市政府外辦有效服務全市疫情防控涉外工作

新冠肺炎疫情發生以來，重慶市全面加強涉外疫情防控力度，市政府副市長李波積極帶頭，靠前指揮、督促指導。市政府外辦作為外事聯絡組牽頭單位，堅持“一把手”負總責、其他辦領導分工負責，形成高效運轉的工作機制，加強值班值守，強化應急處置，通過外事聯絡統籌，扎實推進在渝領館事務、常駐渝境外媒體的服務工作、境外重慶市民領事保護、境外捐贈等各項工作，有效服務全市疫情防控工作大局。

Since the outbreak of COVID-19， Chongqing Municipality has strengthened foreign-related work for epidemic prevention and control， and vice mayor Li Bo actively took the lead and went to the front line to supervise and guide this work. As the leading department of the Foreign Affairs Liaison Group， Foreign Affairs Office of Chongqing Municipal Government （Chongqing Municipal Foreign Affairs Office） set up an efficient working mechanism with the director-general taking the overall responsibility and the deputy director-generals being responsible for specific areas. It has strengthened on-duty service and timely responses to emergencies. By coordinating the foreign affairs liaison work， solid progress has been made in various aspects including， work with foreign consulates in Chongqing， service for foreign media organizations based in Chongqing， consular protection of overseas Chongqing citizens， overseas donations， etc.， contributing positively to the prevention and control of the epidemic in Chongqing.

重慶專家連線“一帶一路”國家 助力國際抗疫衛生合作

Chongqing experts hold video conferences with their counterparts from BRI countries?and contribute to international cooperation in the battle against the epidemic

3月24日，在外交部的統一安排下，重慶組織市內8名防疫專家，分別同烏克蘭、亞美尼亞專家舉行新冠肺炎疫情防控交流視頻會。市政府副市長屈謙、副市長李波，烏克蘭總理什梅加爾、衛生部部長葉梅茨，衛生部第一副部長米奇恰克，衛生部副部長、國家首席醫生利什科，亞美尼亞衛生部副部長娜努尚、衛生部傳染病問題參贊薩爾基相，我駐烏克蘭大使范先榮，外交部歐亞司副司長于駿，我駐亞美尼亞大使館參贊周宏友，以及烏克蘭、亞美尼亞和重慶的醫學專家等共同出席視頻交流會。

在3個小時會議中，重慶專家團隊就烏方、亞方關切的問題，進行了詳細解答，毫無保留地分享了重慶在新冠肺炎疫情防控中積累的防疫經驗和診療方案。重慶還將繼續與白俄羅斯等“一帶一路”沿線國家保持密切溝通，開展疫情防控國際合作。

On March 24， under the guidance of the Ministry of Foreign Affairs， Chongqing organized video conferences on the sharing of practices for the prevention and control of COVID-19 epidemic which are joined by 8 Chongqing experts for epidemic prevention & treatment and experts from Ukraine and Armenia. Vice mayor Qu Qian and vice mayor Li Bo， Ukrainian prime minister Denis Shmigal， minister of health Illya Emets， first deputy minister of health Irina Mikichak， deputy minister of health and chief state sanitary doctor Victor Lyashko， Armenian deputy minister of health Lena Nanushyan， Chinese ambassador to Ukraine Fan Xianrong， deputy director-general of Department of European-Central Asian Affairs of Chinese Ministry of Foreign Affairs Yu Jun， counselor of Chinese Embassy in Armenia Zhou Hongyou， and medical experts from Ukraine， Armenia and Chongqing attended the video conference.

During the three-hour meeting， the Chongqing expert team gave detailed answers to the questions raised by their Ukrainian and Armenian counterparts， and shared Chongqing's practices for the prevention and control of the COVID-19 epidemic and treatment plans without reservation. Chongqing will also continue to maintain close communication with Belarus and other countries along Belt and Road to carry out international cooperation in epidemic prevention and control.

