重慶的國際“朋友圈”：重慶市與白俄羅斯明斯克州正式締結(jié)友好市州關(guān)系

3月24日，重慶市副市長劉桂平應(yīng)邀率團(tuán)訪問白俄羅斯明斯克州，會(huì)見了明斯克州州長沙比羅，并代表重慶市政府與沙比羅州長正式簽署了《中華人民共和國重慶市與白俄羅斯共和國明斯克州建立友好市州關(guān)系協(xié)議書》。

此次重慶市與白俄羅斯明斯克州正式締結(jié)友好市州關(guān)系，將有利于進(jìn)一步提升雙方的友好合作水平，促進(jìn)重慶市內(nèi)陸開放高地建設(shè)，對打造渝新歐友好城市帶、加快重慶市融入國家“一帶一路”戰(zhàn)略及配合國家對外工作大局等具有重要意義。

明斯克州位于白俄羅斯中部，地理位置十分優(yōu)越，位于白俄羅斯的中心地帶，面積4.02萬平方公里，占白俄羅斯領(lǐng)土面積的20%，下轄20個(gè)市、22個(gè)農(nóng)業(yè)區(qū)、22個(gè)鎮(zhèn)，是白俄羅斯省級(jí)行政區(qū)劃中面積最大、工農(nóng)業(yè)經(jīng)濟(jì)最發(fā)達(dá)的地區(qū)，現(xiàn)有人口160萬，首府明斯克市。

明斯克州的自然資源豐富，主要包括甲鹽、石鹽、泥炭、鐵礦、可燃頁巖、粘土、礦泉水、油頁巖、建筑沙土等資源。森林木材儲(chǔ)備2.29億立方米。白俄羅斯最高的山脈捷爾任斯基山就位于該州。共有450多條河流，大約500座水庫，流經(jīng)的主要河流包括涅曼河、別列季那河和維利亞河。最大的湖泊為那諾奇湖，湖泊方圓面積80平方公里，最大水深24.8米。明斯克州是白俄羅斯工業(yè)和農(nóng)業(yè)經(jīng)濟(jì)最發(fā)達(dá)的地區(qū)，其工業(yè)在經(jīng)濟(jì)領(lǐng)域中占主導(dǎo)地位，主要包括機(jī)械制造、儀表、化工、電子、食品及其他輕工產(chǎn)業(yè)。白俄羅斯的鉀肥生產(chǎn)全部集中在明斯克州，金屬粉末產(chǎn)量占全國的76.1%，通心粉產(chǎn)品占70.7%，砂糖占57.6%，針織品占48.6%。白俄羅斯許多的大型工業(yè)企業(yè)及其分廠就設(shè)在該州。知名企業(yè)包括白俄羅斯汽車廠、白俄羅斯鉀肥生產(chǎn)聯(lián)合企業(yè)、明斯克拖拉機(jī)廠、鮑里索夫市汽車拖拉機(jī)電氣設(shè)備股份公司、鮑里索夫市醫(yī)藥制劑廠、莫洛杰奇諾機(jī)床制造廠、鮑里索夫塑料制品廠、鮑里索夫市造紙廠、鮑里索夫木材生產(chǎn)股份公司、斯魯茲方糖股份公司等等。白俄羅斯44.7%的出口產(chǎn)品就在該州生產(chǎn)，主要出口產(chǎn)品包括機(jī)械設(shè)備和鉀肥等。該州生產(chǎn)的鉀肥、自卸載重車、亞麻纖維制品等在國際市場上享有盛譽(yù)。明斯克州農(nóng)業(yè)生產(chǎn)較發(fā)達(dá)，農(nóng)作物種植面積327萬公頃，主要包括牛奶、糧食、甜菜、土豆等。農(nóng)產(chǎn)品加工生產(chǎn)能力在白俄羅斯位居首位。明斯克州是白俄羅斯的科教中心之一，白俄羅斯許多大學(xué)、科研機(jī)構(gòu)和文化機(jī)構(gòu)就位于該州。

