超大市場的新能量

With the aforementioned questions, we conducted a deep discussion with 17 top economists.

關于地方振興，第一個是要掌握“雙循環”的核心。這個核心就是推動形成以國內大循環為主體，國內國際“雙循環”相互促進的新發展格局。地方振興非常重要的一點是，要充分發揮中國國內超大市場的優勢。

同時要注意到以下三點：一是發揮各城市的優勢，根據國內超大市場優勢，看一看省市里面有哪些可以發揮的，把地方特色跟優勢加入中國國內超大市場優勢中，形成中國超大市場新能量。這個是中國的一個正能量，一個大的增量。因為中國在以國內大循環為主體的時候，各省市是主力軍，是中國核心的力量。二是要看到有哪些不足的地方。各省市在打造以形成國內大循環為主體的過程中，發揮國內超大市場優勢的過程中，特別是在國內國際“雙循環”相互促進的新發展格局下，要善于補齊短板。三是在打造國內大循環為主體的時候，不是閉門造車，關起門來自己搞，而是更加主動地對外開放。

各省市應該看到，在這個“雙循環”中，中國是越來越開放的、包容的，要把全球生產的要素，跟各省生產要素配置起來。同時對國內的超大市場有哪些幫助，要一一地做分析。籠統地認為各省市自己封閉地搞，是一種錯誤的觀點。一定要全力利用好中國國內的超大市場優勢，把這個優勢做大、做強，把這樣的潛力、正能量更好地發揮出來。

The key to local revitalization lies in the core of the “dual circulation”.That is to create a new development pattern whereby domestic and foreign markets can boost each other, with the domestic market as the mainstay.It is also very important to fully leverage the super large Chinese market.

Besides, attention should be paid to the following three points:First, China should give full play to the characteristics of different cities based on the advantages of its super large market.The integration of local features into the super large Chinese market will provide the market with new energy, which is an increment in China’s positive development.In the domestic market, which is the mainstay in the dual circulation, Chinese provinces, autonomous regions, and municipalities directly under the Central Government serve as the main force.Second, China needs to identify and overcome its weaknesses.It is necessary for the country to make up for the shortcomings when developing the domestic market as the mainstay, leveraging the super large market and establishing the new development pattern where domestic and international markets reinforce each other.Last, to make the domestic market play a leading role, China must be more proactive to open wider to the outside world instead of developing behind closed doors.

It’s obvious that the dual circulation will make China open wider and become more inclusive, and what China needs to do is to match production factors across the world to that of Chinese provinces, autonomous regions, and municipalities directly under the Central Government.In addition, the role of these factors in boosting the domestic super large market should be analyzed one by one.It is not advisable to divorce the development of China from the world.Therefore, China should make every effort to build its domestic market and better leverage its advantages and potential.