3月2日至18日，市政府外辦黨組書記、主任章勇武分別與韓國駐成都總領事張蹄壑通電話，上門拜訪日本駐重慶總領事渡邊信之、意大利駐重慶總領事畢嵐祺，在外事大樓會見澳大利亞駐成都總領事林明皓、美國駐成都總領事林杰偉、德國駐成都總領事魯悟剛，積極溝通重慶市防控海外疫情輸入相關工作情況。市政府外辦副主任唐文參加會見。

章勇武感謝上述各館前期對重慶市抗擊新冠肺炎疫情工作的充分理解和大力支持。他表示，為有效防控境外疫情輸入風險，重慶進一步加強了對入境的各國人員進行健康檢測和管理服務，對中外公民一視同仁、無差別執行相應措施。并與各館總領事就相關疫情防控程序、醫療措施、生活保障等情況進行了溝通。

上述各館總領事均表示理解重慶市所采取的相關措施，希望繼續保持良好的溝通，并期待與重慶在經貿交流、文化教育、疫情防控等有關領域加強合作。

From March 2 to 18， Zhang Yongwu，the party secretary and director-general of Chongqing Municipal Foreign Affairs Office， communicatedanese with consuls general of relevant countries on the prevention and control of imported COVID-19 cases through phone call with Jang Jehak， South Korean consul general in Chengdu， by visiting Watanabe Nobuyuki， ?Japanese Consul General in Chongqing， and Guido Bilancini， Italian consul general in Chongqing， and through meeting with the visiting Christopher Lim， Australian consul general in Chengdu，Jim Mullinax， American consul general in Chengdu， and Wolfgang Rudischhauser， German Consul General in Chengdu at the Foreign Affairs Building.Tang Wen， deputy director-general Chongqing Municipal Foreign Affairs Office， attended the meeting.

Zhang Yongwu thanked the above-mentioned consulates general for their full understanding and support to the work of Chongqing Municipality in the fight against the COVID-19 outbreak. He said， in order to effectively prevent and control the risk of imported cases from abroad， Chongqing has further strengthened health test and management services for people travelling from abroad， and implemented corresponding measures on a non-discriminatory basis for both Chinese and foreign citizens. He further communicated with the consuls general on the epidemic prevention and control procedures， medical measures and logistical support.

The consuls general expressed their understanding for the relevant measures taken by the Municipality and hoped to continue to maintain good communication， and looked forward to strengthening cooperation with Chongqing in economy & trade， culture & education， epidemic prevention and control and other areas.

市政府外辦工作組在機場入境一線嚴防境外疫情輸入

Chongqing Municipal Foreign Affairs Office working group guards against?the import of COVID-19 cases at the front line of the airport

重慶江北國際機場是防控境外疫情輸入一線，市政府外辦作為重慶市新冠肺炎疫情防控工作外事聯絡組牽頭部門，用初心和使命擔起了嚴防境外疫情輸入的重任，堅決嚴守重慶境外疫情防控的大門。

市政府外辦機場組負責指導和協助旅客填報信息，甄別和比對旅客旅居史，按照重慶最新發布《關于進一步加強境外來渝返渝人員疫情防控工作的通知》，明確入境來渝返渝人員必須進行健康申報，一律進行體溫檢測，并到指定集中地點進行核酸檢測和等待結果。把不同類別的旅客分類移交給有關區縣工作人員。同時，選派經驗豐富、熟悉外語的工作人員到防疫一線開展工作。

Chongqing Jiangbei International Airport is the front line for the prevention and control of imported COVID-19 cases. As the leading department of the Foreign Affairs Liaison Group for the prevention and control of epidemic， by remaining true to its original aspiration and keeping its mission firmly in mind， Chongqing Municipal Foreign Affairs Office has taken up the daunting task of preventing import of cases from overseas and been resolutely guarding the gate for the prevention and control of imported cases.

Chongqing Municipal Foreign Affairs Office airport working group is responsible for guiding and assisting passengers to fill in information， screening and checking passengers residence/travel history. According to Chongqing's latest Notice on Further Strengthening the Prevention and Control of Epidemic for Inbound Travelers， all inbound travelers to Chongqing are required to declare their health conditions， undergo temperature screening and nucleic acid testing at designated places and wait for the results. Then they will divide the travelers into respective groups and hand over to the staff of relevant districts and counties. At the same time， it has selected a group of experienced staff with good foreign language skills to work at the front line of epidemic prevention and control.

