中國北海：崛起中的“北部灣硅谷”

13家來自東部地區的知名電子企業“抱團”扎堆落戶北海工業園區，規劃建設包括智慧終端產業園、LCM液晶屏、智能終端產品供應鏈等13個電子信息產業項目；中電北海產業園眾創空間被科技部認定為國家級眾創空間；被譽為北海電子信息產業“升級版”的中國電子北部灣信息港項目，首期雙創孵化大樓正式封頂……北海電子信息產業好消息頻出。近年來，國內外許多電子信息企業入駐北海，一個個廣西或全國電子信息產業在這里不斷誕生，一幅“北部灣硅谷”的宏偉藍圖正在這座海濱城市徐徐鋪開。

早在2006年3月，在中國東部產業轉移的大背景下，北海就掛牌成為了廣西首個電子信息產業基地。隨著廣西北部灣經濟區發展規劃的加快實施，北海電子信息產業也得到進一步發展。2007年，中國電子工業集團進入北海，投資建設中電北海產業園。

2009年12月30日，中國電子北海產業園正式開園，借助中電集團等行業領軍企業的帶動效應，冠捷科技、朗科科技、三諾電子先后進駐，在北海這片“沃土”上蓬勃發展，并帶來了五金、注塑等一批關聯配套企業，促進北海電子信息產業鏈條逐步延伸和完善，使得北海電子信息產業產值一路走高。隨著廣西第一條固態干鉭電容器生產線和第一家萬級液晶模組無塵車間在此誕生，廣西擁有了自主生產的第一臺筆記本電腦、第一塊筆記本電池、第一臺海量存儲器、第一臺液晶電視等等，實現了電子信息產品生產的多項新突破。目前，園區已形成整機及光電顯示、關鍵零部件、海量存儲、軟件研發、新能源新材料等幾大產業板塊。

如今，北海電子信息產業已實現從無到有，從弱到強的“爆發式”發展，成為北海市的重要支柱產業和廣西北部灣經濟區開放開發的新亮點。從以下這組數字，我們可以看到被譽為“北部灣硅谷”的北海,其電子信息產業強勢崛起歷程：2006年北海全市電子信息產業總產值僅為25.6億元；在2008年時只有45.6億元；2009年突破100億元，成為北海首個產值過百億元的產業；2015年，北海市電子信息產業實現產值1034億元，成為北海首個千億元產業，并成為廣西最大的電子產業集群，產業規模在廣西獨占鰲頭。

然而北海電子信息產業是如何取得如此的成績的？

據了解，在看到北海電子信息產業蓬勃發展的狀況之后，2010年北海市政府就將電子信息產業確立為北海三大支柱產業之一，并給予多種優惠政策：為了吸引電子信息企業入駐，北海從財稅、審批、人才、技術創新等方面出臺多種優惠政策。

在通關方面，海關、國檢等口岸聯檢部門為落戶電子信息企業優先開通綠色通道，目前北海口岸已成為廣西各大口岸中通關速度最快、服務最周全的口岸之一，可滿足電子信息企業“大進大出、快進快出”的需要；在物流方面，為幫助企業盡量降低物流成本，北海市政府采取補貼物流公司和生產企業的方式，設立從北海至廣州、深圳的物流專線，開辟了北海到中國香港、高雄地區的海運專線。

通過完善的服務，帶來“以商招商”的良性效果。就北海工業園來說，企業進駐，有園區幫招工，項目進來，有團隊幫辦證；項目建設直接有市領導聯系推進，遇到問題有工作組協調……

“項目入園后，政府部門就像‘保姆’一樣給我們提供‘一站式’服務，招工、辦證都實行免費包辦，相關費用也進行了減免。”提到北海的投資環境，廣西惠科科技有限公司總經理沈涌贊不絕口。他表示，自己2011年準備到中西部地區投資建廠時，考慮了揚州、宜昌等多個地方，之所以選擇北海，不僅是因為這里有便捷的交通物流條件，更重要的是因為北海優越的投資環境及服務。

