動、鮮活的事例為我們闡述了互聯(lián)互通的思想精髓。他說，我們要建設(shè)的互聯(lián)互通，不僅是修路架橋，不光是平面化和單線條的聯(lián)通，而更應(yīng)該是基礎(chǔ)設(shè)施、制度規(guī)章、人員交流三位一體，應(yīng)該是政策溝通、設(shè)施聯(lián)通、貿(mào)易暢通、資金融通、民心相通五大領(lǐng)域齊頭并進。這是全方位、立體化、網(wǎng)絡(luò)狀的大聯(lián)通，是生機勃勃、群策群力的開放系統(tǒng)。

互聯(lián)互通不僅是中國人自古以來的崇尚，也是人類的共同價值訴求。我們應(yīng)當(dāng)為推進互聯(lián)互通而精心勾畫、積極作為。在這個意義上講，此次“亞歐互聯(lián)互通產(chǎn)業(yè)對話會議”的召開，就是互聯(lián)互通價值追求的一次重大實踐，更是亞歐各國在互聯(lián)互通的實踐中確立了“共享共治”的價值取向。

2014年10月，中國國務(wù)院總理李克強出席在意大利米蘭舉行的第十屆亞歐首腦會議上，提出“共同推進亞歐互聯(lián)互通和貿(mào)易投資自由化”等建議，得到與會各方積極響應(yīng)。會上，李克強提出2015年在華主辦“亞歐互聯(lián)互通對話會議”，對話會的目標(biāo)是為亞歐會議各成員共商推進亞歐互聯(lián)互通大計提供平臺，就歐亞互聯(lián)互通的現(xiàn)狀及挑戰(zhàn)、重點合作領(lǐng)域、推進方式、投融資模式等進行深入探討，同時通過產(chǎn)業(yè)和項目對接推動產(chǎn)業(yè)間互聯(lián)互通務(wù)實合作。

當(dāng)今世界，雖然仍存在一些歧見，局部地區(qū)也仍然存在沖突。但是和平、發(fā)展、合作是時代的主題，是各國人民的共同訴求。面對諸多矛盾和問題，命運共同體的意識需要迫切加強。多些這樣的意識，多些共同面對與共同合作，多些共同構(gòu)建和平、安全、開放、合作的空間，建立多邊、民主、透明的國際互聯(lián)互通治理體系，人類就多一份幸福。

此次互聯(lián)互通產(chǎn)業(yè)對話會議以“創(chuàng)新引領(lǐng)行動，推進亞歐互聯(lián)互通”為主題，旨在為亞歐會議官、產(chǎn)、學(xué)、研各界代表共商推進亞歐互聯(lián)互通大計提供平臺，就亞歐互聯(lián)互通的機遇與挑戰(zhàn)、推進方式、投融資模式等問題進行深入探討并提出建議。具體議題包括亞歐互聯(lián)互通新機遇與產(chǎn)業(yè)合作未來、以重點領(lǐng)域合作提升區(qū)域聯(lián)通水平、推進互聯(lián)互通中貿(mào)易投資和金融合作創(chuàng)新、打造各界共同參與合作的新格局和探索亞歐互聯(lián)互通未來發(fā)展之路。這些都是與會各方共同關(guān)心的重大課題。

Towards an Asia-Europe Community of Common Destiny in the Course of Connectivity

Chongqing in May boasts of exquisite scenery and many beautiful flowers.In such a beautiful season,the Industrial Dialogue of Asia-Europe Connectivity will be held here on May 27 and 28,2015.This dialogue will inevitably bring the destiny of Asia and Europe more closely linked in the course of connectivity.

We still remember the speech about connectivity delivered by China’s President Xi Jinping at the APEC meeting held near Yanqi Lake in Beijing last year.He had talked about the Chinese people’s pursuit of connectivity,which could be seen from an ancient Chinese fable about an old man who tried to move the mountains.He also had mentioned that our ancestors had created many miracles in the extremely difficult conditions,with the Silk Road as its representative.President Xi Jinping had expounded the essence of connectivity for us with many vivid examples.He said that connectivity we desired to build was not only the construction of roads and bridges or an connectivity at the unidirectional and exterior level,but also the trinity development of infrastructure,personnel exchange and regulations and rules,and the simultaneous advancement of policies,facilities,trade,finance and people’s common aspiration.Such connectivity is comprehensive,three-dimensional and with large networks,and it is also an open system full of vitality and the wisdom of all people.

Connectivity has not only been worshiped by the Chinese people since ancient times but also valued by all mankind.We should make careful plans and take active measures to promote connectivity.In this sense,the dialogue on Asia-Europe connectivity in industries is a significant practice of the value.Moreover,all countries in Asia and Europe have established a principle of “shared benefits,joint governance”in this practice.

In October,2014,China’s Premier Li Keqiang attended the 10th ASEM Summit in Milan,Italy and put forward such initiatives as “jointly promoting Asia-Europe connectivity and liberalization of trade and investment”,which received positive responses.At the meeting,Premier Li proposed that China would a dialogue on Asia-Europe connectivity in 2015,with the objective to provide a platform for ASEM members to promote connectivity,to deeply explore the present situation of and the challenges faced by Asia-Europe connectivity,and its key cooperation areas,promotion ways,and investment and financing models,etc.,and to move forward pragmatic cooperation and connectivity among industries through the alignment between industries and projects.

In today’s world,although there remain some discrimination and prejudice and conflicts still occur in some regions,peace,development and cooperation are the overriding themes of our times and a common pursuit of the people all over the world.In the face of many contradictions and problems,people’s awareness of a community of common destiny urgently needs to be strengthened.Human beings will have more happiness if there is more such consciousness,more convergent opinions and mutual cooperation,and more space for peace,security,opening-up and cooperation,and a multilateral,democratic and transparent international connectivity governance system will be established.

The theme of the dialogue is “Advancing Asia-Europe Connectivity Through Innovation”.The objective is to provide a platform for representatives from government,industries,education field and research sphere to promote Asia-Europe connectivity,to deeply explore opportunities and challenges faced by Asia-Europe connectivity,and its promotion ways,investment and financing models,etc.,and give some relevant suggestions.Specific topics include new opportunities for Asia-Europe connectivity and the future of industrial co-operation,enhancing regional connectivity through cooperation in key areas,promoting innovation of trade investment and financial cooperation in the course of connectivity,a new pattern of participation and cooperation from all walks of life and the future development path of Asia-Europe connectivity.These are important subjects of common concern.
