Profoundly Commanding the Rich Connotation and Construction Path for a Mankind Community of Shared future

To build a mankind community of shared future is an important concept and initiative put forward by the Communist Party of China Central Committee (CPCCC) with Comrade Xi Jinping as the core to co-ordinate domestic situation and international situation, and is an important part of the CPCCC ‘s new conception, new thought and new strategy for governing the country. Comrade Xi Jinping points out: "In today's world, all countries share interdependence, and weal and woe. We should inherit and carry forward the purposes and principles of the Charter of the United Nations, build a new-type international relationship with cooperation and win-win outcome at the core, and build a mankind community of shared future." The mankind community of shared future concept is deep-rooted in the ancient Chinese civilization, in conformity with common aspirations of the international community for pursuit of peace, development and cooperation, and proposes the direction and path for all countries to jointly respond to global challenges. With deep-going command of its connotation and requirements, we should make unremitting efforts to build a mankind community of shared future.

Promoting high integration of national interests

Comrade Xi Jinping points out that the mankind has become a community of shared future with high integration of interests and interdependence with each other. This important argument profoundly shows that the mankind community of shared future is first and foremost a community of interests. All countries and regions in the world share extensive common interests. Only by transcending the zero-sum game and realizing the joint developing and sharing of interests, can we lay a solid foundation for building a mankind community of shared future.

In the current world, the deepening development of economic globalization has exerted a profound impact on the development process of the world. Against the backdrop of this trend, the intensity of interconnection, interdependence, mutual cooperation and mutual promotion among the countries all over the world is unprecedentedly deepened. Meanwhile, all countries of the world also commonly face some global challenges, and no country can stay away from it. It can be said that the interests of all countries in the world are highly integrated, so they rise together or fall together. At present, economic globalization in its further development process is facing some problems, so all countries in the world must dare to shoulder responsibilities and face up the problems, find ways and means to solve them, and actively give sound guidance to the trend of economic globalization. Comrade Xi Jinping has repeatedly stressed that China's open door will never be closed, and the Chinese people open their arms to welcome peoples of all countries to take its "express trains" and take "free ride". China's performance has greatly promoted integration of the interests of all countries. Since the CPC 18th National Congress, China further deepens its opening to the outside world, free trade grows faster, an open, transparent, inclusive and non-discriminatory multilateral trading system activates the global economic "pool", provides a broad market, a large amount of capital, rich products and valuable opportunities for all countries in the world, as well as an important driving force for the global economy, trade, investment growth, and has made outstanding contributions to the building of mutual benefit and win-win global value chain.

Practice has proved that China's development is the world's opportunity. At present, China is the largest and fastest growing consumer market, the most promising investment destination and the largest foreign exchange reserve country in the world. In 2016, China's outbound tourists reached 122 million people, foreign direct investment US$170.1 billion, and it was the largest trading partner of more than 120 countries and regions. Since the outbreak of the international financial crisis in 2008, China has maintained the world economic stability with its own economic growth, and its contribution to world economic growth is kept at an average annual rate of over 30%. It can be said that maintaining the stability and growth of the world economy and promoting the common development of a large number of countries is a clear expression of China's efforts to promote high integration of the interests of all countries and to build a mankind community of shared destiny.

Promoting multi-cultural exchanges and integration

Comrade Xi Jinping points out, “in today's world, we live in the world with different cultures, ethnic groups, human colors and religions and different social systems, peoples of all countries become intimate members of a community of shared future." Culture is the bridge and link for people to exchange and communicate with each other. To build a mankind community of shared future requires the promotion of multi-cultural exchanges and integration on the basis of respecting and maintaining cultural diversity.

Cultural communication is an important spiritual support for the development and progress of human society. Only by strengthening exchanges and mutual learning, can different cultures flourish in promoting human social progress and safeguarding world peace. Look at the history of the world, it is impossible for any country and nation to completely lose or break away from its own cultural traditions, and it is difficult for them to accept the culture imposed externally too. In the new historical period, the approach for cultural development of the world should take building a mankind community of shared future as the basic value orientation, so as to adhere to mutual exchanges and mutual leaning, and to promote cultural exchanges featuring harmony but not sameness, and incorporation of things diversified, and advance the sustainable development of human civilization.

Practice proves that culture is colorful because of exchanges and rich due to learning from each other. Cultural exchanges and mutual learning are important driving force for the progress of human civilization and world peace and development. Every culture has its own value, its unique charm and profound foundation, and is also the treasure of human spirit. Human history is a magnificent picture roll of different cultural exchanges, mutual learning and integration. Diversity brings communication, communication nurtures integration, and integration generates progress. To build a mankind community of shared future, we should respect the diversified cultural development and promote dialogue, peaceful coexistence and harmonious symbiosis of different cultures.

