據了解，重慶自貿試驗區自2016年8月31日獲準可以設立，至2017年的3月15日下達正式的文件批復半年多的時間里，根據國務院的統一部署和安排，在中共重慶市委、市政府的堅強領導下已經復制了一批改革的成果，在復制推廣的51項改革成果中，已經有48項全部落地實施，還有3項目前正在協調推進。同時，國家相關的部委和重慶市相關的局委辦圍繞自貿試驗區建設的核心任務，陸續推出了一批支持政策和配套措施。

在重慶自貿試驗區正式掛牌后，重慶海關、重慶出入境檢驗檢疫局、市金融辦、人民銀行重慶營管部、重慶保監局、重慶市發展和改革委員會、重慶市知識產權局、重慶市工商行政管理局、重慶市政府口岸辦、重慶市公安局出入境管理局、重慶市高級人民法院等11部門相繼推出了助推重慶自貿試驗區建設的具體政策舉措，并以新聞發布會的形式對外公布。

重慶海關：27項舉措支持重慶自貿試驗區建設

重慶海關副關長李玉表示，為助力重慶自貿試驗區的建設發展，重慶海關主動對標國際高標準經貿規則、對標全面深化改革要求、對標高水平自貿試驗區建設經驗，研究制定了27項支持舉措，涉及“提升行政執法效能”“創新保稅監管制度”“支持新型業態發展”“加強物流樞紐建設”“深化行政體制改革”等多個方面。這27項支持舉措的推出將有利于重慶發揮西部大開發重要戰略支點、“一帶一路”和長江經濟帶聯結點作用，有利于重慶全面融入國家對外開放和區域發展戰略格局，有利于加快建成高水平高標準自貿試驗區。

重慶出入境檢驗檢疫局：15條舉措創新內陸檢驗檢疫監管模式

重慶出入境檢驗檢疫局副局長蔡文彪在新聞發布會上表示，重慶出入境檢驗檢疫局已制定《重慶檢驗檢疫局關于進一步深化檢驗檢疫制度創新支持中國（重慶）自由貿易試驗區建設的意見》，這是該局支持重慶自貿試驗區建設創新政策和具體措施的集中體現，主要涉及深化行政管理改革、深化檢驗檢疫監管制度創新、提升貿易便利化水平、支持服務貿易轉型升級等4個方面，共有15條措施。他還特別指出，增加企業和群眾的獲得感，是檢驗檢疫政策創新的出發點和落腳點。通過這些支持措施，希望能讓企業通關更便捷，辦事更方便，選擇更多元。同時，也能夠為廣大重慶市民帶來多項利好：一是可以購買到更豐富的進口商品。進口水果、進口肉類等指定口岸功能的拓展、延伸，進口食品、進口消費品和進出境動植物監管模式的創新，使國外的優質商品將更加便捷地從重慶進口。二是可以享受到更優質的社會服務。比如，通過對以生物材料為主的特殊物品，實施審批負面清單管理和并聯審批，大家有望不出國門就享受到與國際先進水平接軌的醫療服務。同時，重慶自貿試驗區內進口文化藝術品無需辦理CCC認證，憑藝術品證明文件直接受理報檢。這將為境外藝術品在自貿試驗區展覽、銷售提供便利條件，讓廣大市民有機會欣賞到更多的境外藝術品。

市金融辦：推動重慶作為國內重要功能性金融中心建設

“自貿試驗區不是政策洼地，而是改革高地，是金融開放的風險壓力測試區。”市金融辦副主任曹子瑋稱，市金融辦將以落實習近平總書記視察重慶重要講話精神為基本遵循，發揮重慶作為西部大開發的重要戰略支點、“一帶一路”和長江經濟帶聯結點的作用，充分運用好國家賦予重慶自貿試驗區的制度創新優勢，推動國內重要功能性金融中心建設，助推西部地區門戶城市全方位開放、帶動西部大開發戰略深入實施。

曹子瑋表示，自貿試驗區金融開放的靈魂是政策制度創新，關鍵是項目實施，要點是滿足市場主體的實際需求。前期，市金融辦與有關部門、區縣政府、金融機構一道，積極推進自貿試驗區建設籌備工作；推進舉措主要包括加大政策制度創新的謀劃力度；加快項目儲備及實施進度；加快完善政策和服務配套。