電子信息產業憑借集聚創新資源與要素的特征，成為當前全球創新最活躍、帶動性最強、滲透性最廣的行業領域，其發展前景十分廣闊。北海電子信息產業暢快發展，將為北海、北部灣經濟發展注入強勁動力，對北海、北部灣經濟區產業結構的完善具有重要意義。未來，伴隨中國電子北部灣信息港的建設，北海電子信息產業還將創造新高，增速北部灣經濟區的發展，讓廣西北部灣經濟區在中國—東盟信息交流中扮演更重要的角色。

R ecently good news came that the Beihai Industrial Park contracted with 13 wellknown E-commerce companies in eastern China, and planned to launch 13 projects involving intelligent terminal industrial park, the supply chain of intelligent terminal products and LCM panel; the maker space of CEC Beihai Industrial Park (CECBIP) has been ranked as China’s state-level maker space; and the Phase I project of Innovative and Entrepreneurial Incubator Building of the CEC Beibu Gulf Information Harbor Project has been officially completed. Over the recent years, a group of E-commerce companies at home and abroad have settled in Beihai, thus rolling up an imposing and thriving picture of the electronic information industry Beibu Gulf “silicon valley” in the coastal city.

In March 2006 when the some industries in eastern China were moving towards some less-developed areas in the central or western China, Beihai became the first electronic information industrial base. Beihai Electronic Information Industry has been advanced by virtue of the rapid development of Guangxi Beibu Gulf Economic Zone. In 2007, China Electronics Technology Group Corporation invested in the building of CECBIP.

CECBIP opened on December 30, 2009. Led by industrial pioneers, TPV, Netac and 3NOD have contracted with CECBIP and brought in a group of supporting enterprises involving metals and injection molding, which sped up the extension and improvement of the electronic information industrial chain in Beihai and kept the industrial value on the rise. The first production line of solid and dry tantalum capacitors has manufactured the first Guangximade PC, laptop battery, mass memory and LCD TV. New breakthrough has been made in the manufacturing of many an electronic information product. At present, CECBIP owns several industrial sectors like complete machines and photoelectric display, key components, mass memory, software R & D, and new energy and materials.

The explosive growth of the electronic information industry in Beihai made the industry local economic mainstay and new growth point in the open development of Guangxi Beibu Gulf Economic Zone. The rise of the electronic information industry in Beihai can be seen from the following data: the output value of the electronic information industry in Beihai was only 2.56 billion yuan in 2006; 4.56 billion yuan in 2008; 10 billion yuan; 103.4 billion yuan in 2015. It is therefore now the largest electronic industrial cluster in Guangxi.

How did the industry grow into today’s leading industrial cluster?

It is learned that, in order to invite electronic information companies, Beihai municipal government launched a series of preferential policies to the one of the three economic mainstays of Beihai in 2010, involving finance & taxation, review & approval, personnel, and technological innovation.

In terms of clearance, the port customs and inspection departments open a green channel for the contracted electronic information companies. At present, Beihai Port’s convenient and thoughtful clearance services satisfy the companies’ demands for pass speed. In terms of logistics, depending on the governmental support, logistics companies and manufacturers work together to set up a logistics route from Beihai to Guangzhou, to Shenzhen and a shipping route from Beihai to Hong Kong (China) and to Kaohsiung, Taiwan (China).

Better services helped investment promotion a lot. CECBIP provides its contracted companies with personnel recruitment service and helps them with application documentation for introducing projects. Besides, local administration also helps the companies advance the projects and coordinate relevant work.

“The introduced projects can enjoy free one-stop services covering personnel recruitment and documentation and enjoy relevant fee waiver.” Shen Yong, General Manager from the Guangxi Huike Technological Co., Ltd. spoke highly of the investment environment in Beihai, adding that choosing the factory site in Beihai is because there is convenient logistics and preferential investment environment and services there.

Gathering innovative resources and factors, electronic information industry has been the most encouraging, inclusive industry with a broad prospect. The rapid development of electronic information industry in Beihai injects impetus into the economy and improves industrial structures in Beihai and Beibu Gulf economic zone. In the coming years, the establishment of CEC Beibu Gulf Information Harbor will further promote electronic information industry and Beibu Gulf Economic Zone, which will play a more important role in the bilateral information exchange.
