東亞合作系列外長會議為今后中國—東盟關(guān)系開辟美好前景

東亞合作系列外長會議7月26日在老撾首都萬象閉幕。其間，第四十九屆東盟外長會、中國—東盟（10+1）外長會、東盟與中日韓（10+3）外長會、東亞峰會外長會和東盟地區(qū)論壇外長會相繼舉行。

中國和東盟國家在此次會議上一個最主要的共識就是，都同意盡快回到對話協(xié)商解決爭議的正確軌道上。通過中國與參會國家，特別是東盟國家的共同努力，系列外長會始終保持對話與合作的基調(diào)，為今后中國—東盟關(guān)系開辟了美好的前景。

東博會志愿者招募工作順利結(jié)束

第13屆中國—東盟博覽會、中國—東盟商務(wù)與投資峰會（以下簡稱“兩會”）將于9月11～14日在中國南寧舉辦。近日，“兩會”志愿者招募工作順利結(jié)束，選拔出1641名學(xué)生志愿者。

為更好地服務(wù)東盟及“一帶一路”沿線各國客商，第13屆東博會更側(cè)重于對志愿者語言應(yīng)用的要求。這1641名志愿者將接受專業(yè)的培訓(xùn)，繼而服務(wù)于東博會主會場南寧國際會展中心、開幕大會、酒店、車站等城市站點(diǎn)崗位，為客商提供場館指引、秩序維持、陪同翻譯、證件辦理等服務(wù)。

第13屆中國—東盟博覽會召開新聞發(fā)布會

7月19日，中國國務(wù)院新聞辦公室就中國—東盟經(jīng)貿(mào)合作情況和第13屆中國—東盟博覽會、中國—東盟商務(wù)與投資峰會籌備等情況舉行發(fā)布會。會上，廣西壯族自治區(qū)副主席張曉欽表示，第13屆東博會、商務(wù)與投資峰會將于9 月11～14日在中國南寧舉辦，目前展會籌備工作進(jìn)展順利。

東博會致力于推動中國—東盟國際產(chǎn)能、周邊互聯(lián)互通等重點(diǎn)領(lǐng)域的務(wù)實(shí)合作。第13屆東博會將進(jìn)一步優(yōu)化提升服務(wù)，幫助企業(yè)獲得更多商機(jī)；第13屆商務(wù)與投資峰會將舉辦系列高規(guī)格活動。

柬埔寨正式脫離最不發(fā)達(dá)國家行列

世界銀行宣布，從2016年7月1日起，柬埔寨正式脫離最不發(fā)達(dá)國家（LDC）行列，成為中等偏下收入國家的身份，此身份相同于另外51個國家，包括印度、越南和菲律賓等。

部分經(jīng)濟(jì)分析家認(rèn)為，此舉將使柬埔寨獲得的外國援助有所減少，享受的經(jīng)貿(mào)優(yōu)惠政策也會受到?jīng)_擊。柬埔寨商業(yè)部長潘索薩表示，世界銀行改變柬埔寨的身份將不會影響到柬埔寨的經(jīng)濟(jì)發(fā)展，但柬還需一段時間來準(zhǔn)備脫離最不發(fā)達(dá)國家的身份。

外企從國外貸款需向緬甸央行備案

據(jù)《緬甸金鳳凰報》7月4日報道，緬甸央行負(fù)責(zé)人表示，來緬投資的外資企業(yè)，從國外貸款時需向緬甸央行備案，否則企業(yè)資金從緬甸國內(nèi)銀行匯至國外時，央行不予辦理。

據(jù)了解，在緬甸投資的外資中，有近60％的外資企業(yè)均從國外貸款。根據(jù)緬甸外匯管理法第26條，為使外資企業(yè)的資本、利潤、利息等企業(yè)收入資金順利匯至國外，緬甸央行有責(zé)任審核外資項(xiàng)目的資金來源。外資要向緬甸央行提交資金來源證明與金額，如證據(jù)不充分，央行可以拒絕辦理企業(yè)資金匯至國外。

馬來西亞邀中國合建馬六甲港口

據(jù)馬來西亞《東方日報》7月3日報道，馬方計劃在目前的巴生港附近建第三港口。由于70％至80％航經(jīng)馬六甲海峽的船只的目的地是中國，所以馬來西亞交通部希望中國參與該港口計劃。