重慶向韓國、意大利、伊朗等國捐贈抗疫醫療物資

Chongqing donates medical supplies to Korea， Italy and Iran to help fight against COVID-19 epidemic

重慶按照國家統一部署開展抗疫國際合作，積極開展對外援助工作。3月19日，重慶向意大利政府捐贈一批FFP2口罩和醫用外科口罩。同日，重慶向伊朗捐贈一批KF94口罩、醫用外科口罩，其中有一部分定向捐贈給重慶的友好城市設拉子市;并再次向韓國捐贈一批N95口罩、KF94口罩和醫用外科口罩。

重慶對外捐贈的首批物資分別于3月12日、16日抵達韓國全羅南道和首爾市，為當地抗疫工作發揮了積極作用。此外，意大利駐重慶總領事館館舍所在的渝中區政府也向意大利政府捐贈了一批醫用外科口罩。

近期，重慶還陸續向上合組織國家，葡萄牙、斯洛文尼亞、烏克蘭、西班牙等友好國家和友好省州人民馳援多批抗疫醫療物資。

Chongqing has been carrying out international cooperation on epidemic control and actively extending foreign-aid according to the national arrangement and requirements. On March 19， Chongqing donated a batch of FFP2 masks and surgical masks to the Italian government. On the same day， Chongqing donated to Iran a batch of KF94 masks and surgical masks， a part of which was donated to Chongqings sister city Shiraz. Chongqing also donated a second batch of medical supplies including N95 respirators， KF94 masks and surgical masks to South Korea.

The first batch of supplies donated by Chongqing arrived in Jeollanam-do and Seoul on March 12 and 16 respectively， playing a positive role in local efforts to battle against the epidemic in South Korea. In addition， Yuzhong District Government， where the Italian Consulate-General in Chongqing is located， donated a batch of surgical masks to the Italian government.

Recently， Chongqing has also delivered multiple batches of medical materials to countries including Shanghai Cooperation Organization member states， Portugal， Slovenia， Ukraine and Spain to help people of its friendship provinces or states combat COVID-19.

市政府港澳辦與香港駐渝機構共商渝港抗疫合作新方式

Hong Kong and Macao Affairs Office of Chongqing Municipal Government discuss new ways of cooperation?on the fight against COVID-19 epidemic with Hong Kong organizations based in Chongqing

4月1日，市政府港澳辦副主任張婭茜率港澳處拜訪并慰問香港特區政府駐重慶聯絡處、香港貿易發展局駐重慶代表處， 分別與香港特區政府駐重慶聯絡處主任蘇紫賢、香港貿發局駐重慶代表陳學恩視頻連線，就渝港兩地抗擊新冠肺炎疫情工作和疫情期間渝港兩地合作發展方式進行了交流。

新冠肺炎疫情發生以來，香港駐渝機構與重慶港澳辦及時溝通疫情防控信息、為在渝香港居民及香港居民往來重慶提供實時協助，合力抗擊疫情，張婭茜對此表示衷心感謝，并希望大家繼續保持警惕，共抗疫情，力爭早日恢復正常。

On April 1， Zhang Yaxi， deputy director-general of the Hong Kong and Macao Affairs Office of Chongqing Municipal Government， led the Hong Kong and Macao Affairs Division to visit and send regards to the Chongqing Liaison Unit of the Government of Hong Kong Special Administrative Region and the Hong Kong Trade Development Council Representative Office in Chongqing. Zhang Yaxi also discussed with Su Zixian， director of the Chongqing Liaison Unit of the Government of Hong Kong Special Administrative Region， and Chen Xueen， representative of the Hong Kong Trade Development Council in Chongqing （via video） new ways of cooperation between Chongqing and Hong Kong during the epidemic， discussed the work plan for 2020.

since the outbreak of COVID-19 epidemic， Hong Kong agencies in Chongqing and Chongqing Municipal Hong Kong and Macao Affairs Office have communicated timely information on the prevention and control of the epidemic， provided real-time assistance to Hong Kong residents in Chongqing and Hong Kong residents travelling to and from Chongqing， and worked together to fight against the epidemic. Zhang Yaxi said， Id like to express our sincere thanks for the work you did. At present， the situation for the control of the epidemic in Hong Kong is still very challenging. I hope well continue to stay vigilant and work together to fight against the epidemic so that normal life will be resumed as soon as possible.