人民銀行重慶營管部：國家賦予重慶自貿試驗區的30條金融政策已實施17條

人民銀行重慶營業管理部副主任王江渝在新聞發布會上透露，在國務院批復重慶自貿試驗區深化金融領域開放創新首批30條政策中，有17條已經實施，其余的將加緊研究制定實施細則，經人民銀行、國家外匯管理局批復后，爭取早日落地。下一階段，人民銀行重慶營業管理部、國家外匯管理局重慶外匯管理部將加強組織推動，完善政策實施各項保障，深入推進各項改革創新。加快推進落實；推動業務創新。指導金融機構落實自貿試驗區金融創新政策，不斷創新金融產品和金融服務，提升改革創新實施效應；加強風險防控。加強自貿試驗區跨境資金流動監測，推動金融機構加強真實性、合規性審核，做好反洗錢、反恐怖融資工作，防范非法資金跨境、跨區流動。

重慶保監局：積極引導并推動保險業參與重慶自貿試驗區建設

重慶保監局統計研究處處長燕翱介紹稱，重慶保監局正在積極貫徹落實市委、市政府和保監會關于重慶自貿試驗區建設的工作部署，配合市商務委等相關部門推進重點項目和創新政策落地見效。積極引導并推動保險業參與重慶自貿試驗區建設，推動自貿試驗區總體方案中的保險業創新政策和重點項目落地生根。主要體現在以下三個方面：協調爭取更多保險牌照落戶重慶，支持在渝保險機構做強做優做大。推動保險產品和服務創新，為重慶自貿試驗區建設提供風險保障。協調引進保險資金來渝投資，支持重慶建設。

中國保監會是較早對重慶自由貿易試驗區拿出實質性支持意見的國家部委之一，對重慶自貿試驗區方案中保險有關政策給予了積極指導和大力支持。重慶保監局作為保監會派出機構，積極在市委、市政府與保監會之間搭建溝通橋梁，并主動向保監會進行工作匯報和對接，盡量為重慶市爭取更多有力度的政策支持，取得較好成效。

市發改委副主任王志強：加快內陸國際物流樞紐建設

這次國務院批復的中國（重慶）自貿試驗區總體方案，明確把“努力建成服務于‘一帶一路’建設和長江經濟帶發展的國際物流樞紐和口岸高地”作為自貿試驗區建設的一大發展目標。

打造內陸國際物流樞紐，要著力暢通中歐（渝新歐）國際鐵路聯運通道，長江黃金水道，渝昆泛亞鐵路通道、東南沿海港口、陸路邊境口岸三大國際物流通道；構建重慶西部現代物流園、重慶航空物流園、果園港物流園三大國際物流樞紐；培育國際物流主體、對接國際物流規則，以此構建形成國際物流體系。

將積極培育和引進具有國際物流網絡資源的國際物流企業來渝發展，打造中歐、中美、中新等國際貿易分撥、中轉、銷售和結算中心，提升自貿試驗區全球供應鏈采購和物流服務能力。支持在自貿試驗區內建立海關多式聯運監管中心，打造覆蓋鐵、公、水、空多種運輸方式的國際物流運輸體系。

市知識產權局副局長曾學東：為自貿試驗區企業提供專利創造、運用、保護、管理“一站式服務”

近年來，我市在重慶自貿試驗區核心區—兩江新區進行了一些知識產權領域的探索試點，為自貿試驗區知識產權改革試驗奠定了良好基礎。設立兩江新區知識產權服務中心，開展專利行政管理和服務工作，為自貿試驗區廣大企業集中提供專利創造、運用、保護、管理等“一站式服務”，初步構建了知識產權公共服務體系。

下一步，為重慶自貿試驗區建設法治化國際化便利化營商環境、加快建成內陸開放高地，我們將加快完善知識產權保護機制，在自貿試驗區建立專利、商標、版權聯合執法機制，營造創新創業良好環境；加快打造國家級知識產權服務業集聚區，依托八戒知識產權、專利云等機構，創新線上線下知識產權服務模式。

市工商局注冊分局局長吳崗：推行注冊登記全程電子化和電子營業執照試點

圍繞“投資貿易便利、高端產業集聚、監管高效便捷”等目標，市工商局將立足職能職責，加強制度創新，積極協調國家工商總局爭取政策支持，加快推動自貿試驗區建設發展。

圍繞“投資貿易便利”目標，將在自貿試驗區推行注冊登記全程電子化和電子營業執照試點，以企業辦理登記“零見面”、電子營業執照“無介質”為目標，全面開通區域全覆蓋、業務全覆蓋、企業類型全覆蓋的網上登記系統；推行“多證合一”改革，降低制度性成本，實現“一照走天下、一碼管終身”；合并審批流程、簡化辦事手續，實現群眾辦事“最好不跑一次”和“最多只跑一次”，提升公共服務水平。