巴生港是馬來西亞最大的港口，目前分為北港和南港兩個港口。該港口目前是世界第12大貨柜港口，其貨柜裝卸量預(yù)計在2020年達(dá)到1630萬標(biāo)準(zhǔn)箱，接近飽和，所以交通部認(rèn)為有必要擴(kuò)建港口。

越南吸引外商投資鞋業(yè)輔助工業(yè)

據(jù)越南《經(jīng)濟(jì)時報》7月6日報道，2016年前6個月，越南鞋類出口額達(dá)63億美元，同比增長8.8％。新一代自貿(mào)協(xié)定的實(shí)施，將為越南鞋業(yè)提供巨大商機(jī)，出口額將繼續(xù)保持增長。

但越南鞋業(yè)也面臨諸多挑戰(zhàn)，如原材料依賴進(jìn)口，訂單被分流到印尼、泰國等。越南鞋業(yè)協(xié)會表示，要應(yīng)對這些挑戰(zhàn)，越南需推動鞋業(yè)輔助工業(yè)的發(fā)展，提高國產(chǎn)化率，建立專業(yè)工業(yè)區(qū)，降低企業(yè)成本，吸引外商投資，鼓勵技術(shù)轉(zhuǎn)移，完善產(chǎn)品供應(yīng)鏈，實(shí)現(xiàn)2020年～2025年鞋業(yè)發(fā)展規(guī)劃。

泰國推行東部經(jīng)濟(jì)走廊投資政策

日前，泰國政府批準(zhǔn)了東部經(jīng)濟(jì)走廊投資政策（EEC）。該走廊連接緬甸土瓦深水港、柬埔寨的西哈努克港和越南頭頓港，將推動柬埔寨港口物流發(fā)展。

據(jù)泰國中華網(wǎng)報道，投資東部經(jīng)濟(jì)走廊的企業(yè)將享受每年個稅上限10％和5年長期簽證特別優(yōu)惠，其中科研人員將有望享受個稅免征的特殊優(yōu)惠。

為了吸引國內(nèi)外投資者，政府將按照新城市建設(shè)規(guī)劃的總體方案在特區(qū)內(nèi)建設(shè)基礎(chǔ)設(shè)施。此外，特區(qū)內(nèi)可使用美元來進(jìn)行交易結(jié)算，國外銀行也可在該特區(qū)內(nèi)設(shè)立分支機(jī)構(gòu)并開展金融業(yè)務(wù)。

菲律賓經(jīng)濟(jì)發(fā)展署長力推太陽能應(yīng)用

據(jù)菲律賓《商業(yè)鏡報》7月7日報道，菲律賓新任經(jīng)濟(jì)發(fā)展署署長佩尼亞鼓勵在高層建筑屋頂安裝太陽能電池板的做法，以此增加清潔能源的利用率。

佩尼亞提到，已經(jīng)同能源部長就太陽能應(yīng)用進(jìn)行了商談，能源部長未提異議。他認(rèn)為要求家庭安裝太陽能電池板并不現(xiàn)實(shí)，最好是要求所有公司在屋頂安裝太陽能電池板，使用太陽能的準(zhǔn)備時間比火電等項(xiàng)目要少得多，但可能需要更多的空間。

印度尼西亞將開發(fā)亞洲最大的天然氣儲備區(qū)塊

據(jù)印度尼西亞媒體《雅加達(dá)郵報》7月11日報道，為支持冶礦業(yè)發(fā)展，印尼政府正尋求開發(fā)被稱為亞洲最大天然氣儲備的東納土納區(qū)塊。東納土納天然氣區(qū)塊位于納土納群島，目前探明儲量約46萬億立方英尺。目前，一個由印尼國有能源企業(yè)Pertamina、美國?？松梨诩瘓F(tuán)和一家泰國能源企業(yè)組成的財團(tuán)正在對該區(qū)域進(jìn)行勘探。

印度尼西亞能源與礦產(chǎn)資源部希望加快該地區(qū)的開發(fā)。天然氣的開發(fā)及向其他島嶼的輸送被視為確保印度尼西亞礦產(chǎn)業(yè)發(fā)展的關(guān)鍵因素，尤其是對有著眾多冶煉廠的加里曼丹島而言。

