發揮友城支點作用，服務“一帶一路”建設

重慶是中國中西部地區唯一的直轄市，處在“一帶一路”和長江經濟帶的聯接點上。

2011年1月，渝新歐中歐班列正式開通運行，全程11000公里。渝新歐國際鐵路聯運大通道是重慶對外開放建設的重要創舉，也是絲綢之路經濟帶建設的重要支撐和先行者。2014年3月，國家主席習近平訪問德國期間專程赴杜伊斯堡火車站親自迎接渝新歐班列到站。

為有效服務和促進作為“絲綢之路經濟帶”重要載體的渝新歐中歐班列建設，重慶市提出了打造渝新歐友好城市帶的設想。為此，重慶市外事部門先后成功加入了中國—中東歐國家合作、中國長江中上游地區和俄羅斯伏爾加河沿岸聯邦區合作（以下簡稱“中俄兩河流域合作”）、中國—中東歐國家省州長聯合會等國家級機制，并在重慶成功舉辦了首屆中國—中東歐國家地方領導人會議、中俄兩河流域合作工作組第一次全體會議、亞歐互聯互通產業對話會等大型國際多邊、雙邊國際會議。重慶還先后派團出席了上述機制下在中東歐地區、俄羅斯和國內其他省市舉辦的系列大型會議會展等活動。

中東歐國家是“一帶一路”輻射的重點區域之一。目前，重慶市已與中東歐地區國家建立地方城市友好關系達13對。在“渝新歐”沿線，重慶市與哈薩克斯坦的阿拉木圖市，俄羅斯的沃羅涅日市、奧倫堡州、薩馬拉州、巴什科爾托斯坦共和國等10多個州市（共和國），白俄羅斯的明斯克州，波蘭的克拉科夫，德國的杜塞爾多夫、杜伊斯堡，比利時的安特衛普省等建立了友好城市關系或友好交流關系，并開展了豐富多彩的交流合作活動。比如，重慶大學與友城安特衛普省在重慶共建物流學院，為我市培養緊缺的物流專門人才；重慶市與杜塞爾多夫和杜伊斯堡聯合簽署渝新歐物流運輸合作協議；以友城杜塞爾多夫為基點，將友好關系擴展到杜伊斯堡和整個北威州地區，在友城杜塞爾多夫開設渝新歐聯絡處基礎上，通過舉辦多項交流活動助推“渝新歐”。同時，在重慶成功舉辦了“一帶一路”暨渝新歐班列建設與中亞地區合作研討會。重慶市已連續4次派團參加在友城杜塞爾多夫舉辦的中國節活動。為配合國家總體外交，重慶市還積極利用與杜塞爾多夫業已建立的友城關系，支持中國駐杜塞爾多夫總領館建館工作，受到外交部和杜塞爾多夫市政府的高度贊譽。

實踐證明，重慶的國際友城工作大有可為。

Playing the role of sister city fulcrum, serving the construction of One Belt and One Road

Chongqing,located in the connecting point of“One Belt and One Road”and the Yangtze River Economic Zone, is the only municipality in central and western China.

In January, 2011, China Railway Express of Chongqing-Xinjiang-Europe was officially opened, with the whole course being 11,000 kilometers. Chongqing-Xinjiang-Europe International Railway is an important initiative of Chongqing opening to the outside; it is also an vital support and pioneer for the construction of the new silkroad economic belt.In March, 2014, during President Xi Jinping paid a visit to Germany, he came all the way to Duisburg railway station to welcome Chongqing-Xinjiang-Europe train to arrive at the station.

In order to effectively serve and promote the construction of China Railway Express of Chongqing-Xinjiang-Europe,the important carrier silkroad economic belt, Chongqing Municipality put forward the idea of building the Chongqing- Xinjiang-Europe sister city belt. So Chongqing Foreign Affairs Department has successfully joined the China-CEEC cooperation, middle and upper reaches of Chinese Yangtze River and the coastal region of Russia Volga River Cooperation (referred to as: Sino-Russian Two Rivers Cooperation), China-CEEC Association of Governors of Provinces and Regions. Chongqing held the fi rst local leaders’ meeting of China and central and eastern European Countries,the firs working group plenary meeting of Sino-Russian two rivers cooperation,ASEM Industry Dialogue on Connectivity and other internationally large-scale bilateral and multilateral meetings. Chongqing also assigned delegation to attend large-scale meetings and exhibitions held in CEEC, Russia and other provinces of China under the mechanism described above.

CEEC are one of the major areas that One Belt and One Road covers.Currently, Chongqing has established 13 pair of local friendly relationship with CEEC. Along the Chongqing-Xjinjiang-Europe railway, Chongqing has established sister cities or friendly communication relationship with more than 10 states and cities including Almaty of Kazakhstan, Russia's Voronezh City, Orenburg, Samara, Bashkortostan Republic,Minsk of Belarus, Cracow Düsseldorf of Poland, Duisburgof Germany, Duisburg, Antwerp Province of Belgium. It also held lots of activities of exchange and cooperation. For example, Chongqing established logistics college with its sister city Antwerp Province in Chongqing to cultivate the specialized logistics talents that Chongqing lack. Chongqing signed Chongqing-Xinjiang-Europe Logistics Transportation Cooperation Agreement with Düsseldorf and Duisburg; based on its sister city Düsseldorf, Chongqing expanded this friendly relationship to Duisburg and the whole North Rhine-Westphalia region. It also booster Chongqing-Xinjiang-Europe by holding many exchange activities and on the basis of setting up Chongqing-Xinjiang-Europe connection offi ce. Meanwhile, Chongqing held One Road and One Belt and Construction of Chongqing-Xinjiang-Europe International Railway Line and Central Asia Cooperation Seminar. Chongqing has sent delegations for four times to attend Chinese festival activities held in sister city Dusseldorf. In order to coordinate with the overall diplomacy of our country,Chongqing took advantage of the sister city relationship with Dusseldorf to support the construction of consulate of Chinese Embassy in Dusseldorf, which was highly praised by the Ministry of Foreign Affairs and government of Dusseldorf City.

Practice has proved that Chongqing's international sister city work is promising.
