China Supports Korean Peninsula Relaxation

Special Introduction:The situation in the Korean Peninsula has eased somewhat,and the parties concerned are willing to move towards the target of the Peninsula denuclearization.China is happy to see the development of this situation,and is willing to continue to play a role in promoting the final realization of the Peninsula denuclearization.

The summit of the DPRK and the ROK is held on schedule,which is the summit meeting between the two sides after 11 years,and is also an important meeting at the critical stage of a war in transition to peace for the Korean Peninsula.After years of continuous confrontation,the peace between the DPRK and the ROK is hard-won,so both sides try to create a peaceful,friendly and warm atmosphere.But compared to the short meeting at the Panmunjom,more concerns are emphasized about whether the three core issues--the Korean Peninsula denuclearization, the establishment of a permanent peace mechanism on the Korean Peninsula and the development of relations between the two sides on the Peninsula witness consensus and breakthrough progress.

As far as the published Panmunjom Declaration for the Peace, Prosperity and Unification of the Korean Peninsula (the Panmunjom Declaration)is concerned,the two sides have reached a framework consensus on the above three core issues,but the persistent peace on the Korean Peninsula still needs sustained joint efforts by the parties concerned,China can play an important role in the three core issues.

Adhere to the target of the Peninsula denuclearization

The Peninsula denuclearization is not only the core issue of the summit between the DPRK and the ROK,but also the key issue of the summit between the United States and the DPRK.According to the official information released by the South Korea,the Peninsula denuclearization is listed as the top priority,and is the prerequisite and foundation for building the Korean Peninsula Peace Mechanism and the development of the relations between the two sides.

Compared with the previous two summits aiming to improve bilateral relations,the core goal of this meeting is the Peninsula denuclearization,so whether the two sides can reach a consensus on the issue will be a barometer of the success or failure of the summit.According to the Panmunjom Declaration,the two sides have reached a consensus on the denuclearization of the Korean Peninsula,but it is unknown how to push it forward,how many stages to go through and what measures to be taken.Particularly,compared with the detailed program of the North and South Salvation,the Panmunjom Declaration is only a demonstration of achieving the common goal of the denuclearization of the Peninsula through the complete abandonment of the nuclear power by the North side and South side,and both sides will play their due roles in the future.But for the specific timetable,neither side has released any information on cooperation or there is a possibility that no consensus is reached.

It is important to note that the current statement on denuclearization of the Peninsula is more of an expectation,but it is not easy to truly realize the denuclearization of the Peninsula.The denuclearization of the Korean Peninsula is like distance testing a horse strength,which needs to be promoted by the parties concerned through many stages,and means that there is no shortage of uncertainty,and the denuclearization of the peninsula is bound to undergo a long and difficult process.China has always advocated the realization of denuclearization of the Korean Peninsula,and actively coordinated it to create favorable conditions for the realization of denuclearization of the Korean Peninsula.Even in the case of rigid relations between the parties concerned,China has not given up such efforts.

China has made unremitting efforts for the peaceful settlement of the nuclear issue on the Korean Peninsula.No matter how the situation evolves,no matter how long it takes and whatever difficulties are encountered,China will stick to the target of the denuclearization of the Peninsula,adhere to the direction of the dialogue and negotiation,and firmly maintain peace and stability of the region.

Support the reconciliation between the DPRK and the ROK

The most extensive achievement of the summit is reflected in the reconciliation between the DPRK and the ROK.From the contents of the Panmunjom Declaration,the main length lies in how to promote reconciliation between the DPRK and the ROK and realize the continuous development of relations between the two sides.The two leaders,with a firm determination to end the long division and confrontation caused by the Cold War as soon as possible, brave to create a new era of national reconciliation and peace and prosperity,and actively improve and develop relations between the two sides,will promote reconciliation in four ways.First,hold high the banner of the Korean nation,strengthen the people-to-people friendship between the two sides,release goodwill from one another,and promote the cooperation between the two sides domestically and externally. Second,reduce military hostility and enhance military communication and cooperation.In order to reduce military confrontation,alleviate the situation on the Peninsula and eliminate the risk of war,the two sides will reduce provocation,strengthen conflict prevention and crisis control,and increase bilateral military exchanges and communication.Third,strengthen multi-level communication and continuously promote the improvement of their relations.The two sides agree to hold regular summit talks,high-level dialogues,meetings and other multi-level communication mechanisms,and to set up common liaison offices in Kaesong,hot line and other ways to continue to improve the relationship between the two sides. Fourth,strengthen economic cooperation and strengthen the material foundation for reconciliation between the two sides. In order to achieve balanced development and common prosperity of the Korean economy, the two sides will strengthen interconnection building.

