“打開大門搞建設(shè)、辦事業(yè)”“中國對外開放不會停滯”“向世界全方位開放”……黨的十八大以來，以習(xí)近平同志為核心的黨中央統(tǒng)籌國內(nèi)、國際兩個大局，順應(yīng)中國與世界深度融合、命運與共的大趨勢，把握“開放是國家繁榮發(fā)展必由之路”的歷史規(guī)律，奉行互利共贏的開放戰(zhàn)略，推動農(nóng)業(yè)和鄉(xiāng)村對外開放不斷邁上新臺階、取得新突破、站在新起點。

Since the 18th National Congress of the Communist Party of China （CPC）, the CPC Central Committee with Comrade Xi Jinping at the core has striven to coordinate internal and international imperatives, follow the general trend featuring China’s deep integration with the world and shared future, grasp the historical law that “opening-up is the only way to national prosperity and development”, and pursue an open strategy for mutual benefit and win-win results.It has helped agricultural and rural opening-up to step into new phases, make new breakthroughs and create new starting points.In short, China will always open its doors for development in all respects.

農(nóng)業(yè)對外合作部際聯(lián)席會議制度：2014年國務(wù)院批準(zhǔn)建立以原農(nóng)業(yè)部部長為總召集人、由21個部級單位共同組成的制度。

System of “Inter-ministerial Joint Meeting on Foreign Agricultural Cooperation”:The State Council approved the establishment of the system, with former Minister of Agriculture as the convener and 21 ministerial units as members.

2016年，《國務(wù)院辦公廳關(guān)于促進農(nóng)業(yè)對外合作的若干意見》出臺；《農(nóng)業(yè)對外合作規(guī)劃（2016—2020年）》出臺。

In 2016, the Opinions of the General Office of the State Council on Promoting Foreign Agricultural Cooperation and the Plan for Foreign Agricultural Cooperation （2016-2020） were rolled out.

2018年中央一號文件：深化與“一帶一路”沿線國家和地區(qū)農(nóng)產(chǎn)品貿(mào)易關(guān)系。加快推進并支持農(nóng)業(yè)“走出去”，加強“一帶一路”農(nóng)業(yè)國際合作，提高農(nóng)業(yè)對外合作水平。

No.1 central document of 2018 deepened the agricultural trade relationships between China and countries and regions along the Belt and Road.It supported agriculture in going global with faster efforts, strengthened the international agricultural cooperation along the Belt and Road, and improved the level of foreign agricultural cooperation.

2015年，原農(nóng)業(yè)部頒布《重要農(nóng)業(yè)文化遺產(chǎn)管理辦法》，完成中國和全球第一份有關(guān)全球重要農(nóng)業(yè)文化遺產(chǎn)的國家級制度文件。

In 2015, the Measures for the Administration of Important Agricultural Cultural Heritage was promulgated by then Ministry of Agriculture as the first national institutional document on important agricultural cultural heritage in China and in the world.

2017年，《共同推進“一帶一路”建設(shè)農(nóng)業(yè)合作的愿景與行動》對外發(fā)布，農(nóng)業(yè)合作成為“一帶一路”沿線國家和地區(qū)共建利益共同體和命運共同體的最佳結(jié)合點之一。

In 2017, the Vision and Action on Jointly Promoting Agricultural Cooperation on the Belt and Road was issued, making agricultural cooperation one of the best cooperation fields for countries and regions along the Belt and Road to build a community of shared interests and future.

“十四五”規(guī)劃：實行高水平對外開放，開拓合作共贏新局面，推動共建“一帶一路”高質(zhì)量發(fā)展。

The 1st China-Latin America and the Caribbean Agricultural Ministers Forum was convened to plan the future directions and key areas of China-Latin America agricultural cooperation.

與聯(lián)合國糧農(nóng)組織（FAO）和經(jīng)濟合作與發(fā)展組織（OECD）合作在中國舉辦世界農(nóng)業(yè)展望大會，并形成定期機制。

China joined hands with the Food and Agriculture Organization （FAO） of the United Nations （UN） and the Organisation for Economic Co-operation and Development （OECD） to hold the World Agricultural Outlook Conference regularly in China.

舉辦博鰲亞洲論壇首次農(nóng)業(yè)圓桌會議。

The 1st agricultural roundtable at Boao Forum for Asia was convened.

舉辦首屆中國與南歐國家農(nóng)業(yè)合作圓桌會議，實現(xiàn)對南歐次區(qū)域農(nóng)業(yè)合作零的突破。

The 1st Roundtable Conference on Agriculture Cooperation Between China and Six Southern European Countries was held, which marked the beginning of agricultural cooperation between China and Southern European sub-regions.

舉辦中國—中東歐國家農(nóng)業(yè)部長會議，實現(xiàn)部長會議機制化，引導(dǎo)各方響應(yīng)綠色發(fā)展理念和“一帶一路”倡議。

The China-CEEC Meeting of the Ministers of Agriculture was convened and a ministerial meeting mechanism was formed to guide all parties to respond to the concept of green development and the Belt and Road Initiative.

Working together with other Belt and Road countries to deepen agricultural economic and technological cooperation, expand bilateral and multilateral trade and investment scale and promote the construction of overseas agricultural cooperation demonstration zones and pilot zones for agricultural opening-up and cooperation and boost high-level and high-quality development of China’s agriculture is an integral part of achieving the goal of rural revitalization.China’s remarkable achievements in agriculture are also partly attributed to the positive cooperation with other Belt and Road countries and regions.