新加坡與馬來西亞正式簽署高鐵諒解備忘錄

根據(jù)馬來西亞當(dāng)?shù)孛襟w消息，馬來西亞與新加坡于7月19日在馬來西亞吉隆坡正式簽署新隆高鐵諒解備忘錄。這條高速鐵路也將成為整個東南亞運(yùn)行速度最快的高鐵項(xiàng)目。

新隆高鐵全長350公里，共設(shè)有7個車站，每公里造價預(yù)計超過1000萬美元，而鐵路周邊商用設(shè)施投資預(yù)計將是高鐵項(xiàng)目總造價的三倍。高鐵計劃行駛速度達(dá)到300公里/小時，在2027年建成后，從馬來西亞吉隆坡到新加坡的陸上交通行駛時間將縮短至一個半小時。

泰國與柬埔寨之間跨境鐵路2016年年底之前可完工

據(jù)泰國《曼谷郵報》7月12日報道，柬埔寨方面承諾，將在2016年年底之前完成長6.5公里的跨境鐵路建設(shè)工作。據(jù)悉，該鐵路將連接柬埔寨的波貝與泰國的亞蘭。

緬甸允許合資企業(yè)開展建材貿(mào)易

《緬甸環(huán)球新光報》7月12日訊：緬甸商務(wù)部近期發(fā)布通告，解除了外資在貿(mào)易領(lǐng)域的部分限制，包括允許緬甸與外國合資的企業(yè)從事建筑材料貿(mào)易。

通告稱，合資企業(yè)進(jìn)口建筑材料應(yīng)參照相關(guān)部門的規(guī)定。在申請進(jìn)口許可證前，合資企業(yè)需提供銀行證明，同時也應(yīng)執(zhí)行與緬甸本國貿(mào)易商同樣的政策，包括貿(mào)易限額等。緬甸商務(wù)部通告里表示，將根據(jù)緬甸國內(nèi)需求調(diào)整允許進(jìn)出口的建筑材料清單。

清水河—臨滄邊境貿(mào)易計劃即將開始

據(jù)緬甸《七日》7月5日報道，為了擴(kuò)大中緬貿(mào)易，中國與緬甸即將實(shí)施緬甸撣邦東北部清水河—中國云南臨滄邊境貿(mào)易計劃。

清水河—臨滄是繼瑞麗—木姐貿(mào)易口岸后的第二大中緬貿(mào)易口岸，從2014～2015財年開始，每年的貿(mào)易額在3.5億美元至4.5億美元之間。清水河—臨滄邊境貿(mào)易計劃的實(shí)施將有力推動中國與緬甸邊境貿(mào)易及跨境合作的開展。

中國新疆哈密市首批哈密瓜出口東盟

7月4日，由中國新疆哈密市精品哈密瓜種植園出產(chǎn)的29噸哈密瓜，經(jīng)檢驗(yàn)檢疫合格，獲得中國新疆哈密檢驗(yàn)檢疫局簽發(fā)的《植物檢疫證書》等相關(guān)證書后，出口東盟市場。這標(biāo)志著中國哈密瓜成功邁出開拓國際市場的步伐。

人參、紅參、西洋參的藥材飲片經(jīng)現(xiàn)代工藝加工均可制成中藥配方顆粒，具有攜帶方便、服用與起效迅速、療效確切等優(yōu)點(diǎn)，但由于失去傳統(tǒng)飲片外形，更加難以區(qū)別。如何準(zhǔn)確區(qū)分經(jīng)由不同藥材飲片加工制成的配方顆粒，即研究快速鑒別出人參、紅參、西洋參的不同配方顆粒的方法，對于中藥質(zhì)量控制、中藥臨床用藥安全有著十分重要的意義。

哈密檢驗(yàn)檢疫局相關(guān)負(fù)責(zé)人表示，今后將圍繞發(fā)揮服務(wù)地方經(jīng)濟(jì)發(fā)展的優(yōu)勢，強(qiáng)化與地方農(nóng)業(yè)部門的擴(kuò)大合作，指導(dǎo)和幫助出口哈密瓜企業(yè)提高產(chǎn)品質(zhì)量、升級質(zhì)量管理體系、應(yīng)對國外技術(shù)性貿(mào)易措施，形成高水平的技術(shù)保障體系和高效率的工作協(xié)調(diào)機(jī)制。

越南對中國的荔枝出口額達(dá)4200萬美元

據(jù)《越共電子報》報道，目前每天通過越南新清口岸向中國出口荔枝的貨車為170至200輛。2016年的荔枝出口活動較為順利，截至目前越南對中國的荔枝出口活動已創(chuàng)匯4200萬美元。