Building a platform for common development

Development is the eternal theme of human society, as well as the basic guarantee to build a mankind community of shared future. Comrade Xi Jinping points out that all countries, be they big or small, strong or weak, rich or poor, are equal members of the international community; should equally participate in decision-making, enjoy their rights and fulfill their obligations. To build a mankind community of shared future means that all countries in the world are actors of equal development and mutual respect, and must transcend unilateralism and achieve common development.

Common development is genuine development, and sustained development is sound development. The key to China's development is pioneering a road of development suited to China's national conditions, which is a path of seeking common development in openness. For example, since the Belt and Road Initiative proposed for over 3 years, China with more than 40 countries and international organizations have signed cooperation agreements to build the Belt and Road, and more than 100 countries and international organizations have expressed their willingness to support and participate. The Belt and Road circle of friends is expanding rapidly, and the global attention is rapid elevating. The steady and healthy development of China's economy has provided a powerful impetus for development of the world economy. That China with a large number of countries have common development and joint development makes the world economy more balanced and more stable.

Practice has proved that only development can guarantee the basic rights of peoples of all countries and satisfy their eagerness for a better life. At present, we should maintain fair development, make the development opportunities more equal, so that all countries can become the world development participants, contributors and beneficiaries; maintain the open development, oppose all forms of protectionism, realize joint discussing, joint building, and joint sharing so that the fruits of development can benefit all peoples more and better; maintain the comprehensive development, further consolidate the development foundation, strive to achieve the coordinated development of economy, society and environment, and comprehensive development, and realize the world sustainable development and human comprehensive development. Under the new situation, only building a platform for common development can lasting impetus be injected into building a mankind community of shared future.

Shaping a security architecture featuring fairness and justice, joint building and sharing

There is only one Mother Earth for human beings, and all countries are situated in the world together. Comrade Xi Jinping points out, “there is no absolute security paradise in the world, security of a country can not be based on the turmoil of other countries, and a threat of other countries may become a national challenge too; if a neighbor has some troubles, one can not just think about its own fence, but should offer some help.” To build a mankind community of shared future, we must uphold collective governance and create a security pattern of fairness and justice for joint building and sharing.

History is the best textbook, the best nutrient and sober agent. History repeatedly indicates that the world is tranquil while countries are in harmony, and the world is in a mess while countries are in fighting. The two World Wars and the 40-year long Cold War in 20th Century caused great damages to world peace and development, and the lessons were painful and profound. History enlightens us that countries should treat each other on equal-footing, share weal and woe, carry out dialogue instead of confrontation, build partnerships in stead of alliance, avoid extreme conceit and power politics, bring contradictory differences under rational control; do not push escalation of a conflict wishfully, do not wantonly violate the international rule of law; adhere to establishment of security partnerships with a common fate beyond the Thucydides trap, become dedicated to building the deep sea, polar regions, outer space, cyber network and other areas into new frontiers for multiple cooperation in stead of athletic arena for the No.1.

Practice has proved that security should be universal, equal and inclusive, all countries have equal participation in regional and even world security affairs, also have the responsibility to safeguard world security, and should convert the world diversities and differences among countries into vitality and power to promote the world security cooperation. In today's world, security issues are very complex, and traditional security threats and non-traditional security threats are intertwined. The world should establish a new concept featuring common, comprehensive, cooperative, and sustainable security, take into overall consideration the historical twists and turns and current reality of the world security issues, make overall planning, take comprehensive measures to promote coordinately the world security governance; adhere to the peaceful settlement of disputes to promote national and regional security; focus on common security interests of all countries, to seek peace through cooperation, promote security with cooperation, accelerate the construction of security community.

Establish a cooperative and win-win partnership

In today's world, countries’ interconnection and interdependence are unprecedentedly deepened, the humankind is living in the same global village, share integrated interests, and share safety and danger together, no country can be spared, no nation can conquer the world, cooperation and win-win outcome is the inevitable choice. All countries adhere to cooperation and win-win outcome and build a community of cooperation, which is the basic requirements of building a mankind community of shared future.

Since the end of the Second World War, the mankind successful experiences in resolving the differences of interests through cooperation show that cooperation has become a rational choice of countries all over the world. Having established multi-level, wide-ranging and all-dimensional cooperation with countries of the world, China adheres to the belief that cooperation is the only correct choice to attain interests, advocates and actively promotes the building of a mankind community of shared future, and is committed to upgrading cooperation between countries. At present, the clouds over the international financial crisis is not yet dispersed, and local wars and conflicts crop up from time to time. The non-traditional security threats such as terrorism, refugee crisis and climate change, etc. continue to spread. Faced with these problems, if a protectionist flag is raised up, narrow self-protective strategies are pursued, every one works selfishly and heeds nothing of others, thus, inevitably leading to contradictions accumulated, and crisis deepened, eventually the world peace and development are endangered.

Practice shows that as long as countries of the world hold high the banner of cooperation and win-win outcome, take into account the development expectations of other countries in pursuit of national interests, and promote common development of all countries in pursuit of national development, a mankind community of shared future can be built based on establishing a new-type global development partnership with more equity and balance.