圍繞“高端產業集聚”目標，將在自貿試驗區深入實施商標品牌戰略和廣告戰略，積極推進重慶商標交易中心、重慶商標綜合服務中心建設，為企業提供一站式商標綜合服務。

圍繞“監管高效便捷”目標，將運用大數據、云計算等信息化手段創新智慧監管，加大法人數據庫與地理空間數據庫的深度融合，進一步優化市場主體分類監管平臺功能。

市政府口岸辦副主任肖文軍：“讓數據多跑路，企業少跑腿”，實現貿易便利化

重慶目前4個國家一類口岸有3個，即江北國際機場航空口岸、重慶港水運口岸、團結村鐵路口岸在重慶自貿試驗區范圍內。“投資貿易便利”是自貿試驗區一項重要建設目標，實現這一目標的關鍵措施就是加快重慶國際貿易“單一窗口”的建設。當前，我們正按照國家口岸辦的統一部署和市委、市政府的要求，全力推進重慶國際貿易“單一窗口”建設。

在國際貿易過程中，申報人通過電子口岸平臺一點接入，一次性提交滿足口岸管理部門及口岸單位相關要求的標準化的單證和相關電子信息，口岸管理部門通過這一平臺共享數據信息、實施職能管理，并將處理結果統一通過“單一窗口”反饋給申報人。這種模式也就是自貿試驗區提出“一口受理，同步審批”的“一站式”高效服務模式，改變當前國際貿易通關過程中的“多口受理，逐步審批”現象，目的是優化通關流程、提高申報效率、縮短通關時間、降低企業成本，“讓數據多跑路，企業少跑腿”，真正實現貿易便利化。

市公安局出入境管理局局長楊建：釋放出入境政策紅利，助力吸引聚集外籍人才

市公安局將推出14項出入境政策措施，緊扣人才要素，契合自貿試驗區主體定位、功能特點和實際需求，釋放出入境政策紅利，積極助力引才引智。主要服務外籍高層次人才、外籍華人、外籍留學生和長期在華工作外籍人員等4類群體，具體涉及簽證、入境出境、停留居留、永久居留等多層面的出入境優惠政策和便利性服務舉措。

將授權自貿辦推薦外籍高層次人才、配偶及未成年子女直接申請在華永久居留資格，放寬永久居留準入標準，下放推薦權，向海外高端人才釋放強烈的引才信號；以工資和稅收為標準建立外籍人才申請在華永久居留的市場化渠道，堅持市場配置、市場評價的外籍人才引進機制，給予用人主體更多的自主權。

這14項出入境政策措施將對我市進一步吸引聚集外籍人才，助推自貿試驗區建設，服務我市開放型經濟發展發揮積極作用。目前，市公安局和相關職能部門正立足自身職責，密切協作，充分溝通，擬定具體實施標準和細則，待報公安部審批后，最遲在5月落地實施。

市高法院民三庭庭長喻志強：充分發揮司法職能，服務和保障重慶自貿試驗區建設

重慶法院主動融入重慶自貿試驗區建設進程，立足重慶自貿試驗區的實際，充分發揮司法職能，積極營造法治化、國際化、便利化營商環境，為自貿試驗區建設順利推進提供有力的司法保障與服務。

在設立重慶自貿試驗區之前，重慶法院未雨綢繆，經最高人民法院批復同意，于2014年2月設立了中國首個跨區域管轄、“三合一”且可以受理部分專利糾紛的基層專業法庭—重慶市兩江新區知識產權法庭。法庭成立以來，共受理各類知識產權案件4893件，審結4618件。法庭率先實行跨區域管轄與“三合一”，集中受理渝北區、江北區、北碚區轄區內的知識產權民事、刑事、行政案件。

下一步，重慶法院將認真研究上海、廣東、天津、福建等地的成功經驗，結合司法體制機制改革要求，對涉自貿試驗區案件審理機制進行前瞻性設計。突出涉自貿試驗區審判的專業特征，并在審判職能設置、法官遴選和培養、內部運行管理等各方面匹配自貿試驗區發展建設的特殊需求，提升司法服務保障自貿試驗區建設的能力和水平。

April 1, 2017 witnessed that Chongqing strides into the new epoch for its open development in the wake of the formal establishment of China(Chongqing) Pilot Free Trade Zone.