中白互為戰(zhàn)略合作伙伴，兩國地方合作方興未艾。明斯克州重視發(fā)展同中國的友好合作關(guān)系。目前中白兩國間最大的合作項(xiàng)目—中白“巨石”工業(yè)園就位于明斯克州，“渝新歐”中歐班列途經(jīng)該州。近年來，重慶以渝新歐國際鐵路大通道為紐帶和依托，在深化與沿線國經(jīng)貿(mào)物流交通合作的同時(shí)，主動(dòng)服務(wù)和促進(jìn)了我市與白俄羅斯等國的地方交往，地方友好合作縱深發(fā)展，民間友好基礎(chǔ)更加鞏固。正如中國駐白俄羅斯大使崔啟明所強(qiáng)調(diào)指出的那樣，在中國深化與“一帶一路”沿線國全方位交往、打造牢不可破利益共同體的大背景下，重慶主動(dòng)加強(qiáng)與白俄羅斯明斯克州的友好交往，正當(dāng)其時(shí)，兩市州正式結(jié)好，強(qiáng)強(qiáng)聯(lián)合，這在中白地方友好合作方面具有里程碑意義。

Liu Guiping, Deputy Mayor of Chongqing was invited to visit Minsk Oblast, Belarus with a delegation and met Shapiro, Governor of Minsk Oblast with a formal signature of the “Agreement by Chongqing Municipality of People’s Republic of China and Minsk Oblast of the Republic of Byelorussia to Build Friendly Municipality-State Relations”.

The friendly municipality-state relationship between these two places plays an important role in the improvement of friendly cooperation between the two sides to promote the development of inland open and highland construction in Chongqing to create Chongqing-Sinkiang-Europe sister cities belt and to speed up the integration of national the Belt and Road Initiative to cooperate with the overall situation of the state.

With an ideal geographic location, Minsk Oblast is situated in the middle of Belarus—the heartland of this state—and covers 40 thousand and 2 hundred square kilometers, which accounts for the 20 percent of Belarus.There are 20 cities, 22 agricultural areas and 22 towns under the management of Minsk Oblast which also represents the place with the largest administrative area and the most developed industrial and agricultural economy in the provincial level of Belarus.Minsk is the capital of this state with 1.6 million people.

Minsk Oblast is the home to many natural resources like sylvite, halite, peat, iron ore, burnable bone, clay, mineral water, oil shale, building sand and 229 million cubic meters of forest timber reserve.With the highest mountain—Mount Dzerzhinskiy—of Belarus, Minsk Oblast also has over 450 rivers mainly including Neman River, Berezin River and Vilia River and about 500 reservoirs.The biggest lake is Knoch Lake, which covers 80 square kilometers, with maximum water depth of up to24.8 m.

As the most economically developed area of industry and agriculture in Belarus, Minsk Oblast gives priority to cultivate its industries mainly including machinery manufacturing, instrumentation, chemical industry, electronics, food and other light industries.The production of all Belarus’ potash fertilizer concentrates on Minsk Oblast where the production of metal dust, macaroni, granulated sugar and knitwear accounts for the 76.1%, 70.7%, 57.6% and 48.6% respectively of the state.

There are many Belorussian large industrial enterprises and its branches like Belarus Automobile Factory, Belarus Potash Production Joint Venture, Minsk tractor Factory, Borisov Automobile and Tractor Electrical Equipment Corporation, Borisov Pharmaceutical Factory, Molodechno Machine Tool Manufacturing Plant, Borisov Plastic Products Factory and Paper Mill, Borisov Wood Production Corporation, Garl Schurz Sugar Co.Ltd.

44.7 percent of export products are produced in Minsk Oblast including machinery and potash fertilizer.Products like potash fertilizer, self-unloading heavy truck, fl ax fiber products, produced in this, enjoy a high reputation in international market.With a well developed agricultural production, Minsk Oblast has planted 3 million 270 thousand hectares of crops and related product like milk, grain, sugar beet and potato and its processing capacity for agricultural products also occupies the first place in Belarus.As one of the technological and educational centers, there are many universities, research institutions and cultural institutions in this place.

As strategic partners, the local cooperation between China and Belarus is still making progress.Minsk Oblast also gives priority to grow up the friendly cooperation with China.The largest cooperative projects—China-Belarus “Rock” Industrial Park—of both sides at present is in this place and the Chongqing-Sinkiang-Europe trains also will go through Minsk Oblast.

Recently, supported by Chongqing-Sinkiang-Europe International Railway, Chongqing intends to deepen economic and trade cooperation with the logistics sector, to actively service and promote the local exchanges between countries like Belarus to develop the local friendly cooperation in depth and breadth and consolidate the foundation of civil friendship at the same time.As Cui Qiming, the Chinese ambassador to Belarus emphasized that, when China is deepening all-round communication with countries along the Belt and Road Initiative to create a strong community of interests, in the nick of time, Chongqing actively strengthen friendly exchanges with Minsk Oblast, Belarus.To realize the alliance between gaints, the relationship between Chongqing and Minsk Oblast plays as a milestone to the local friendly cooperation between China and Belarus.