據(jù)悉，除了荔枝之外，每天也有來自越南中部各省，運(yùn)輸火龍果、西瓜、嫩香蕉的100輛貨車通過越南諒山省各口岸向中國出口。據(jù)越南工商部預(yù)測，在2016年的荔枝收獲季中，國內(nèi)市場銷售量達(dá)7.8萬噸，出口量達(dá)5.2萬噸。

廣西左江花山巖畫文化景觀成功“申遺”

7月15日，經(jīng)世界遺產(chǎn)委員會會議審議，“左江花山巖畫文化景觀”正式被列入世界文化遺產(chǎn)名單，中國世界遺產(chǎn)總數(shù)已達(dá)49項(xiàng)。左江花山巖畫文化景觀位于中國廣西壯族自治區(qū)崇左市，包含寧明、龍州、江州、扶綏三縣一區(qū)的38個巖畫點(diǎn)、109處巖畫、4050個圖像，是中國南方乃至亞洲東南部區(qū)域內(nèi)規(guī)模最大、圖像數(shù)量最多、分布最密集的赭紅色巖畫群。

崇左花山巖畫申遺成功，不僅實(shí)現(xiàn)了廣西世界文化遺產(chǎn)“零突破”，同時也填補(bǔ)了中國世界遺產(chǎn)巖畫類空白。

柬埔寨推簽證便利措施盼接待200萬中國游客

6月25日，第一屆柬埔寨旅游業(yè)拓展中國客源市場暨致力服務(wù)中國游客戰(zhàn)略研討會在柬埔寨首都金邊舉行。柬埔寨計劃到2020年接待200萬人次中國游客，為此柬埔寨政府正在推動簽證便利措施和旅游業(yè)試行人民幣結(jié)算等措施，吸引更多中國游客訪柬。研討會上，柬埔寨金銀灣“一帶一路”產(chǎn)融結(jié)合示范區(qū)暨“瀾湄合作”先行先試實(shí)驗(yàn)區(qū)正式啟動。

越南將承辦2019年東盟旅游論壇

越南政府總理阮春福7月5日已批準(zhǔn)越南文化體育旅游部承辦2019年東盟旅游論壇（ATF）。阮春福總理責(zé)成該部制定詳細(xì)提案并提交政府總理審批。

2019年東盟旅游論壇期間，組委會將陸續(xù)舉行東盟旅游部長會議、東盟與各伙伴國（中國、日本、韓國、俄羅斯、印度）旅游部長會議、國家旅游機(jī)構(gòu)領(lǐng)導(dǎo)會議、旅游展（TRAVEX）、東盟旅游會議、新聞發(fā)布會等一系列相關(guān)活動。

東盟旅游論壇于1981年首次在緬甸舉行，其后在東盟各成員國輪流舉行。

1　Entrepreneurs jump into robotics industry

July 12， 2016 （China Daily） -- A gray robot with a strange shape attracts the attention of insiders from the robotics industry. It is able to write calligraphy with a brush， and is one of the star exhibits at the three-day China National Robotics Development Forum 2016 in Chongqing， a major platform for Chinese robot makers to showcase their competitiveness. Liang Jinlong， sales manager of the Beijing Up-tech Harmony Co.， Ltd.， which designs and makes the machine，said the company mainly builds robots to be used for educational purposes in schools and universities. It also provides other services such as customized robots. Liang is conf dent about the future of the company and the potential of the robotics industry in China， due to the increasing interest from the public and the encouraging policy of the government.

2　Malaysia's minister hails win-win relations with China under the Belt and Road Initiative

July 3， 2016 （Xinhua） -- The Belt and Road Initiative would be an impetus for world's development and benef t Malaysia in a win-win relation with China， a senior Malaysian of cial said. The initiative had already fostered a series of cooperation items between Malaysia and China， including the sister industrial parks in Qinzhou， China and Kuantan， Malaysia， respectively， Transport Minister Liow Tiong Lai said in an interview with The Star， a local newspaper. Currently， Malaysia is China's third largest trading partner in Asia， after Japan and South Korea， and China is Malaysia's largest trading partner， accounting for some 20 percent of Malaysia's total exports.

