“棗莊空間”，風(fēng)勁正揚(yáng)帆

自古以來，棗莊就是一座好客養(yǎng)士、包容尚賢的城市，不僅孕育了中華科圣墨子、工匠祖師魯班、造車鼻祖奚仲等眾多歷史名人，更有戰(zhàn)國“四公子”之一的孟嘗君在這里廣攬群賢，留下了“食客三千”的佳話，開啟了中國歷史上招才引智、選賢用能的先河。今天的棗莊，高舉習(xí)近平新時代中國特色社會主義思想偉大旗幟，正以嶄新的姿態(tài)迎接新一輪改革開放的大潮。來這里投資興業(yè)、創(chuàng)新創(chuàng)造、成就夢想，恰逢其時、前景廣闊，面臨著不可多得的“棗莊空間”。

這是實(shí)施新舊動能轉(zhuǎn)換重大工程帶來的“棗莊空間”。按照騰籠換鳥、鳳凰涅槃的思路，市委、市政府明確提出打造六大特色優(yōu)勢產(chǎn)業(yè)，其中高端制造、高端化工，屬于傳統(tǒng)改造升級、即將邁入千億板塊的產(chǎn)業(yè)；大數(shù)據(jù)、鋰電、光纖、醫(yī)養(yǎng)健康，屬于重點(diǎn)培植的新興產(chǎn)業(yè)。為加速動能轉(zhuǎn)換、產(chǎn)業(yè)集聚，我們設(shè)立了總規(guī)模100億元的市級新舊動能轉(zhuǎn)換基金，堅(jiān)持一個產(chǎn)業(yè)制定一個專項(xiàng)規(guī)劃、匹配一支引導(dǎo)基金、明確一名市級領(lǐng)導(dǎo)掛帥扶持。可以說，一個個產(chǎn)業(yè)如同一座座“富礦”，等待著各方有志之士來挖掘、來開采。

這是實(shí)施鄉(xiāng)村振興戰(zhàn)略帶來的“棗莊空間”。習(xí)近平總書記要求山東打造“鄉(xiāng)村振興的齊魯樣板”。棗莊作為國家農(nóng)村改革試驗(yàn)區(qū)、國家現(xiàn)代農(nóng)業(yè)示范區(qū)和國家農(nóng)業(yè)可持續(xù)發(fā)展試驗(yàn)示范區(qū)，承擔(dān)著打造“樣板中的模板”的使命任務(wù)。無論是農(nóng)業(yè)產(chǎn)業(yè)化、農(nóng)村“新六產(chǎn)”、農(nóng)民奔小康，還是美麗鄉(xiāng)村建設(shè)、鄉(xiāng)村旅游發(fā)展，都為工商資本、社會資本進(jìn)軍“三農(nóng)”提供了大有可為、大有作為的舞臺。

這是實(shí)施園區(qū)改革創(chuàng)新發(fā)展帶來的“棗莊空間”。棗莊擁有1個國家級高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)和6個省級經(jīng)濟(jì)開發(fā)區(qū)，以及魯南煤化工產(chǎn)業(yè)園、薛城能源循環(huán)經(jīng)濟(jì)產(chǎn)業(yè)園、臺兒莊文化產(chǎn)業(yè)園等一批特色產(chǎn)業(yè)園區(qū)。為提升園區(qū)承載力，我們研究制定了園區(qū)改革創(chuàng)新發(fā)展的意見，著力清理“僵尸企業(yè)”，發(fā)展“飛地經(jīng)濟(jì)”，實(shí)行項(xiàng)目市級統(tǒng)籌，為大項(xiàng)目、好項(xiàng)目落地騰出更多資源和空間。同時，在新城南部規(guī)劃了15平方公里的魯南產(chǎn)學(xué)研協(xié)同創(chuàng)新示范區(qū)，統(tǒng)籌推進(jìn)高校和技術(shù)開發(fā)轉(zhuǎn)化中心、互聯(lián)網(wǎng)小鎮(zhèn)、魯南大數(shù)據(jù)中心、醫(yī)養(yǎng)健康園等創(chuàng)新創(chuàng)業(yè)平臺建設(shè)，進(jìn)一步集聚高端創(chuàng)新資源。棗莊的各類園區(qū)有著近萬畝的可騰退土地和近千萬平米的可利用廠房，是項(xiàng)目招商的主陣地，每一條“靶向”政策、每一塊“留白”土地，都蘊(yùn)含著觸手可及的“棗莊商機(jī)”。

這是實(shí)施基礎(chǔ)設(shè)施建設(shè)帶來的“棗莊空間”。棗莊地處京滬交通大動脈的中間節(jié)點(diǎn)，京滬高鐵、津浦鐵路等從這里出入山東境，京臺高速、新臺高速等從這里實(shí)現(xiàn)繞城，京杭大運(yùn)河、微山湖等在這里形成“黃金水道”，區(qū)位交通得天獨(dú)厚。為進(jìn)一步鞏固優(yōu)勢、加固底板，聚焦交通、能源、水利、城建等領(lǐng)域，市委、市政府謀劃實(shí)施了莊里水庫及抽水蓄能發(fā)電、棗莊機(jī)場、十電運(yùn)煤專線遷建、棗菏高速、新臺高速、棗木高速東延、S234沂臺線南延、新城至滕州快速公交B6線、棗莊鐵路物流園等一批重大基礎(chǔ)設(shè)施項(xiàng)目。這些巨大的投資需求，為政府與市場聯(lián)手、地方和企業(yè)合作提供了前所未有的寶貴機(jī)遇。

這是實(shí)施營商環(huán)境優(yōu)化帶來的“棗莊空間”。加速追趕、換道超車的棗莊，堅(jiān)持把優(yōu)化環(huán)境作為發(fā)展的生命線，積極構(gòu)建“親”“清”新型政商關(guān)系，營造高效便捷的政務(wù)服務(wù)生態(tài)。我們正全力推進(jìn)“一次辦好”改革，3個工作日內(nèi)完成新辦企業(yè)開辦手續(xù)，5個工作日內(nèi)完成不動產(chǎn)登記，45個工作日內(nèi)完成工程建設(shè)項(xiàng)目審批。我們正全力推行“一線作戰(zhàn)”工作法，對重大工程、重點(diǎn)項(xiàng)目和重要企業(yè)實(shí)行作戰(zhàn)指揮部工作機(jī)制，一名現(xiàn)職市級領(lǐng)導(dǎo)任指揮長，帶領(lǐng)一個工作專班，點(diǎn)對點(diǎn)、面對面、實(shí)打?qū)崕头觯瑤椭鉀Q在資金、規(guī)劃、立項(xiàng)等方面的困難和制約，讓干部“多跑腿”，讓企業(yè)“少操心”，真正做到“政府負(fù)責(zé)陽光雨露，企業(yè)只管茁壯成長”。我們正全力實(shí)施“棗莊英才集聚”工程，梳理整合現(xiàn)有的招商引資、招才引智政策，拿出最優(yōu)質(zhì)的資源、提供最周到的服務(wù)，吸引更多的戰(zhàn)略投資者、合作者和高層次人才來?xiàng)梽?chuàng)新創(chuàng)造、創(chuàng)業(yè)創(chuàng)富。
