Beginning in the early 1980s， Scott began developing personal connections with leading legal experts from such Chinese legal institutes as the Sun Yatsen University Law School，Guangzhou and what is now the Southwest University of Political Science and Law， Chongqing. Through these connections and at the invitation of the Justice Department of the People's Republic of China， Scott served as a foreign expert on international business law at the Southwest University of Political Science and Law. Scott continues to partake on regular trips to China for both business and personal reasons. From these experiences，Scott gained not only a degree of familiarity with Mandarin Chinese， but also an appreciation for the Chinese people and culture.
