Strategies of Developing a Healthcare Resort

R ecently,the Chinese government vigorously made policies to promote TCM and the Healthcare industry on a national scale.The local government also actively makes medium and long-term plans regarding the development of TCM and the healthcare industry in terms of infrastructure construction,investment attraction,and think tank organization, thus promoting Shennongjia into a famous TCM Healthcare Resort.

To promote the development of the healthcare industry,the local government practically formulated 15 specific projects,including a demonstration area of TCM tourism,a demonstration base of healthcare,healthcare towns,a TCM health forum and leading enterprise cluster, a center of prevention treatments of disease with Chinese medicine,exhibition halls of TCM culture,gene banks of TCM resources, and high-quality farms of Chinese medicinal plants;the formation of the TCM Industry Association;the assemblage of a TCM expert team, and development of products on healthcare and TCM culture.

The market share is on the rise since many companies have now settled here.Juneng Pharmaceutical Co.,Ltd.is now a stable operation.Shennongjia Daodi TCM Industry Limited Company,co-established by the local government and Wuhan Jiabowen Industry Investment Company was set up;Zhong’ai(Shennongjia) Sojourn and Health Development Co.,Ltd.,under the supervision of Zhong’ai Group was founded here.In addition, the local government signed agreements with Shandong Shenyu Group,Shenzhen Jiadao Capital,Beijing Tcmages Pharmaceutical Co.LTD,and Risesun Group;meanwhile the government reached a preliminary agreement of investment with Taihe Hospitaland MCC Huatian Group.

At the same time,the local government has been engaged in the introduction of national key projects,integration tourism resources,medical and agricultural resources,and deep integration of industries under the banner of a“Healthy Shennongjia.” Furthermore, it greatly accelerated the construction of Chinese medical facilities, upgraded the Muyu Traditional Chinese Medicine Hospital with a focus on he alth-maintenance and treatment.Many TCMdemonstration bases have been established here,such as Xiaojiu Lake Medicine Village,Batao Medicine Village,Cradle Lake Medicine City,Longjiangping Health Village, Muyu Aromatic Street,Zhong’ai Health Endowment Station,and so on,boosting the healthcare industry and tourism. Also, the local government developed an agricultural model of combining bases, corporations, cooperatives, and farmers to integrate the traditional healthcare industry and agriculture.It has also pushed forward the construction of a health tourism integrated health projects containing TCM elements,such as offering sacrifices to the ancestors of traditional Chinese medicine,reading pharmacopoeia, eating healthy food,and visiting pharmaceutical markets,into the development of high-quality tourism routes so as to promote the integration of the traditional Chinese medicine industry and the tourism industry.base for traditional Chinese medicine,and

Shennongjia Health Development Company was founded and settled in the industrial park; a standardized TCM medicine base occupying 5,000 mu has been constructed;and a research institute of TCM industry has already been established.Both the reorganization of Juneng Pharmaceutical Co.,Ltd and the construction of Panshui Health Resort are scheduled for future development.

康養圣地規劃雛形

黨中央、國務院及各部委密集出臺推進中醫藥及藥老養生產業發展政策，林區黨委、政府將搶抓機遇，積極作為，制定中醫藥及養老養生產業發展中長期規劃，加快推進基地建設、招商引資、智庫建設等工作，力爭早日把神農架建設成為中醫藥康養圣地。

林區結合實際，科學規劃中長期產業發展途徑，抓好“十五個一工程”，推動康養產業發展。該工程涵蓋中醫藥健康旅游示范區、康養示范基地、健康特色小鎮、中醫藥大健康論壇、龍頭企業集群等的打造；中醫藥治未病中心、中醫文化展示館、中醫藥種質資源基因庫、優質高效的種植板塊等的建設；醫藥產業協會的組建；中醫藥專家的匯聚；養老養生產品和文化產品的開發等方面。

林區成功引入多家企業，市場主體不斷壯大。在聚能藥業穩定運營之后，林區與武漢嘉博文產業投資公司合資，組建神農架道地藥材產業發展有限公司，中愛集團獨資建成中愛（神農架）旅居康養發展有限公司，林區還與神宇集團、深圳嘉道資本、北京康仁堂、榮盛集團等簽訂了合作框架協議，并與十堰市太和醫院、中冶華天集團初步達成投資意向。

與此同時，林區聚力推進落地重點項目進程，整合資源，旅醫農聯動，圍繞打造“健康神農架”主題，促進產業深度融合。加快中醫醫療機構基礎設施建設，升級木魚中醫院，促進醫養結合；打造小九湖藥谷、巴桃園藥谷、搖籃湖藥都、龍降坪健康谷、木魚香溪一條街和中愛健康養老驛站等一批有影響力的中醫藥養生保健服務示范基地，促進養老養生產業與旅結合；同時發展“企業+合作社+農戶”訂單農業模式，推進藥材基地建設，促進中醫藥產業與農業結合；再者，推進中醫藥健康旅游基地建設，把祭藥祖、讀藥典、品藥膳、逛藥市等飽含中醫藥元素的康養項目融入到精品旅游線路開發，促進中醫藥產業與旅游業的深度融合。

目前，神農架健康產業發展公司已完成組建并入駐產業園區；5000畝中藥材標準化示范基地已完成建設；神農架中醫藥產業研究院也掛牌成立并開展工作。聚能藥業公司重組、以及盤水康養小鎮打造等項目有條不紊地推進中。