Reconciliation between the DPRK and the ROK is in the common interest of both sides.However,whether we can achieve the dual track of the denuclearization of the Peninsula and the reconciliation between the two sides requires not only the joint efforts of both sides,but also the active support of the international community.As an important neighbor of the Korea Peninsula,China firmly supports the two sides of the Peninsula to improve their relations through dialogue.It is hoped that the two sides will release mutual good-will and promote reconciliation and cooperation,so as to play a positive role in easing tensions on the Peninsula and maintaining peace and stability on the Peninsula.The idea of strengthening the construction of interoperability between the DPRK and the ROK can be docked with China’s Belt and Road Initiative,and the scale effect and the geo-effect of regional cooperation can be brought into play,so as to enable the Korean Peninsula reconciliation to get strong external support.

Jointly promote peace in Northeast Asia

Although the leaders of the DPRK and the ROK solemnly declare that the Korean Peninsula has opened a new era of peace,there will be no more war.But it is still hard to say that the conditions for building a peace mechanism on the Korean Peninsula are ripe.In a telephone call to the Japanese Prime Minister,Abe Shinzo,ROK President Moon Jae-in said that the end of the Korean war would not only depend on the dialogue between the two sides,which actually reflects the reality that the DPRK and the ROK alone are difficult to decide the peaceful destiny of the Korean Peninsula.As far as the declaration of the Panmunjom about the establishment of a solid and permanent peace mechanism on the Peninsula is concerned,both the North side and the South side hope to work hard through a phased and gradual approach to the peace mechanism of the Korean Peninsula.For this reason,the two sides reaffirm and abide by the mutual non-aggression agreement,eliminate military tension and establish military mutual trust,adopt phased disarmament,and strive for the establishment of a firm and permanent peace mechanism to promote the three-party talks between the DPRK,the ROK and the United States or the four-party talks among the DPRK,the ROK and the United States and China.

China is an important neighbor of both sides of the Korean Peninsula,is also an important stakeholder for the settlement of the Korean nuclear issue,and plays an important role in the realization of the peace mechanism of the Peninsula.The role of China is indispensable in building a peace mechanism on the Korean Peninsula and achieving the transformation from a war-ending mechanism to peace-building mechanism.Historically,China is an important signatory to the Korean Armistice Agreement,and China needs to participate in the transformation from a war-ending mechanism to peace-building mechanism.In reality,China has made unremitting efforts to promote the construction of the peace mechanism of the Korean Peninsula,and has put forward "double-tracks paralleling"scheme,which aims to carry out the double-tracks of the denuclearization of the Peninsula and the establishment of the Peninsula peace mechanism in accordance with the principle of synchronous reciprocity.In the future,the Korean Peninsulapeace mechanism needs to achieve a soft landing on the basis of the success of the denuclearization of the Peninsula and the mutual trust of all parties.Otherwise,the premature conclusion of the Korean Peninsula peace mechanism is of little practical significance,and China will continue to play its role in the possible difficult and tortuous process.

In short,China's role is indispensable in the process of denuclearization of the Korean Peninsula,the building of a peace mechanism or the reconciliation between the two sides on the Korean Peninsula.China is the positive energy for solving the related problems of the Korean Peninsula,and is also a ballast for stabilizing the Korean Peninsula situation,and also the main force to promote the common development and prosperity of Northeast Asia.Looking forward to the future of the Korean Peninsula,China can do something,and China's role still remains crucial.
