中國—東盟中心官員出席中國—東盟環境合作論壇

2016年9月10日，中國—東盟環境合作論壇（2016）于第13屆中國—東盟博覽會期間在廣西南寧舉行。論壇以“綠色發展與城市可持續轉型”為主題，由中國環境保護部、廣西壯族自治區人民政府主辦，中國—東盟環境保護合作中心等承辦。廣西壯族自治區人民政府副主席黃世勇、中國環境保護部副部長趙英民、越南自然資源與環境部副部長楚范玉賢、東盟副秘書長翁貼等來自中國和東盟國家政府部門、企業界、國際組織、媒體等300余位嘉賓出席論壇。中國—東盟中心官員應邀參加。

黃世勇副主席表示，近年來，廣西堅持在保護中發展、在發展中保護，促進生態與經濟的全面平衡發展，取得了積極成效。廣西愿繼續發揮自身優勢，推動中國—東盟環境合作，提升本區域發展質量，增進人民福祉。

趙英民副部長為加強中國—東盟環境合作提出三點建議：一是共建綠色“一帶一路”，建設區域環境共同體。二是聯手打造南南環境合作典范。三是積極開展生態友好城市合作，為環境合作提供動力。希望雙方繼續加強交流，為區域可持續發展做出更大貢獻。

楚范玉賢副部長表示，2016年5月，東盟和中國通過了《中國—東盟環境合作戰略2016-2020》，為雙方進一步加強環境合作指明了方向和路徑。希望雙方進一步加強政策交流，形成合作機制，實現綠色發展的共同目標。東盟副秘書長翁貼表示，環境合作是中國—東盟合作的重點領域之一，希望雙方共同承擔起保護環境的責任，積極協調配合，實現低碳和可持續的城市發展。

嘉賓們圍繞城市可持續轉型的政策、進展和經驗以及環境技術合作與創新、實現2030年可持續發展議程的環境目標等議題進行了討論。會議期間還舉行了“中國—東盟生態友好城市發展伙伴關系”啟動儀式。

On 10 September 2016, the China-ASEAN Environmental Cooperation Forum 2016, with the theme of “Sustainable Urban Transformation for Green Development”, was held in Nanning during the 13thChina-ASEAN Expo. The Forum was co-hosted by China’s Ministry of Environment Protection and the Government of Guangxi Zhuang Autonomous Region, organized by China-ASEAN Environment Cooperation Centre. More than 300 delegates from the government sectors, business circles, international organizations, media, etc, including Mr. Huang Shiyong, Vice Governor of Guangxi Zhuang Autonomous Region, Mr. Zhao Yingmin, Vice Minister of Environmental Protection of China, Mr. Chu Pham Ngoc Hien, Vice Minister of Natural Resources and Environment of Viet Nam and Mr. Vongthep Arthakaivalvatee, Deputy Secretary-General of ASEAN attended the Forum. Representatives of ASEAN-China Centre attended the Forum.

Vice Governor Huang Shiyong said that, in recent years, Guangxi had been striving for the balanced development of environment and economy, which had achieved remarkable results. Guangxi would like to further play its active role, by virtue of itsadvantages, in pushing forward ASEAN-China environmental cooperation, raising the development level and bringing tangible benefits to the people living in this region.

Vice Minister Zhao Yingmin proposed three suggestions for strengthening ASEAN-China environmental cooperation. First, to build the“Green Belt and Road” and regional environment community together. Second, to set up a good example of south-south environmental cooperation. Third, to enhance the cooperation on Ecofriendly cities, so as to provide driving forces to environmental cooperation. He hoped that the two sides could have closer coordination and make greater contribution to the sustainable development of the region together.

Vice Minister Chu Pham Ngoc Hien said that this May ASEAN and China endorsed the ASEANChina Environmental Cooperation Strategy 2016-2020, which pointed out the direction and paths to further strengthen ASEAN-China environmental cooperation. He hoped that the two sides could strengthen policy coordination, form cooperation mechanism, and acheive the common goal of green development. Vice Secretary-General Vongthep said that environmental cooperation has been one of the priorities of ASEAN-China cooperation. The two sides should shoulder the responsibilities together, coordinate with each other, and strive for the low-carbon and sustainable urban development.

The delegates exchanged views on sustainable urban transformation: policies, progress and experience, environmentally sound technology cooperation and innovation, achieving environmental goals of the 2030 agenda for sustainable development, etc. During the Forum, the Inauguration Ceremony of China-ASEAN Partnership for Ecologically Friendly Urban Development was held.