According to Chongqing Daily, Sun Zhengcai, Secretary of Chongqing Municipal Party Committee; Zhang Guoqing, Deputy Secretary and Mayor of Chongqing; Xu Songnan, Chairman of CPPCC in Chongqing attended the opening ceremony celebrated in Nanbin Road, Chongqing.Sun Zhengcai personally launched the free trade zone and Zhang Guoqing made a speech on behalf of Municipal Party Committee and government.He said, Chongqing was approved as national pilot free trade zone, which fully reflected the CPC Central Committee and State Council’s trust and expectation for Chongqing.The establishment of this free trade zone has injected new impetus into Chongqing to boost an expanded in-depth reform and opening-up; to play an important strategic fulcrum of the development of the western region as well as a connection of The Belt and Road Initiative and the Yangtze River Economic Zone.In accordance with the central requirements, Chongqing should continue to release its potential as a national central city and further expand its location advantages which links the east to the west and connects the south to the north.It is necessary for Chongqing to build inland international logistics hub and well-developed port.Chongqing will give priority to inland open and highland construction and fully promote the construction of FTA with careful planning.Reforms and systems related to investment facilitation, trade liberalization and financial internationalization will be advanced in depth to promote the construction of FTA to achieve tangible results.More travelling traders at home and abroad are welcome to invest in Chongqing and share the business opportunities brought by the construction of FTA.

As one of the third batch of seven free trade zones, China (Chongqing) Pilot Free Trade Zone represents the regional free trade zone in Chongqing set by central government.It covers 3 districts including Liangjiang New Area, Xiyong Area and Guoyuan Port Area, which is reported to 119.98 square kilometers.With reform exploration, it aims to be constructed as a free trade zone with high levels and standards in the areas of convenient investment and trade, aggregated high-end industries, efficient and convenient regulation, improved financial services, normative legal environment and prominent radiating exemplary role.China (Chongqing) Pilot Free Trade Zone was approved on August 31, 2016 and officially approved by the State Council on March 15, 2017.While theGeneral Planning of China (Chongqing) Pilot Free Trade Zonewas announced by the State Council on March 31, 2017 and April 1, 2017 witnessed the formal establishment of this free trade zone.

The missions and features of Chongqing free trade zone in the part of “Key Works in 2017” in Report on the Chongqing Municipal People’s Government adopted on the NPC&CPPPCC in Chongqing on January, 2017 and the relations of China-Singapore strategic interconnection demonstration project wereexplicitly stated as firstly taking the system innovation as the core task to improve the general planning of free trade zone.We should then formulate rules for implementation and management practices, copy and promote the mature experience of other free trade zones to explore new systems for trade facilitation, investment liberalization, financial globalization.Negative list of market access should be implemented to accelerate the transfer of foreign investment into the record management and build the supervision beforehand and afterwards to form the basic framework of the international investment and trade rules.It is necessary for Chongqing to adhere to merge China-Singapore strategic interconnection demonstration projects with integrated planning and propulsion of free trade zone to improve project cooperation mechanism.We should push forward the innovation of mechanism system and policy, the construction of cooperation platform and talent team, acceleration of the development of functional landmark projects like multimodal transport demonstration base in Guoyuan Port, equity investment funds, airport commercial cooperation and international data channels, etc.Those functional showcases will be shown as the core of the projects.

After launching, over 60 key projects including China-Germany Industrial Park, Chongqing Anbo Western International Logistic Center, Chongqing Hongyi Jiuzhou International Cultural Arts Center were signed in the signing ceremony.The contracted amount of money reaches to ￥80.2 billion and the contracted projects involving various areas like high-end manufacturing, finance, international logistics, headquarter economy, which contains 21 foreign-funded projects and 39 domestic-funded projects with ￥42.4 billion and ￥37.9 billion respectively.In addition, Chongqing Commerce Commission separately exchanged memorandum of cooperation with Chongqing Customs and Inspection and Quarantine Bureau of Chongqing.Since the formal establishment of China (Chongqing) Pilot Free Trade Zone, by the end of April 20, 2017, 11 departments including Customs, Entry-exit Inspection and Quarantine Bureau, Finance Office, People’s Bank of China, Securities Regulatory Commission, Development and Reform Commission, Intellectual Property Office, Administrative Bureau for Industry and Commerce, Port Office, Exit Entry Administration of Public Security Bureau and Higher People’s Court in Chongqing have launched specific policy initiatives to boost the establishment of China (Chongqing) Pilot Free Trade Zone.