3　Civil Society 20 China 2016 opens in Qingdao

July 5， 2016 （Xinhua） -- Chinese President Xi Jinping on Tuesday sent a message of congratulations to Civil Society 20 China 2016 （C20） which kicked off in Qingdao， Shandong Province. In his message， Xi said civil society organizations play an important role in public affairs as well as economic and social development and the Chinese government supports their work. In the same vein， China welcomes friendly exchanges and cooperation with foreign NGOs. He also said that in recent years the importance of C20 in interactions between governments and civil societies and in global economic governance has grown by listening to the voices of society and in building consensus. China is actively reducing poverty through green development and innovation， Yang said， and will continue to support both domestic and international civil societies in those f elds.

4　Singaporean venture capitalists remain bullish on Chinese VC market

July 8， 2016 （China Daily） -- Six Singaporean venture capitalists， who are active in Chinese Venture Capital market over the last decade， gathered on Tuesday at a forum to share their experience and expectations towards the Chinese market. China has entered a new phase of growth， with the private sector playing an increasingly important role in promoting the economy. Outbound investments from China have also surpassed inward investment f ows， providing new opportunities for business people from Singapore and other countries. Sun Xueling， CEO of Business China， organizer of the forum “Riding the waves of the future economy -- opportunities in China”， said that the Info Tech sector had become a fast growing area in the Chinese economy， and many Singaporeans had played a role in the growth of this sector in China.

5　Hopes rise for Philippine tourism

July 1， 2016 （China Daily） -- The Philippines is emerging as a more attractive destination for holidaymakers from China despite geopolitical concerns， according to industry insiders. Tour operators see the Philippines adopting more pragmatic policies， such as visa-free entry for Chinese citizens， to attract more tourists. Ctrip， China's leading online travel agency， noted that the visitor numbers from the Chinese mainland to the Philippines had soared by 200 percent in the last five months. “Currently， we see an increasing number of Chinese tourists heading to the Philippines，” Ctrip told China Daily. The Philippine archipelago -- which is blessed with more than 7，000 islands， spectacular natural scenery and abundant marine life -- has been welcoming rising numbers of Chinese tourists since mid-2015， Ctrip said.

6　China's FDI inf ow rises in June

July 13， 2016 （Xinhua） -- Foreign direct investment （FDI） into China rose by 9.7 percent year on year to US$ 15.23 billion in June， the Ministry of Commerce said on Tuesday， compared with a one-percent decline registered in May. In the f rst half of 2016， FDI， which excludes investment in the financial sector， rose by 5.1 percent year on year to US$ 69.42 billion， with the growth rate accelerating from 3.8 percent registered in the f rst f ve months， the ministry said. The service sector attracted US$ 48.94 billion of FDI in H1， eight percent more than that in the same period of last year， representing 70.4 percent of the total. FDI into the manufacturing sector declined by 2.8 percent during the same period to US$ 19.53 billion， accounting for 28.3 percent of the total.

7　Exports of Vietnamese fruits， vegetables to China grow over 77 pct in 5 months

July 5， 2016 （Xinhua） -- Exports of Vietnamese fruits，vegetables to China saw a growth of 77.3 percent year-on-year in the first five months of 2016， the Ministry of Agriculture and Rural Development said on Tuesday. During the f ve-month period， Vietnam exported fruits and vegetables， worth over US$ 692 million， to China. China remained the biggest export market of Vietnamese fruits and vegetables. Exports to China accounted for some 70.4 percent of Vietnam's total market share in the f ve-month period. Revenue of fruits and vegetables exported to China in 2015 reached some US$ 1.1 billion， accounting for around 60 percent of Vietnam's export revenue of the products， a sharp increase from the level of around 30 percent in 2014， according to Vietnam's Association of Fruits and Vegetables.

8　State promotes publicprivate partnerships

July 9， 2016 （China Daily） -- The Chinese government will intensify efforts to promote more standardized and rapid development of publicprivate partnerships， especially for projects in the public service sector. This is also part of the government's ef ort to encourage private investment across the country. New measures will be introduced to encourage the partnerships， or PPP， especially for public services， as was decided at the State Council's executive meeting chaired by Premier Li Keqiang. Li said that while the country has seen much progress in promoting PPP in the past two years， a variety of institutional barriers still hinder PPP development. “We need to work hard to address these problems in PPP promotion: government functions are overlapping； policies and legislations are not yet ready， etc.”
