東博會上結(jié)出中國—東盟質(zhì)檢合作的碩果

第五屆中國—東盟質(zhì)檢部長會議

坐落于中越邊境友誼鎮(zhèn)卡鳳村上有一座總建筑面積約11萬平方米的國檢試驗區(qū)，那里有區(qū)別于一般貿(mào)易的邊民互市貿(mào)易檢驗檢疫電子監(jiān)管平臺，報檢全流程實現(xiàn)無紙化；綜合輻照系統(tǒng)每小時可處理30噸貨物，比傳統(tǒng)方式更安全、快捷；同時，監(jiān)控系統(tǒng)還可對憑祥轄區(qū)內(nèi)的其他邊民互市點進行實時監(jiān)控與指揮，提高貨物通關(guān)效率。這便是中國第一個邊貿(mào)國檢試驗區(qū)——憑祥(卡鳳)國檢試驗區(qū)。

2016年9月10日，憑祥(卡鳳)國檢試驗區(qū)在第五屆中國—東盟質(zhì)檢部長會議上揭牌成立，以創(chuàng)新、實用和可操作性的方式，打破了檢驗檢疫幾十年來對邊境貿(mào)易監(jiān)管的常規(guī)慣用做法，在確保疫病疫情和質(zhì)量安全風(fēng)險可控的前提下，促進邊境貿(mào)易“快驗快放”和“優(yōu)進優(yōu)出”，從而助力打造中國—東盟質(zhì)量安全命運共同體。

憑祥(卡鳳)國檢試驗區(qū)可以說是中國與東盟在創(chuàng)新質(zhì)檢合作方式的一個縮影。近年來，中國—東盟質(zhì)檢合作雖然取得了明顯的成效，但隨著中國—東盟自貿(mào)區(qū)建設(shè)步伐的加快，中國與東盟之間的經(jīng)貿(mào)和人員往來日益頻繁，雙方貿(mào)易背后潛在的食品安全風(fēng)險、公共衛(wèi)生風(fēng)險等也在加大，從而給中國—東盟產(chǎn)品質(zhì)量監(jiān)督和檢驗檢疫帶來了巨大的挑戰(zhàn)。為此，進一步完善雙方質(zhì)檢合作對話與合作機制，深入推進質(zhì)量安全法規(guī)、標(biāo)準(zhǔn)、信息和人員培訓(xùn)等方面的合作也就成了中國與東盟各國的共同愿望和責(zé)任。

在此背景下，為中國—東盟自貿(mào)區(qū)建設(shè)量身定制的中國—東盟博覽會自創(chuàng)辦起，也為中國—東盟質(zhì)檢合作搭建了務(wù)實有效的平臺，護航中國—東盟自貿(mào)區(qū)的產(chǎn)品質(zhì)量、食品安全，維護19億消費者的切身利益。

2006年，首屆中國—東盟出入境檢驗檢疫合作論壇在第3屆東博會期間舉辦，由此拉開了雙方質(zhì)檢合作的序幕；2007年10月28～29日，首屆中國—東盟質(zhì)檢部長會議在第4屆東博會期間舉行，會議就加強中國—東盟食品安全合作提出倡議，達(dá)成《南寧聯(lián)合宣言》，標(biāo)志著中國—東盟質(zhì)檢部長級磋商機制的正式啟動；在第8屆東博會上，中國—東盟質(zhì)檢部長會議又建立了中國和東盟在TBT（技術(shù)性貿(mào)易壁壘）和SPS（動物與植物衛(wèi)生檢疫）兩個領(lǐng)域的部長級磋商機制，對全面開啟中國—東盟在標(biāo)準(zhǔn)、技術(shù)法規(guī)等合格評定領(lǐng)域的合作具有重要的里程碑意義。

不僅如此，為了讓中國—東盟質(zhì)檢合作更加務(wù)實、有效，以實現(xiàn)2020年雙邊貿(mào)易額達(dá)到一萬億美元，于2016年9月10日舉辦的第五屆中國—東盟質(zhì)檢部長會議上，中國與東盟各國還形成了《第五屆中國—東盟質(zhì)檢部長會議(SPS合作)聯(lián)合聲明》、《2017-2018行動計劃》等一系列重要成果文件，以及舉行了中國—東盟邊境貿(mào)易國檢試驗區(qū)揭牌儀式、中國—東盟檢驗檢疫電子證書合作授鑰儀式、中國—東盟動植物疫病疫情聯(lián)防聯(lián)控大數(shù)據(jù)平臺啟動儀式。

近年來，在這些部長級合作機制的框架下，中國與東盟不僅建立了高層質(zhì)檢合作機制，加強了質(zhì)檢的協(xié)商與對話，同時也讓雙方得以構(gòu)建“國家高層—部委辦局—基礎(chǔ)環(huán)節(jié)”的跨國質(zhì)檢合作。如今，推動中國與東盟之間質(zhì)檢認(rèn)證技術(shù)交流與互認(rèn)的中國—東盟質(zhì)檢中心，以及促進中國—東盟邊境貿(mào)易的憑祥(卡鳳)國檢試驗區(qū)已陸續(xù)成立；而由中國計量院東盟研究中心與廣西質(zhì)監(jiān)部門正在援助的柬埔寨計量中心建設(shè)目前也在落實當(dāng)中。