The implementation scope and functional layout of China (Chongqing) Pilot Free Trade Zone

The implementation scope of China (Chongqing) Pilot Free Trade Zone covers 119.98 square kilometers, which can be divided into three districts: Liangjiang Area, Xiyong Area and Guoyuan Port Area.The first district aims to build a gathering area for high-end industries and high-end elements.The second district make efforts to build transformation and upgrading demonstration zone for processing trade, and the last district focuses on building multi modal transport logistics center.

Liangjiang Area

Area: 66.29 square kilometers

Liangjiang New Area covers 42.95 square kilometers

Yubei District covers 9.92 square kilometers

Jiangbei District covers 1.4 square kilometers

Beibei District covers 42.95 square kilometers

Yuzhong District covers 4.38 square kilometers

Nan’an District covers 1.71 square kilometers

Jiulongpo District covers 42.95 square kilometers including LiangLu/CunTan Free Trade Port Area

Target: this district aims to build a gathering area for high-end industries and high-end elements and focuses on developing recently emergent industries like high-end equipment, electronic core components, cloud computing, bio-medicine as well as modern service industry headquarters trade, service trade, e-commerce, display trade and so on

Xiyong Area

Area: 22.81 square kilometers

Xiyong covers 14.97 square kilometers

Western Logistics Park covers 7.84 square kilometers, which including Xiyong Comprehensive Bonded Area and Chongqing Railway Bonded Logistics Center (Type B)

Target: this district aims to build a transformation and upgrading demonstration zone for processing trade and focuses on developing manufacturing industries like electronic information, intelligent equipment and producer services like bonded logistics transshipment to optimize the development model of processing trade.

Guoyuan Port Area

Area: 30.88 square kilometers

Guoyuan Port Logistic Cluster covers 15.69 square kilometers

Longsheng High-end Industry Cluster covers 15.19 square kilometers

Target: this district aims to build a multimodal transport logistics center and focuses on developing service industries like international transfer, setting and allotting center to explore advanced innovation and development of manufacturing industry.

China (Chongqing) Pilot Free T rade Zone has highlighted three functional axes in the choice of specif c areas:

Firstly, the core function of customs special supervision areas and bonded supervision places should be highlighted, which include LiangLu/CunTan Free Trade Port Area, Xiyong Comprehensive Bonded Area and Chongqing Railway Bonded Logistics Center, etc.

Secondly, the function of Chongqing as a comprehensive transport hub and open port should be highlighted.It has covered Guoyuan Port, Tuanjie Village and Jiangbei Airport and optimized an open platform which integrates the functions of transport hub, bonded area and open port in the aviation, railway, river port.In addition, this area also has absorbed in the Shuitu Cloud Computing Center Area to promote the construction of communication center.

Thirdly, the industrial agglomeration and open innovation for service trade should be highlighted, which includes areas like Service Trade Industrial Park of Liangjiang New Area and Jiangbeizui, Chaotianmen and Danzishi Business Districts with concentrated building economy to build a gathering area of service trade industry.

Consul Generals and representatives of each country in Chongqing and Chengdu attend and witness the official listing of China (Chongqing) Pilot Free Trade Zone

On the morning of April 1, China (Chongqing) Pilot Free Trade Zone was officially listed.Consul Generals and representatives from ten consulates in Chongqing and Chengdu had attended and witnessed the listing ceremony.

The consular officials from ten consulates including Khel Dara (Consul General of Kampuchea in Chongqing), Takashi Hoshiyana (Consul General of Japan in Chongqing), Dióssi ?Lóránd (Consul General of Hungary in Chongqing), Cecille El Beleidi (Consul General of UK in Chongqing), Koen Sizoo (Consul General of Holland in Chongqing) and Gan Teng Kiat (Consul General of Singapore in Chengdu) and so on, had attended and witnessed the listing ceremony and a contractsigning ceremony of projects.

Dióssi Lóránd, Consul General of Hungary in Chongqing: Chongqing Pilot Free Trade Zone means a great opportunity

The unveiling of Chongqing Pilot Free Trade Zone means a great opportunity, which is also a very important and big opportunity for us as Hungary is the first country in the EU countries to sign the cooperation agreement of The Belt and Road Initiative with China.The Consulate General in Chongqing actively supports the Hungarian entrepreneurs coming to Chongqing for trade and investment since there are many preferential policies in Chongqing that will benefit the enterprises.The Consulate General of Hungary in Chongqing will inform the establishment of Chongqing Pilot Free Trade Zone to Hungary as soon as possible and tell them that Chongqing will be a good place for trade and investment.Since state leaders of Hungary are also particularly interested in Chongqing, we’re arranging our leaders’visit to China and Chongqing.
