世界級機場群視野下珠澳航空產業錯位發展研究

摘 要：世界級灣區需要建設與之相匹配的機場群作為有力支撐，粵港澳大灣區機場群由香港—深圳、廣州—佛山、澳門—珠海機場強強聯合構成。珠澳航空產業作為大灣區機場群一個重要極點，應攜手同心、共同構建大灣區輔助機場，實現與香港、廣州大型國際樞紐機場的錯位競爭。本文針對珠澳航空產業的現狀，尋找存在的問題，探尋珠澳航空產業合作發展的對策建議，建議珠澳應充分發揮生態優勢，推動國內外休閑旅游客運航線的發展，協同加強貨運航空和通用航空產業建設，共同把珠海機場建設成廉價航空和通用航空產業基地，澳門機場打造成多功能中小型國際機場和亞太公務機中心。

Abstract：The world-class Bay area needs to build a matching airport group as a strong support. Guangdong-Hong Kong-Macao Greater Bay Area is composed of HongKong-Shenzhen， Guangzhou-Foshan and Macao-Zhuhai airports. As an important pole of Guangdong-Hong Kong-Macao Greater Bay Area airport group， the aviation industry of Zhuhai-Macao should work together to build the auxiliary airport of Guangdong-Hong Kong-Macao Greater Bay Area and realize the dislocation competition with the large international hub airports of Hong Kong and Guangzhou. According to the current situation of the aviation industry in Zhuhai-Macao， this paper looks for the existing problems， explores the countermeasures and suggestions for the cooperation and development of the Zhuhai -Macao aviation industry. It suggests that Zhuhai-Macao should give full play to their ecological advantages， promote the development of leisure tourism passenger routes at home and abroad， strengthen the construction of cargo aviation and general aviation industry in coordination. Jointly Zhuhai airport should be build into a base of low-cost aviation and general aviation industry. And Macao airport should be build into a multi-functional small and medium-sized international airport and Asia Pacific business aircraft center.

一、引言

放眼當前亞太地區的發展，粵港澳大灣區有著特殊的意義和地位。2019年2月，中共中央、國務院印發《粵港澳大灣區發展規劃綱要》（以下簡稱《綱要》）。《綱要》為粵港澳大灣區機場群的建設提供了頂層設計，從國家戰略層面勾勒粵港澳航空產業的發展目標是“建設粵港澳大灣區世界級機場群”，明確指出應增強澳門和珠海金灣機場功能，推動粵港澳大灣區機場錯位發展和良性互動，支持澳門機場發展區域公務機業務等[1]?！?br>