可以說，從高層決策到地方行動計劃的實施，從信息通報和交流到各方人員互訪、舉辦培訓(xùn)，借助東博會的平臺，中國—東盟質(zhì)檢合作正日趨走向機制化、制度化和規(guī)范化，為雙方開展更深入的經(jīng)貿(mào)合作鋪平了道路。正如中國國家質(zhì)檢總局局長支樹平所言：“在中國—東盟經(jīng)貿(mào)關(guān)系發(fā)展進程中，質(zhì)檢工作扮演了重要角色，雙方質(zhì)檢SPS合作已經(jīng)成為中國—東盟友好合作和戰(zhàn)略伙伴關(guān)系的重要組成部分。”

C hina-ASEAN Pilot Zone for Border Trade Inspection (CAPZBTI), with an area of 110,000 square meters, is located in Kafeng, Pingxiang bordered to Vietnam. The pilot zone has adopted E-platform for border trade inspection and quarantine and paperless customs inspection, the irradiation system of which can handle 30 tons of cargos per hour and the supervision system can also monitor and command other border trade points. The E-platform boasts easier, safer irradiation, and higher clearance efficiency.

CAPZBTI was unveiled at the China-ASEAN Ministerial Meeting on Quality Supervision, Inspection and Quarantine on September 10, 2016. The pilot zone enjoys higher inspection and clearance efficiency, border trade quality than those of the conventional supervision for border trade, and thus to create a China-ASEAN community of shared future in terms of quality safety.

The pilot zone, as it were, is a miniature of China-ASEAN innovative cooperation in the quality inspection and quarantine. In recent years, though tangible effects have been attained in the China-ASEAN cooperation in the quality inspection and quarantine, the risks in food security and sanitary are higher due to the increasing economic cooperation and personnel exchanges between China and ASEAN, which poses a great challenge to the China-ASEAN cooperation in the quality inspection and quarantine. To improve the dialogue and cooperation mechanism, both ASEAN and China share the common will and responsibility to boost the cooperation in relevant laws and regulation on quality security, standards, information and personnel training.

In this context, CAEXPO has long been a pragmatic and effective platform for the China-ASEAN cooperation in the quality inspection and quarantine, guaranteeing the product quality and food safety in the CAFTA and thus protecting the interests of 1.9 billion consumers.

The first China-ASEAN Forum on Entry-Exit Inspection and Quarantine was held during the 3rdCAEXPO in 2006, marking the beginning of the China-ASEAN cooperation in the quality inspection and quarantine. At the first China-ASEAN Ministerial Meeting on Quality Supervision, Inspection and Quarantine on October 28-29, 2007 in conjunction with 4thCAEXPO, both sides initiated that cooperation on food safety should be strengthened. On this basis, both sides finally signed theNanning Joint Declaration, marking the official launching of the China-ASEAN ministerial consultation mechanism. At the 8thCAEXPO, the ministerial consultation mechanism expanded to cover cooperation on TBT and SPS, being of great significance in China-ASEAN cooperation in conformity assessment areas involving standards and technical regulations.

In addition, to make bilateral cooperation more pragmatic and effective and to realize the goal of US$ 1 trillion of the bilateral trade volume by 2020, China and ASEAN signed a series of important documents including theJoint Statement on Fifth China-ASEAN Ministerial Meeting on Quality Supervision, Inspection and Quarantine (SPS Cooperation)andAction Plan 2017-2018, built CAPZBTI, shared the electronic certificate for China-ASEAN Inspection and Quarantine and launched the Big Data Platform of China-ASEAN Joint Prevention and Control of Animal and Plant Diseases.

Thanks to cooperation mechanisms at ministerial level, China and ASEAN have built high-level cooperation mechanism for quality inspection and quarantine and strengthened relevant consultation and dialogue and boosted cross-border quality inspection cooperation at the state, ministerial and primary levels. At present, China-ASEAN Quality Inspection Center, which is designed for boosting Quality Inspection Technical Exchanges and Mutual Recognition, and CAPZBTI have been built. With the support from National Institute of Metrology, China and quality inspection departments of Guangxi, Cambodia Center of Measurement is under construction.

By virtue of the CAEXPO functioning ranging from the decision-making level to the subordinate level, from information notification to personnel training and exchanges, China-ASEAN cooperation in quality inspection grows increasingly mature in terms of mechanism, institution and regulation, paving the way for further bilateral economic cooperation. Zhi Shuping, Director General of Administration of Quality Supervision, Inspection and Quarantine (AQSIQ), said that quality inspection has been playing a crucial role in China-ASEAN economic development, and China-ASEAN SPS cooperation has been an important part of China-ASEAN friendly cooperation and partnership.”
