關于高校附屬醫(yī)院科研經(jīng)費管理的思考

[摘要] 高校附屬醫(yī)院在我國醫(yī)療體制中占有非常重要的地位，集醫(yī)教研一體，隨著國家“科教興國”戰(zhàn)略的不斷推進，高校附屬醫(yī)院的科研項目數(shù)量持續(xù)增長，如何科學合理地使用科研經(jīng)費，加強科研項目管理，在當前具有非常重要的意義。該文嘗試從問題導向入手，分析當前高校附屬醫(yī)院科研經(jīng)費管理存在的癥結，在此基礎上，提出改善高校附屬醫(yī)院科研經(jīng)費管理的建議。

Thoughts on the Management of Scientific Research Funds in College Affiliated Hospitals

[Abstract] University-affiliated hospitals occupy a very important position in China's medical system. It integrates medical education， research， and research. With the continuous advancement of the national strategy of “rejuvenating the country by science， education， and education，” the number of scientific research projects in university-affiliated hospitals continues to increase. How to use scientific research funds scientifically and reasonably， strengthening the management of scientific research projects is of great significance at present. This article attempts to start with the problem and analyze the crux of the current scientific research funding management of affiliated hospitals in universities. Based on this， it puts forward suggestions to improve the scientific research funding management of affiliated hospitals in universities.

高校附屬醫(yī)院在我國公立醫(yī)院體制中占有舉足輕重的作用，是醫(yī)學研究的“孵化基地”，伴隨著國家醫(yī)學科學投入的不斷增長，高校附屬醫(yī)院的科研經(jīng)費管理問題日益顯現(xiàn)，科研經(jīng)費是醫(yī)學科學研究的物質基礎，在當前形勢下，需要不斷加強和規(guī)范高校附屬醫(yī)院科研經(jīng)費使用和管理，保障我國醫(yī)學科研事業(yè)的健康發(fā)展，為我國醫(yī)療行業(yè)發(fā)展提供不竭動力。

1? 高校附屬醫(yī)院科研經(jīng)費管理存在的問題

1.1? 科研項目申請者缺乏承擔課題的相關經(jīng)驗

高校附屬醫(yī)院作為醫(yī)學院校的臨床教學基地，兼具醫(yī)療、教學、科研3項主要社會功能，醫(yī)、藥、護、技是附屬醫(yī)院人員構成的主體，一個受人民青睞的醫(yī)院必定是科研水平跟醫(yī)療、教學同步發(fā)展的醫(yī)院，科研能力和水平已經(jīng)成為衡量一個優(yōu)秀醫(yī)生的維度，也是評價醫(yī)院等級的重要依據(jù)。從某種程度上來說，科研能夠促進醫(yī)學教學質量的提升，更能提高醫(yī)務人員的醫(yī)療技術水平[1]。……
