基于管理主客體關(guān)系的高校二級(jí)單位科研管理工作效率初探

摘? 要：高校二級(jí)單位科研管理工作聯(lián)結(jié)學(xué)校和科研人員，是科研活動(dòng)順利開展的重要組成部分，其工作效率影響著管理過程及科研效益。以管理主客體關(guān)系視角分析，二級(jí)單位科研管理活動(dòng)作為學(xué)?？蒲泄芾砉ぷ鞯目腕w、內(nèi)部科研人員及科研活動(dòng)的主體，其管理效率受到主客體關(guān)系不和諧及信息不對(duì)稱等因素的影響。為實(shí)現(xiàn)科研管理工作過程最優(yōu)化和科研活動(dòng)效益最大化的管理目標(biāo)，二級(jí)單位需要通過提升主體勝任能力、客體積極反饋等主客體關(guān)系的協(xié)調(diào)來提高科研管理工作的組織效率、管理效率和機(jī)械效率，實(shí)現(xiàn)科研管理目標(biāo)。

Abstract： Scientific research management of secondary units of universities is a link between universities and researchers and an important part of scientific research. Its efficiency affects the management process and the benefit of scientific research. Based on management subjective-objective relation， scientific research management of secondary units of universities is objective of scientific research management of universities and subjective of researchers and research of secondary units. The research management efficiency of secondary units is influenced by the disharmony subjective-objective relation， information asymmetry and other factors. The process optimization of scientific research management and the maximization of the benefit of research should be come off by enhancing the efficiency of organization， management and mechanical work with coordinating the relationship between subjective and objective and enhancing the subjective competence， meanwhile， the objective should provide feedback actively.

高校科研在我國科技創(chuàng)新中的作用十分重要，科研管理作為科研活動(dòng)的重要組成部分，其是否科學(xué)、高效，直接影響著科研活動(dòng)是否順利進(jìn)行。目前我國高校的科研管理模式一般分為學(xué)校、二級(jí)單位（院系、研究機(jī)構(gòu)）、課題組或科研人員三級(jí);科研管理任務(wù)和職能通過橫向部門分解與縱向?qū)蛹?jí)分解，形成金字塔式的機(jī)構(gòu)體系和職能業(yè)務(wù)體系[1]。二級(jí)單位科研管理工作作為高校科研管理工作的重要基礎(chǔ)，其管理與服務(wù)工作的效率，將影響著科研活動(dòng)是否能順利開展和有序進(jìn)行。將主體與客體的范疇引入科研管理工作效率的分析，有助于揭示二級(jí)單位與學(xué)校、課題組或科研人員之間的關(guān)系，有針對(duì)性的提高科研管理工作效率，保障科研工作的順利開展?！?br>
